About this file

This Statement of Work (SOW) details requirements for a congressional information and legislative analysis subscription service. The contractor must provide a comprehensive online platform delivering daily congressional news, bill summaries, floor information, and tracking/analysis of legislative activities. Specific service requirements include non-partisan coverage of congressional actions, in-depth bill summaries, Senate floor information tracking, comprehensive bill progression analysis, budget tracking, email alerts, floor vote access dating back to 1991, committee hearing coverage, congressional member biographical information, and rapid transcript access. The platform must aggregate news from multiple sources to prevent informational bias and avoid sole reliance on AI-generated content, with the ultimate goal of providing senior leadership real-time data and recommended talking points for engaging with congressional members and staff.

The services delivery summary indicates performance will be monitored through customer complaints, with a performance threshold of daily access to all subscribed information. Key deliverables include detailed tracking of legislation from introduction through committee negotiations, conference, full votes, and presidential signature, alongside analysis of potential impacts on existing laws and policies. The subscription must provide comprehensive, multi-dimensional insights into congressional activities, including member backgrounds, voting records, legislative sponsorships, and committee memberships.
