AIR FORCE STRATEGIC TRANSFORMATION SUPPORT (AFSTS)
ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL ITEMS
ATTACHMENT 2
1.0 Basis for Contract Award.
Award will be made to Technically Acceptable Offerors based upon an integrated assessment of the technical sub-factors. This source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at https://www.acquisition.gov/content/regulations.
This requirement is competitive full and open acquisition. The Government will select each and all proposals found to be Technically Acceptable. The evaluation criteria is one (1) factor with five (5) subfactors. FACTOR 1: Technical: SUBFACTORS: (1) Corporate Experience, (2) IDIQ Staffing Plan, (3) IDIQ Management and Capacity Plan, (4) Small Business Commitment Document (SBCD) and (5) Scenario Solution & Transition Plan
There are no tradeoffs for this source selection. Offerors are either Technically Acceptable or Unacceptable when reaching contract award decision. Contract(s) will be awarded to the Offerors that are deemed compliant and responsible in accordance with the FAR, as supplemented, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to 52.212-1 – Instructions to Offerors – Commercial Item of this solicitation) and is judged, based on the evaluation factor and subfactors to represent the best value to the Government. The Government seeks to award to the Offeror(s) that give(s) the Air Force the greatest confidence that it will best meet the requirements. The Source Selection Authority (SSA) will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below). The Government will review the proposals for compliance. If a proposal is non-compliant then it will not be further evaluated. While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
2.0 Number of Contracts Awarded.
The Government intends to award to each and all Technically Acceptable Offerors for Air Force Strategic Transformation Support (AFSTS) with a five (5) year ordering period, each with one initial task order for a post award conference. The Government reserves the right to make some or no awards at all. AFSTS will consist of two (2) Tiers. Within the multi-award IDIQ structure for AFSTS, the Government intends to award to each and all Technically Acceptable vendors that submit a proposal in Tier 1 and each and all Technically Acceptable vendors that submit a proposal in Tier 2.
Two of the Tier 2 IDIQ awards are set-aside for Small Businesses (SB) only. If no Small Business Offeror’s are Technically Acceptable, the Small Business set aside portion in Tier 2 will automatically dissolve IAW FAR 19.507.
Task orders issued from the awarded IDIQs can be Firm Fixed Price (FFP) or Firm Fixed Price Level of Effort.

3.0 Evaluation Steps.
Step 1 – Minimum “Pass/Fail” Gate: Tier Declaration, Facility Clearance Validation, and Small Business Subcontracting Plan compliance review. The CO will validate each Prime Offeror's FCL via the Joint Personnel Accountability Systems (JPAS) and accept each Offeror's declared Tier via email submission. The CO will also review applicable Offerors Small Business Subcontracting plan for compliance with FAR Clause 52.219-9, Small Business Subcontracting Plan. Offerors will be notified via email if its FCL is validated and if the Small Business Subcontracting Plan is in compliance with FAR Clause 52.219-9 and will move to Step 2. If the Offeror does not meet the FCL criteria and/or is not in compliance with FAR Clause 52.219-9, the Offeror will be deemed “non-compliant” and eliminated from consideration for award. The Offeror will receive written notice IAW FAR 15.503. Offerors that are in compliance shall be notified in writing of advancement to step 2 of the proposal evaluation.
4.0 Step 2: Evaluate the Technical Factor.
5.0. Technical Evaluation
The following evaluation of the technical factor and subfactors will be used to evaluate each proposal:
Factor I: Technical Subfactor 1: Corporate Experience Subfactor 2: IDIQ Staffing Plan Subfactor 3: IDIQ Management and Capacity Plan Subfactor 4: Small Business Commitment Document (SBCD) Subfactor 5: Scenario Solution & Transition Plan Relative Importance of Factors and Subfactors. There is only one Factor, Technical with five (5) subfactors. The relative importance of each subfactor is equal.
5.1. Factor I: Technical
The Government will rate the Technical Factor at the subfactor level and then assign an overall rating of “Acceptable” or “Unacceptable.” The subfactor ratings will be rolled up into an overall Technical Factor rating. All subfactors must receive an “Acceptable” rating in order for the Technical Factor rating to be found “Acceptable.” If any subfactor is rated “Unacceptable”, then the overall Technical Factor rating will be “Unacceptable.” Factor 1 - Technical will be rated based on the rating table (Table 1) below:

5.1.1 Subfactor 1: Corporate Experience
**Each Tier has different corporate experience requirements. See Attachment 1 – Addendum to 52.212-1, ITO paragraph 2.1.3**
5.1.1.1 Corporate experience will be evaluated for recency, quality, and relevancy. A combined performance expectation and risk assessment rating will be assigned based on the submitted corporate experience.
5.1.1.2 To be recent, the effort must have been performed during the past three (3) years from the date of issuance of this solicitation. Efforts that do not meet this criteria will not be evaluated.
5.1.1.3 The Government will evaluate quality based on verified and validated corporate experience only. Any efforts that could not be verified and validated will not be evaluated. Quality will be evaluated for risk to performance in regards of having met contracted objectives/outcomes and performance issues (if any) on provided efforts.
***Due to the sensitivity of private sector information Offeror’s will not be made aware of or be able to address adverse information (if any is received) as a result of the verification/validation process, as this information will not be releasable due to Non-Disclosure Agreements (NDA). ***
5.1.1.4 The Government will evaluate relevancy in regards to scope, complexity, and magnitude and will be based on, but not limited to, the similarities between recent performance on similar efforts and this solicitation and application within a complex, global-scale organization:

5.1.2 Subfactor 2: IDIQ Staffing Plan
The Government will evaluate an Offerors oral Staffing Plan and judge it as Acceptable when the Government is persuaded that the Offeror has proposed an effective staffing plan that can be performed as proposed.

