Please confirm 2.2.7 for Additional Off-Site Analysis Support is optional per the PWS element verbiage and is not to be priced in CLIN 0001. If this is the case, 2.2.7 is not covered in the CLIN structure for 0002 or 0003; therefore, it is not supported in any of the work performance CLINs (0001 – 0004). Please clarify where this additional support will be provided during performance and for pricing purposes.Additional off-Site Analysis is required for a potential surge of analytic tasks. It will be funded as a separate TO rather than as a part of the CORE tasks on CLINs 0001. Per this question and question above pertianing to "Additional Support CLIN 0001 Description", should the description under CLINs 0002 and 0003 on page 3 and 4 of the Soliciation be updated to, "STORM Sofware Enginner Support / Analysis Toolkit Software Engineering Support /Additional Support. The PWS has been amended accordingly and v1.0.4 now has a new Section 2.8, Ad Hoc Support, which contains a listing all optional tasks.
4DATA CLIN DescriptionSolicitation4CLIN 0005; DATA Not Separately Priced (NSP) : Contractor shall provide all personnel and support for STORM per Section 4 of the Performance Work Statement; FFP; 30 Tasks. Pricing for this CLIN shall come from the contractor's proposed Cost and Pricing. Schedule and shall be invoiced per following Ordering Periods:

Ordering Period 1: From 29 Nov 2023 to 28 Nov 2024 Ordering Period 2: From 29 Nov 2024 to 28 Nov 2025 Ordering Period 3: From 29 Nov 2025 to 28 Nov 2026 Ordering Period 4: From 29 Nov 2026 to 28 Nov 2027

Ordering Period 5: From 29 Nov 2027 to 28 Nov 2028Data is applicable to all Task Orders issued under the IDIQ and therefore a CLIN 0005 NSP line item will be applicable to every Task Order issued under the contract. While the CLIN table description does state that Data is NSP, the CLIN is further designated FFP, 30 tasks, with pricing "from the contractor's proposed Cost and Pricing Schedule". Please confirm this CLIN is NSP for the contract and the information in the CLIN table after "Contractor shall provide all personnel and support for STORM per Section 4 of the Performance Work Statement" should be deleted. Accordingly, will the government update the CLIN table accordingly and update "unit price" to "Not Separately Priced" (e.g. FA701419DA001 CLIN X003)?Yes, CLIN 0005 is NSP and the solicitation has been updated to clarify that designation. Ordering Period 5: From 29 Nov 2027 to 28 Nov 2028CLIN 0006 is cost reimbursement (CR) for travel. As such, please confirm the verbiage “Labor Rates used to price Task Orders for this CLIN shall be taken from contractor's proposed Cost and Pricing Schedule per the following,” should be deleted. Additionally, since travel could/would be associated and estimated within one of the 30 task orders (5 yrs. times 6 per year); please clarify the quantity of “6 tasks”. It is our understanding that travel funding would be issued with each task order as required and would be best represented by quantity 1, lot, Not to Exceed, Estimated Cost USD $500,000 in the CLIN table (e.g. FA701419DA001 CLIN X004).Verbiage regarding Labor Rates has been removed and the UOM has been changed to Lot.

35 CLIN 4007; Ordering Period/Period of Performance From 29 Nov 2027 to 28 Nov 2028 CLIN 4007; Delivery Schedule Period of Performance From 29 Nov 2027 to 28 Nov 2028; Estimated Quantity 1 Task

6.6 TRANSITION-OUT PLAN, 6.6.1 OVERVIEW. The Contractor shall provide a Transition-Out Plan NLT than 60 calendar days prior to expiration of the contract.The Transition out plan is due 60 days from the end of the contract (29 SEP 2028) according to PWS 6.6.1 (Delivered under CLIN 0004). A Transition-out period is generally 30 days. The Ordering Period and POP for this CLIN is one year. Should the Ordering Period for CLIN 4007 (should be 0007) be updated to 2 months (29 Aug 2028 to 28 Oct 2028) as it must be ordered after the Transition-out Plan is delivered under CLIN 0004, but before the POP start of the Transition-out period which would be 29 Oct 2028 to 28 Nov 2028? Should the POP for performance of CLIN 4007 be updated to 29 Oct 2028 to 28 Nov 2028 (the last 30 days of the contract)? This information is important for contract structure as well as for proposal pricing purposes.The PoP is not determined by the Ordering Period, the Ordering Period determines which labor rates are used from the Rate Schedule. PoP on CLIN 4007 has been updated to 29 Oct 2028 to 28 Nov 2028.
9Travel Deliveries or PerformanceSolicitation10, 11CLIN 0006; Ordering Period:

Ordering Period 1: From 29 Nov 2023 to 28 Nov 2024 Ordering Period 2: From 29 Nov 2024 to 28 Nov 2025 Ordering Period 3: From 29 Nov 2025 to 28 Nov 2026 Ordering Period 4: From 29 Nov 2026 to 28 Nov 2027 Ordering Period 5: From 29 Nov 2027 to 28 Nov 2028;

Period of Performance Up to 12 months from date determined at Task Order level.

