About this file

This document is a Single Source Justification (Simplified Acquisition) for the procurement of the SEER-SEM and SEER-H software licenses from Galorath. The Air Force Cost Analysis Agency (AFCAA) requires these specialized and proprietary parametric cost estimating tools to perform cost calculations, conduct sensitivity analyses, and estimate the total cost of ownership for a wide range of defense acquisition programs. The justification states that Galorath is the sole source provider of the SEER software suite and no other comparable products are available that can meet the Government's requirements. The estimated contract value is $129,440 for a base period plus four one-year options. The Contracting Officer has determined that only Galorath can reasonably provide the required services under the authority of FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name

The Air Force Cost Analysis Agency (AFCAA) a parametric cost estimating models capable of estimating software acquisition and the total cost of ownership for new product development projects. These tools are applicable to a wide range of systems acquired by the Department of the Air Force (DAF) (such as aircraft, engines, armament, avionics, radar, software, simulators, support equipment, etc.) The tools perform cost calculations and have the ability to be adjusted to specific organizations and technologies.

The methodology of the models must be capable of performing development, production, and Operating & Support (O&S) cost estimates and must also be able to support cost sensitivity studies that incorporate peculiar development characteristics, varying degrees of complexity, time constraints, and inflation. The O&S cost model must be able to produce model results/cost outputs accordingly. The model must be able to estimate the impacts on cost of change in system specifications uniquely present in defense programs, quantities, schedules, and other supportability parameters. Some of the characteristics that are required include software project estimation (both Development and Maintenance); sizing in Source Lines Of Code (SLOC), Function Points (FP), and Reports, Interfaces, Conversions, Enhancements, and Forms (RICEF): Commercial Off The Shelf (COTS) Integration, and Hardware, Electronics and Systems Life-Cycle estimation.

SEER-SEM and SEER-H by Galorath have been identified as the only source capable of meeting the Government's requirement that offers a comprehensive cost estimating software. The SEER Suite Annual License, to include SEER-SEM and SEER-H Estimator Editions, is highly specialized and proprietary, an unattainable through alternative sources or products. Galorath, manufacturer and sole distributor of the SEER Software Suite is currently the only source that supplies the software that can meet the Government's requirements. These tools enable AFCAA to define, analyze, and manage software, hardware projects from early concepts through upgrade and maintenance phases. SEER tools derive cost, schedule and staffing estimates by assessing the interaction and impact of product, organizational and operational variables. The SEER packages utilize a proprietary parametric methodology, coupled with the industry's most comprehensive knowledge bases to create a rapid and powerful view of the critical factors driving program decision and determining success. SEER software provides accuracy and flexibility in incorporating multiple variables, which is not available in any other commercially available software tools.

The SEER Software Suite provides a systematic approach for the above requirements, estimating the cost, schedule, effort, defects and risks of software development or software maintenance projects, along with supporting business proposals, budgetary planning, investment decisions or resource planning. The SEER Software Suite has the unique ability to accomplish these tasks through the utilization of several of its features/capabilities. Specifically, SEER-SEM provides an unrivaled flexibility to structure a hierarchy of WBS elements allowing for the ability to map WBS elements to a Software Architecture or to work products. This enables analysts to model individual elements and receive an estimate for each, which includes breakdowns of cost, effort, schedule and risk as well as the overall project. Each element can have different parameter settings, different sizing, can utilize different language, and have a unique staff loading/profile.

SEER-SEM also provides a unique degree of visibility into detailed development and support activities. It allows a fully user customizable Software Development Life Cycle (SDLC) in addition to a robust list already contained in the model and provides greater granularity and visibility into each activity. These activities include: System Requirements, Software Requirements, Preliminary Design, Detailed Design, Code and Unit Test, Component Integration, Program Test, System Integration and Operational Testing, Maintenance. Software Maintenance Estimation is included as part of the standard SEER-SEM model to support ongoing maintenance and enhancement over the lifetime of the software. SEER-SEM can estimate "Maintenance Only" projects at various levels of maintenance support (corrective, adaptive, perfective and enhancement). Additionally, SEER- SEM offers the ability to estimate "Integration Only" projects. SEER-SEM supports all application development approaches and even offers an Agile Planner for projects that use agile methods. Sizing is one of the most integral tasks in software estimation.