5.1.3 Subfactor 3: IDIQ Management and Capacity Plan
The Government will evaluate an Offerors oral Management and Capacity Plan and judge it as Acceptable when the Government is persuaded the Offeror can sufficiently handle the breadth of transformational tasks, anticipated volume of task orders, across multiple locations, with minimal risk to the Government.
The IDIQ Management and Capacity Plan will be rated based on the ratings in the table below:

5.1.4 Subfactor 4: Small Business Commitment Document (SBCD) – (Applicable to all Offerors) The Government will evaluate the extent of the Offeror's commitment stated in the SBCD to use small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, women-owned small business concerns (as defined in the clause at FAR 52.219-8), and non-traditional small businesses as subcontractors. The Government will also evaluate the SBCD for the following:
(1) The Small Businesses goals are identified in its proposal and how it will meet the goals
(2) How it will utilize Small Businesses and Non-traditional Small Businesses
· The Government will evaluate the Offeror’s detailed plan to incorporate the use of non-traditional SBs and its plan to assist the non-traditional SB to become Government contractors (SAM registration, RFP process, intricacies of Government contracting, applicable regulations, points of contact, etc.)
· How it will allocate tasks to SBs and Non-traditional SBs;
(3) The realism of the proposal
5.1.4.1 Offerors that have enforceable agreements shall provide fully executed copies (i.e. the entire agreement and not just the first and last pages) to the Government. An enforceable commitment is defined as a written and signed agreement (by both parties) that details that all parties have agreed to a business relationship for this procurement. This document shall be clear that both parties have defined and agreed to the extent of the relationship to include the type or types of work the sub-contractors/partners shall perform. The agreement shall be specific in nature. Any sub-contractor identified as a small disadvantaged business concern (aka "8(a)") or HUBZone small business concern SHALL have an active Small Business Administration (SBA) certification of its status at the time of proposal. Any proposed subcontractors with multiple CAGE codes shall include all of the codes where work will be performed for this acquisition.
5.1.4.2 The Government will evaluate an Offerors written Small Business Commitment Document (SBCD) and judge it as Acceptable when the Government is persuaded the Offeror is committed to utilize small businesses and non-traditional small businesses (to include assisting non-traditional small businesses become Government contractors) to the maximum extent practicable.

5.1.5 Subfactor 5: Scenario Solution & Transition Plan
The Government will evaluate the oral presentation of the Offeror's scenario solution and transition plan to ensure the briefing is tailored for Air Force senior executives. The Government will evaluate the Offeror’s written and oral presentation of its proposed strategic approach, methodology, and understanding of the scenario and recommendation(s). The Government will evaluate the Offeror’s use of industry best practices in its proposed strategy. The Government will evaluate the Offeror’s proposed outcomes, challenges, assumptions, and alignment (if any) to DoD Enterprise Standards. The Government will evaluate the offers ability to demonstrate and defend its strategy and the strategy’s realism based on the data provided to support its outcomes and recommendation(s). The Government will evaluate the Offeror’s plan to successfully execute the transition to the Government without mission degradation. The Government will evaluate an Offerors Scenario Solution & Transition Plan and judge it as Acceptable when the Government is persuaded that the Offeror proposal is considered exceptional; goes above and beyond the criteria to be considered exceptional.
5.1.5.1 For the purpose of this solicitation, the definitions for “strength”, “weakness”, and “deficiency” are located in Attachment 1 – ITO, paragraph 4.2.2.2.
Subfactor 5 will be rated based on the table below:

6.0 Award.
The Source Selection Authority (SSA) shall select the source(s) whose proposal(s) are Technically Acceptable and offers the best value to the Government in accordance with the established criteria in this Source Selection and with consideration of the recommendations and minority opinions of the evaluation team presented to the SSA. The SSA will follow the law.
Per FAR 2.101 “Best value” means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
4.0. Correction Potential of Proposals
The Government intends to award without discussions. The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an Offeror's proposal does not meet the Government's requirements and is not considered correctable, the Offeror may be eliminated from competition.
In addition to the above criteria, to be considered an exceptional proposal, the scenario solution & transition will encompass, but not be limited to, the following criteria;
-an understanding of the political aspects of the scenario -an alignment with the current direction of Air Force Leadership in respects to the National Defense Strategy, CSAF Initiative, and AF 10 lines of business -a strategy that is realistic, relevant, and implementable; to include timeline -strategy takes into account the joint aspects/dynamics of the problem and provides a viable implementable solution -explanation, if applicable, of deviation from an AF existing policy -explanation, if applicable, of transition/correspondence if strategy requires AF to team with another agency to successfully implement