CLIN 0006; Delivery Schedule Period of Performance From 29 Nov 2023 to 28 Nov 2028; Estimated Quantity 6 TaskTravel will be associated (and priced) within one of the 30 task orders (5 yrs. times 6 per year) associated with CLINs 0001-0004. While the government has provided an NTE for travel per year (total NTE of $500K), the actual cost reimbursement amount would be a line item under each Task Order. As such, shouldn't the ordering period for travel be 29 Nov 2023 through 28 Nov 2028 with a POP of "Determined at Task Order level," and the Delivery Schedule be 29 Nov 2023 through 28 Nov 2028 with an Estimated Quantity of 30 Tasks?CLIN 0006 PoP changed with final solicitation and now reads 29 Nov 2023 through 28 Nov 2028. The statement "Period of Performance shall be determined at the Task Order Level" has been added.

Offerors shall not submit a price for the potential six (6) month extension of services period because the government will use the price of the final option year to calculate the price of the six (6) month extension.Please confirm that the TEP will be developed using the pricing in Attachment 9 T&M, the NTEs for Travel in CLIN 0006, AND prices proposed for the FFP CLINs in Contractors Cost and Pricing Schedule (to include CLIN 0001, 0004 and the transition-out plan in CLIN 0007), plus the evaluation of FAR 52.217-8.Verbiage in the Attachments 9, 10, and 11 have been updated to state that CLIN 4007 pricing is to be part of the Contractor's Cost and Pricing Scheuld and will be evaluated as part of the Price Evaluation.
26Rate ScheduleAttach 9, Tab "Rate Schedule"Tab[Tab with lines for 14 labor categories and associated direct labor per year. Burdens applied for one of each labor category at the bottom of each year.]The tab "Rate Schedule" does not provide the T&M rates required for use in estimating FFP under CLIN 0002 and performing T&M (fully burdened through profit). As structured it provides visibility into the direct labor associated with each labor category only. Please confirm the Offeror should add Tabs as follows: T&M Rates Contractor Site, T&M Rates Government Site; which will show the hourly fully burdened rate for each labor category per year.Two additional tabs have been added to the Rate Schedule for Time and Materials CLINS; one for work at Contractor's Site and one for work at Government Site. Formulas will compute a fully burdened labor rate when the Hourly Rate, Indiract Rate percentages, and escalation rates are entered into cells with color.
27Rate ScheduleAttach 9, Tab "Rate Schedule"Tab[Tab with lines for 14 labor categories and associated direct labor per year. Burdens applied for one of each labor category at the bottom of each year.]Please confirm Offeror may adjust the labor burdening calculations at the bottom of each Ordering Period (Rows 34 through 37) in the "Rate Schedule" tab to reflect applications of indirect costs in accordance with Offerors approved accounting system. Also, given the indirect rates differ for Contractor Site and Government Site, please confirm that Offeror may provide two Rate Schedule tabs: Rate Schedule Contractor Site, and Rate Schedule Government Site.Rows 40-43 have been added for entry of indirect rates at a Government Site. Rows 34-37 have been identified for entry of Contractor Site Indirect rates. These rows may be modified to reflect indirect rates according to the offerors approved accounting system.
28Rate ScheduleAttach 9, Tab "Labor Category Descriptions"Tab[14 Labor Category Descriptions which appear to document the governments market research against GSA published pricing.]The Campaign Analysis (STORM) effort is a FAR Part 12 Commercial Acquisition, not a FAR Part 8 GSA MAS based acquisition. It appears in providing the Labor Category Descriptions tab, the government has provided their market research, which is a combination of the descriptions provided in the GS00F0069GA MAS contract plus revisions made to the descriptions by the government to include "skill levels" which are not applicable to the cited GSA MAS contract. Therefore the Labor Category Description tab is informative as market research, but with the government edits, it is no longer analogous to the Labor Categories for this effort. As such, the Offeror must provide Labor Category descriptions using the government market research as a baseline (for experience and specific qualifications) in order to not run afoul of GSA MAS guidance (if GSA Labor Categories are used, the effort will become a FAR Part 8 effort). Please confirm Offeror may update the Labor Category Descriptions to cleanly provide for 14 labor categories using the market research and other data in the PWS as the basis for the updates.Reference to GSA Labor Catagories has been removed. Offerors may add/propose labor catagories with descriptions not currently included in the Rate Schedule, but existing descriptions may not be changed.
29Rate ScheduleAttach 9, Tab "Labor Category Descriptions"TabJunior Campaign Software Engineer - Skill Level 1: Requires Bachelor's and 0 years of experience in the field or in a related area.Attachment 9 Junior Campaign Software Engineer requires a Bachelor's and 0 years of experience. Section 2.7.3, Key Personnel, of the PWS states the Junior Campaign Analyst shall have a Bachelor's degree and have at least 3 years of experience in using STORM. Please confirm that the 3 years of experience only applies to the key personnel position. All other Junior Campaign Software Engineers will require the Bachelor's and 0 years of experience per Attachment 9.The key personnel descriptions in the revised PWS V1.0.4 have been updated with a clarification on the degree requirement and adjustments to the years of experience. Attachment 9 has also been updated accordingly and includes updated labor category descriptions.
30Rate ScheduleAttach 9Tab(s)[14 defined labor categories on each Tab of the workbook.]Given this Campaing Analysis (STORM) effort is IDIQ and driven by the Offerors solution for the FFP CLINs and other Task Orders for other additional support in the T&M CLINs, may the Offeror add additional labor categories to the 14 labor categories defined in Attachment 9 to support the Offerors proposed solution? For instance, a Task Lead category, or other categories to support direct administrative support functions (such as program control, security, etc.) required for delivery of the services defined in the PWS.Yes.
