Within the solicitation it speaks to "10 years of industry experience in addition to 3 years of Federal experience" in the evaluation factors. By industry experience does the Air
Force mean private industry outside of the
Government?
Yes, industry experience does mean private industry experience outside of the
Government.
The initial indication was this would be a multi-award, then the Q&A said the RFP would be single award, and now the draft documents that say this will be a multi-award.
Can the government explain the rationale behind this decision making?
The Government is continuing to research to ensure the best acquisition strategy is used.
The deliverables table for the SWAG scenario does not clearly identify specific BCAC deliverables given that Capability Need and
Business Solution Analysis are the names of phases 1 and 2 respectively. Would the government clarify what specific deliverables are required at days 30 and 120?
The Government will review and update the scenario for clarity
Section 2.9.7 of the Addendum to 52.212-2 states that if an offeror doesn’t not submit relevant past performance, or sparse past performance, the government will consider the quality of their past performance to be
“Acceptable”. This could present the government with significant risk because it will be more advantageous for offerors with poor past performance to submit nothing at all. Would the government provide a rationale for this decision or consider rating an offer that includes no, or sparse, past performance

Since March 8th is a Thursday, and March 12, is a Monday would the government considering giving more than 1 business day to review the extensive proposal documents and draft questions for this proposal?
The Government will review the schedule.
In regards to the Oral Presentations, how many people can present? What equipment will be available to the offerors to present?
No more than four people can represent the
Offeror at the Oral Presentations. Out of those
4 representatives, there is no limit to how many people can present. According to the
Instructions to Offerors, all presentations should be sent to the Government in advance according to the specified dates. The
Government will have the Offeror’s presentation pre-loaded on a laptop and the
Offeror will be able to present from a pull down screen.
Instructions to Offerors Section 2.5 states, “The cover letter shall identify all enclosures being transmitted and shall be used only to transmit the proposal and shall include no other information.” Section 2.8 states, “A single memo attached to the cover letter acknowledging all amendments is the preferred method of acceptance.” Can the government please confirm what information should be included within the cover letter and addendums?
Provide the information required in the cover letter as required. If there are amendments to the RFP, provide, as an attachment to the cover letter, acknowledgment of any amendments. The attachment to the cover letter will only be allowed to address amendments.
Can the government please confirm that the cover letter should be included within
Volume III – Price Proposal?
One cover letter should be attached to the entire proposal.

Instructions to Offerors Section 3.3.5 states, “Cross-Referencing. The proposal volumes shall be written on a stand-alone basis so that its contents may be evaluated without cross referencing to another volume.” In
Attachment 2 Section 2.4.2. the government states, “At the IDIQ level, the Government will evaluate the Offeror’s proposed cross reference matrix that assigns the proposed labor categories IAW PWS.” Can the government clarify what they are looking for in a cross reference matrix?
Paragraph 3.3.5 refers to the proposal as a whole, specifically stating that each part of the offeror’s proposal should stand alone and not require the reader to cross reference other parts of the proposal to be understood.
Paragraph 2.4.2 refers to the labor categories being proposed by the offeror in accordance with the PWS. Within the proposal, the offeror should list what labor categories they’re proposing and make specific reference to the PWS to demonstrate that the offeror has a full understanding of the requirement for staffing resources and overall management of the entire project and scope. All of this would be recorded in the cross reference matrix. If the offeror wants to propose different labor categories, then the offeror should cross reference the PWS and what specific labor category they wish to replace.
Attachment 3 PWS, Section 3.4 states, “The contractor shall work in Government facilities as necessary to participate in meetings, work sessions, or other temporary duties. The Contractor may establish teleworking procedures for periods when

If so, can the government define which systems or procurements?
The Government is unable to anticipate which systems or procurements would be affected in the future.
Can the government provide copies of the
Organizational Conflict of Interest and
Nondisclosure Agreements referenced in
Section 3.7 of the PWS?
The Organizational Conflict of Interest form is no longer mentioned in this paragraph. A copy of the Nondisclosure Agreement will be included with the final RFP.
Can the government define the locations of the Post Award Conference/Periodic
Progress Meetings as described in Section
3.8?
The Post Award Conference/Periodic
Progress Meetings for the IDIQ will be held in the NCR. The locations of the Task Order
Post Award Conferences and Periodic
Progress Meetings will be defined in each
Task Order.
Will the government be releasing the task orders to all awardees? If so, how will the task order awards be determined?

