The RFI requests detailed technical capability responses across six primary service areas: Strategic & Acquisition Planning (experience supporting DoD/Air Force acquisition enterprises, adapting to changing requirements, and staying current on acquisition policies); Information Technology Support (IT portfolio transformation management, legacy system sustainment and cloud-based modernization, and IL5/IL6 security compliance); Industrial Base Support & Data Analytics (defense industrial base analysis methodologies, supply chain vulnerability assessment, and translation of data into strategic recommendations); Artificial Intelligence Support (AI/ML integration into defense workflows and compliance with DoD ethical guidelines); Modernized Process Model (MPM) maintenance and optimization; and Program Management, Staffing & Quality Control (cleared personnel recruitment and retention, transition planning, and zero-defect quality assurance for deliverables). Additionally, respondents should provide recommendations on contract structure, including preferred CLIN approaches (FFP, T&M, or FFP-LOE), labor category structuring for specialized tasks, identification of tasks unsuitable for fixed-price models, and suggested incentive structures to drive innovation and personnel retention. All response costs are at the respondent's expense, and non-response does not preclude future participation in any issued RFP.

REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT

Program: Air Force Technical & Analytic Support in Professional Services (AFTAS Pro) 2026

Supported Organization: Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ)

1.0 Introduction and Purpose

This Request for Information (RFI) is issued solely for market research and acquisition planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue a solicitation in the future.

Respondents are requested to complete the linked survey https://forms.osi.apps.mil/r/TXHkWeRuTr to complete sections 2 and 3, and submit a written

PDF document via email to both listed Point of Contact in the SAM.gov post to answer the questions in sections 4 and 5.

This RFI does not commit the Government to contract for any supply or service whatsoever. The

Government will not reimburse any costs incurred by interested parties in responding to this RFI, nor for participating in any subsequent industry engagements. All costs associated with responding to this RFI will be solely at the respondent's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The purpose of this RFI is to identify potential sources, determine industry capabilities, and gather market insights regarding the specific tasks, capabilities, and experience required to execute the AFTAS Pro 2026 Performance Work Statement (PWS).

2.0 Requested Company Information

To assist the Government in determining the current acquisition strategy and socioeconomic set-aside potential, respondents are required to complete the linked survey, https://forms.osi.apps.mil/r/TXHkWeRuTr to answer the following questions:

3.0 Virtual Industry Day Interest & Availability

The Government is considering hosting a Virtual Industry Day to further discuss the AFTAS Pro

2026 requirements, answer vendor questions, and facilitate teaming arrangements. The linked survey https://forms.osi.apps.mil/r/TXHkWeRuTr requires answers to the questions below:

Your availability for scheduling during the week of June 15th.

Please provide detailed responses to the following questions focusing on specific tasks, capabilities, and experience required to perform the AFTAS Pro 2026 work:

Strategic & Acquisition Planning

Describe your firm's experience providing strategic and acquisition planning support to DoD or

Air Force acquisition enterprises (specifically SAF/AQ or similar headquarters elements). How do you ensure your planning aligns with rapidly evolving defense acquisition frameworks?

Can you provide examples of how your organization has successfully adapted to changing requirements or surge capabilities within a dynamic acquisition environment?

How do you ensure your personnel stay current on the latest Air Force acquisition policies, instructions, and legislative changes to provide proactive strategic advice?

Information Technology (IT) Support

What is your proven methodology for managing complex IT portfolio transformations and investment strategies within secure DoD environments?

Describe your specific capabilities and past performance in sustaining, implementing, and integrating legacy IT systems while transitioning toward modernized, cloud-based architectures.

(e.g., AI and Industrial Base support), which CLIN structure (FFP, T&M, FFP-LOE) do you recommend to maximize mission flexibility while minimizing administrative burden?

For tasks involving highly specialized labor categories or unpredictable surge requirements (such as AI Support or Strategic Planning), what are the industry best practices for structuring these

CLINs to ensure the Government can access top-tier talent quickly?

Are there specific tasks within the PWS (e.g., Section II Task Descriptions) that your firm believes are specifically ill-suited for a Fixed-Price model? Please provide a detailed rationale and suggested alternative.

Based on current market conditions for professional services at the SAF/AQ level, do you recommend any specific Incentive Structures (e.g., award fees or performance-based bonuses) that would drive higher innovation and retention of key personnel?