SEER-SEM provides very robust capabilities in this area. It supports numerous logical (use cases, functional metrics, etc.) and physical (lines of code) sizing methods. SEER-SEM offers a proprietary sizing method, Function Based Sizing, which is designed to make software sizing easier.

SEER-SEM offers Estimate by Comparison allowing users to obtain sizing or any other parameter value via a pairwise comparison process by evaluating projects selected from the SEER Historical Database. SEER-SEM offers Analogy Based Sizing from completed projects and gives an analyst the ability to allocate the calculated size into both new and preexisting categories of size.

Additionally, SEER-SEM allows for the specification of Size Growth Factors which are designed to capture expected size growth beyond the anticipated size entered in the size range inputs. SEER-SEM simultaneously solves for a minimum time and an optimal effort solution, so analyst can traverse the solution curve and determine where to baseline a project. Analysts may apply any staffing constraints and see the effect of those constraints as compared to optimal staffing. SEER-SEM, Peak Staff is automatically calculated or can be adjusted by individual element and individual months to provide a more realistic plan when staffing is constrained during certain periods.

SEER-H is an analytical tool used for the estimation and planning of hardware, electronics and system life-cycle costs, leveraging similar project histories and proven formulaic cost relationships. In the first stage, SEER-H generates an analogy between the current project and a comprehensive database of technical, programmatic, and cost information that is continually reviewed for applicability to current estimating requirements and technology. In the second stage, Cost-Estimating Relationships (CERs) are applied to address specific development and production factors. SEER-H provides total cost of ownership for the development of components, systems and integrated product assemblies from concept through design, test, production, operations, support and retirement. SEER-H has an extensive and unique knowledge base, based upon past projects, that contains a greater representation of the types of components, systems and integrated product assemblies that AFMC need to estimate. SEER-H has the ability to evaluate alternative acquisition approaches such as Make, Buy, GFE, Build to Print, Modifications. It further has the ability to blend parametric estimates with other costs using the Add-in features. SEER-H ties schedule estimation with cost estimation so that cost impacts of schedule changes can be evaluated. System Level Cost modeling is provided, and a detailed breakout of labor and material costs are provided. SEER-H has the ability to estimate costs by acquisition phase; i.e., Preliminary Design, Detail Design, System Validation, Production, Operations & Support.

Market research of the industry has determined that no other tool can meet the Government's needs other than the capabilities of the SEER software suite. Specifically, there are no other parametric cost estimating tools with the SEER Model's capabilities.

Therefore, SEER Suite Annual License, to include SEER-SEM and SEER-H Estimator Editions, is highly specialized and possesses unique capabilities not obtainable through alternative sources/products. The proprietary nature of SEER Suite Annual License, to include SEER-SEM and SEER-H Estimator Editions software requires the Government to procure these software and applicable hardware items from Galorath, as there are no authorized vendors/distributors of this software.

Lack of access and availability to this unique parametric cost estimating tool would be disruptive to the acquisition, pricing, and financial programs within the DAF. SEER has allowed and would continue to allow AFCAA & DAF to achieve consistent and accurate estimates. This delay, as well as potential for lost capabilities and substantial cost duplication, creates an unacceptable amount of risk to the Government. In order to ensure that the Government does not incur additional cost or mission failure, it has been determined to be in their best interest to procure the unique services/supplies offered from the only one source, Galorath, as described in Section B. Under the authority of Federal Acquisition Regulation (FAR) 13.106(b)(1) and in consideration of the agency's minimum needs there is a reasonable basis to conclude only source reasonably available capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Section D: Efforts to Obtain Competition

Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature. Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement, to include a review of FAR 8.002 mandatory sources. The results of the review of sources concluded that there were no mandatory sources that could meet the requirement. Additionally, the Government posted and Intent to Sole Source to the Government Point of Entry and received no further vendor capabilities to meet the requirement. At this time, it appears the software remains proprietary to Galorath and therefore, distribution and subsequently competition shall be limited within the market.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The goal of the Air Force District of Washington (AFDW) is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. AFDW seeks to identify additional vendors via the Internet, previous acquisition history research, and known sources and makes a priority of developing competition to the maximum extent practicable. Currently, Galorath Inc. has been identified as the only subscription available to fulfill the continued needs of the Air Force at this time. If and when, a new platform may be available, the Air Force will review for future use.
