The base performance period is from January 1, 2020 through July 1, 2020, plus four 1-year options, with a task order end date of June 30, 2024.
The estimated value for this procurement, including the 6-month extension, IAW FAR 52.217-8, Option to Extend Services:
$5,566,086.
The CLINs are estimated as follows:
1. Labor CLIN X001 is estimated at:: $ .
2. Training CLIN X002 is estimated at: $ .
This order fits under the scope of the NETCENTS2 - Application Services contract. Application Services Full and Open Competitive Pool was awarded 31 March 2015 and is available for ordering.
(4) Identification of the exception to fair opportunity and the supporting rationale:
FAR 16.505 (b)(1)(i) requires the Contracting Officer to provide each awardee under a multiple award contract, a fair opportunity to be considered for each order exceeding $3,000 unless a statutory exception applies. The specific exception that precludes the fair opportunity process for this acquisition is FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
Since 2009 the Air Force has purchased the TMT software support services on a sole source basis. The Government first awarded task management support to the original developer, Ascentium, for software modifications and support. The original contract was followed by additional sole source awards in 2013 (FA701413FA002), and 2015 (FA701415C1000), for continued support.
The current contract will expire 31 December 2019.
TMT is customized commercial software. AFS is the only company that produces and maintains the TMT software running on the Microsoft Dynamics 365 platform. AFS does not allow any other company to have access to their proprietary code. As such, AFS is the only company that may provide support for TMT. The Air Force TMT system has been specifically configured to meet the HAF's needs, and includes template and report configurations. Other services include: software development, configuration, data migration, deployment, security certification, and integration capabilities, and upgrading and modifying software as needed. Further, only the AFS help desk support will know the TMT code well enough to understand and report the problems accurately. Therefore, these services are highly specialized.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
In determining fair and reasonable pricing, the Contracting Officer will utilize historic pricing, and/or other available information established for the same or similar IT application support services and determined fair and reasonable, by comparing the proposed price with prices found reasonable on previous purchases; by comparing similar items in a related industry; and by comparing pricing to the independent Government estimate.
(6) Other facts supporting the justification:
None.

(7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services:
Due to the Government's previous investment in TMT, there are no cost effective opportunities for competition for these services provided by AFS for TMT software upgrade, maintenance, and technical support. However, if AFS allows for additional authorized resellers or the government's requirement for software changes, appropriate action to ensure competition will be taken. SAF/AAIE will continue to diligently check the market and review options for introducing more competition into the TMT project.
The DoD is exploring an enterprise-wide solution for providing task management software services. Should that occur, Air Force will work with the DoD to research and identify possible competitive alternatives.
(8) Program Manager's certification that supporting data is accurate and complete:

(10) Approving Official's determination that one of the circumstances in FAR 16.505(b)(2)(i) applies to the order.
