SOURCES SOUGHT SYNOPSIS:

Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 813319 which has a corresponding Size standard of 7.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Program Details

2.1 General Information. There are several key considerations for sustaining the positive effects realized by implementing Green Dot in 2016-2018. These considerations will be addressed by this requirement: 1) in order to maximize the impact of an evidence-based bystander intervention, such as Green Dot, boosters of the skills must be provided to the total force and new accessions must receive the foundational skill development ; 2) as USAF has moved to a more integrated approach to personal violence prevention and resilience, bystander intervention must be a part of a more comprehensive integrated, evidence-based training plan; 3) given the large scope of implementing training for the Total Force, including the accessions sources, AF/A1Z does not have the capacity to provide the level of technical assistance that would be needed to ensure fidelity and, as such, the current requirement includes provision of technical assistance; and 4) cohesion between the bystander intervention program and other prevention and resilience activities and trainings is needed; as such, the requirement includes consultation with AF/A1Z and other prevention scientists.

2.2 Scope. Given the need and considerations above, the objective of this requirement is to provide training and technical assistance to institutionalize Green Dot at the accessions sources, provide technical assistance and updates to a toolkit to sustain Green Dot with the Total Force, and to develop and support implementation through training and technical assistance of an integrated evidence-based resilience and personal violence prevention plan, of which Green Dot is a cornerstone, that addresses an Airman’s risk and resilience from accessions to retirement/separation. To ensure that the plan and trainings that comprise it are evidence-based and meet USAF needs and requirements, the plan development and execution will require consultation with A1Z and other prevention scientists.

2.3 Interested Parties. Interested parties are requested to submit tailored capability statements addressing the particulars of this effort to include supporting documentation supporting claims of organizational and staff capability. The capability statement shall include:

1) Company name, mailing address, email address, Web site address (if available), and the name, telephone number, and email address of a point of contact having the authority and knowledge to clarify responses with Government representatives.

2) Name, title, telephone number, and email addresses of individuals who can verify the demonstrated capabilities identified in the responses.

3) DUNS Number, CAGE Code, Tax Identification Number, company structure (Corporation, LLC, partnership, joint venture, etc.), and size. Companies must be registered in the System of Award Management (SAM) at www.sam.gov to be considered as potential sources.

4) If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity to:

1) Provide services/products consistent in scope and scale with those described in this notice and otherwise anticipated; and

2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.

3. Submission Instructions:

Interested parties who consider themselves qualified to provide the above-listed services are invited to submit a response to this Sources Sought Notice by 12:00 PM ET, 15 May 2018.
