REQUIREMENTS SUMMARY
FOR
SAF/AQXS IT Research and Advisory Services
03 February 2020
SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. The Assistant Secretary of the Air Force (Acquisition), (SAF/AQXS CIO), requires access to research and advisory services to inform key decisions in planning and delivering IT services. The research and advice must be relevant to the requirements of SAF/AQXS – CIO in support of application strategy and governance, modernizing legacy applications, transitioning to digital government, and optimizing and promoting the value contribution of the PMO.
1.2 Scope. The Contractor shall provide Enterprise licenses allowing up to 40 users to be assigned.
Licenses shall not be in individual names.
1.3 Background. The Air Force Acquisition organization is seeking to procure advisory services that provide for market research, subject matter expertise, and technical advisory consulting in support of the Digital Air Force transformation. The Digital Air Force is in the process of transformation of its business and operations practices across core mission areas.
Speed of execution is a key desired outcome, which requires how the USAF transforms full spectrum of our existing business processes, programmatic, performance measures, analytics, requirements management, and agile capability development cycles etc., within the context of the overall acquisition process.
On-demand cost models, agile service delivery at scale along with Artificial Intelligence-enabled sophisticated weapons and sensor systems will continue to challenge the Air Force’s existing instruments of supporting acquisition lifecycle of hundreds of programs from inception to end of cycle.
Currently, the acquisition process is governed by 200+ artifacts (AFIs, AFMANs, AFPAMs, etc.) and as we transition into the Digital Air Force transformation journey, we may need to transform these artifacts into actionable policies enforcement in automated, data driven digital representation of the acquisition process. The acquisition process is a core representation of acquisition business and transformation journey of this model that will provide the USAF a framework to align its efforts with targeted business goals and objectives of the Digital Air Force enterprise.
The Air Force Digital transformation closely aligns and implements the DoD Digital Modernization Strategy, which identifies four priority strategic initiatives:
1. Artificial Intelligence and Machine Learning: Accelerate the adoption and integration of artificial intelligence and machine learning - enabled capabilities to achieve mission impact at scale.
2. Cloud Environment: Delivery of enterprise cloud environment that leverages commercial innovation and best in class cloud-based services.
a. Consolidate all Cloud Acquisition (SaaS, PaaS, IaaS )
b. Provide enterprise wide selection/evaluation process with applicable governance structure for adding additional DOD regulatory compliant cloud capabilities, as they are made available on regular basis.
3. Data Research: Provide data access to subject matter experts (SMEs) with experience and knowledge of USAF and DOD programs. This will support the USAF CDO’s goal of data driven organization and seamlessly integrate acquisition domain in overall transformation journey.
a. Address rapid acquisition, prototyping funding, and performance management for cloud services, AI-enabled capabilities and ever-growing sophisticated weapons programs of the future.
4. Evolve Cybersecurity: Providing for an Agile and Resilient Defense Posture - The scope, pace, and sophistication of malicious cyberspace activity continues to rise globally. Growing dependence on the cyberspace domain for nearly every essential civilian and military function makes this an urgent issue that must be addressed. Provide integration of security practices within the DevOps process and Continuous Integration/Continuous Delivery (CI/CD) pipelines to improve standardized builds, develop tests, and automate deployments that require a reliable delivery process for deploying code changes.