Recommend allowing up to five people.
This would be advantageous to the government to allow for a PM, 1-2 SMEs, a teammate representative and an empowered corporate official to make decisions/changes on behalf of the company.
The Government is revising the number of

Oral Presentations are to include SB involvement
The PWS and QASP have been revised to include a Small Business Participation
Plan/Report. The Offerors oral presentation of their Technical volume should address this requirement.
In order for industry to provide a solution that meets all requirements and is within the government’s pricing expectations, we respectfully request the government provide the IDIQ contract “ceiling” required for contractor to stay within the GFE range. This is to ensure we do not provide an overpriced solution.
The IDIQ’s ceiling will be included in the final RFP.
In order to decrease the risk to the government in helping size the functional requirements in support of cost estimation and analysis of alternatives, we respectfully request the government require some personnel to hold the IFPUG Function Point
Analyst Certification (CFPF).
The Government will consider this recommendation
In alignment with the requirement in the draft
RFP for industry best practices, will the prime contractor be required to have a CMMI Level
III Development rating?
CMMI is not a requirement.
To better enable the government to prepare the Independent Government Cost Estimate
(IGCE) for various alternatives in support of acquisition planning, will the government required the contractor to have expertise in a parametric cost estimation tool that leverages historical data from industry?

Offerors shall submit an OCI plan as to how to avoid other OCIs in the future. Are IDIQ award winners required to provide responses for all task orders, or can they be recused from specific task orders that may potentially create an OCI based on other Air Force contract work?
The Government is looking for an overall
OCI plan. If the event that an OCI should occur for an awarded TO, the Government will look to utilize the submitted OCI plan.
When text is included within displays, it may be no smaller than 8 point, but must be clearly legible without magnification, as determined solely by the CO. Are tables and graphics considered “displays”?

4.5.4 Technical.
The Technical proposal should be specific and complete. Legibility, clarity, and coherence are very important. The offeror shall demonstrate an Offeror’s understanding of the technical requirement, and provides their approach and methodology to complete the required tasks IAW with the PWS. The proposal should not merely reiterate or rephrase the objectives or reformulate the
Government’s requirements specified in the solicitation but shall provide convincing rationale to address how the Offeror intends to meet these requirements.

“Supplemental Pages” or is this a stand-alone

4.5.6 Industry Experience.
The Offeror shall explain how projects supported in their proposal meet the requirements addressed in PWS and provide one (1) Federal and up to three (3) industry references.
Having three (3) industry references is not part of the Past Performance requirements in section 4.6 nor in the evaluation criteria in
Attachment 2; section 2.9 Past Performance.
Will the Government please update this requirement to reflect “The Offeror shall explain how projects supported in their proposal meet the requirements addressed in
PWS and provide the offeror’s proposed personnel experience in leveraging industry standards and procedures; implementing enterprise resourcing planning; consolidating
IT systems; modernizing business systems, and performing data integration”?
Industry experience and past performance will be evaluated in accordance with the instructions to offerors and evaluation criteria provided.
4.5.5 Task Order 0001 and4.5.7 Staffing
Plan for Task Order 0001.
The offeror shall propose FTEs and labor categories for the kick-off meeting. The
Government will use the TO pricing sheet.
And 4.5.7.1 For Task Order 0001 (Kick-Off), The Offeror shall provide a one page proposal for the kick-off meeting to included LCAT and FTEs (Contractor participants).
Is this requirement part of Step 3: Technical
(Volume I) - Oral Presentation? Or is this a stand-alone document not included in the

This requirement is part of Step 3: Technical
(Volume I) - Oral Presentation. The Offeror shall provide a one page proposal as part of their supplemental pages for the kick-off meeting to included LCAT and FTEs
(Contractor participants).
2.0 Required Services/Support and

2.10 Factor 3: Price and Task Order 0001

9) being fair and reasonable pricing, along with a realistic PECP. Price will also be evaluated for the total proposed price for Task
Order 0001 to ensure consistency with the
IDIQ.
Is Task Order 0001 representative enough of the typical task orders off the IDIQ for the
Government to do a reasonable assessment of vendor pricing?
No, Task Order 0001 is not representative of the typical task. A task order shall be awarded with the award of an IDIQ.
