PERFORMANCE WORK STATEMENT

FOR

AIR FORCE SPECIAL SECURTY OFFICE

INTELLIGENCE COMMUNITY BADGE SYSTEM

MAINTENANCE SUPPORT CONTRACT

6 March 2018

1.0 BACKGROUND:

1.1 The Intelligence Community Badge Interoperability Program (ICBIP), the institution of this program led to the development of the Air Force Intelligence Community Badge Interoperability (AFICBIP). The program supports the entire Air Force Intelligence Community (IC) to access facilities of participating intelligence agencies such as National Security Agency (NSA), Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), and other national and service intelligence organizations. Participating agencies maintain complete control of badge operations with their respective agencies. Through the sharing of badge data over a secure network, however, IC personnel from the participating agencies may use their existing badge and existing personal identification number to seamlessly enter the facilities at participating agencies.

1.2 DESCRIPTION of SERVICES: The Air Force Special Security Office support the Headquarters, Air Force Intelligence, Surveillance, Reconnaissance Directorate is responsible for the participation in the Intelligence Community Badge Interoperability Program (ICBIP). The institution of this program led to the development of the Air Force Intelligence Community Badge Interoperability Program (AFICBIP). This program supports the entire Air Force intelligence community to access facilities of participating intelligence agencies such as NSA, CIA, DIA, NRO, NGA, etc. Participating agencies maintain complete control of badge operations with their respective agencies. Through the sharing of badge data over a secure network, however, IC personnel from the participating agencies may use their existing badge and existing personal identification number to seamlessly enter the facilities at participating agencies.

The badge provides force protection benefits because the badge facilitates the entry of vetted IC personnel, thereby allowing facility force protection officers with the ability to focus more of their attention on non-vetted personnel. Past world events dictated the development of this program to allow convenient but secure access throughout the intelligence community to share information in countering planned terrorist and/or conventional attacks against the United States and its Allies. Computer equipment and servers were purchased to support the ICBIP/AFICBIP.

Telephonic technical assistance is required to maintain system operations. This system must function efficiently to ensure badge data flow to other agency servers for facility access.

Troubleshooting advice and techniques are essential in minimizing any prolonged downtime.

2.0 SUMMARY OF REQUIREMENTS: The contractor shall:

2.1. Provide technical and analytical support for the badge fabrication system between hours of 0800 -1600 Pacific time

2.2. Provide support by using telephonic and/or electronic mail to assist in determining troubleshooting techniques for badging system.

2.3. Offer clear and concise instructions to ensure all software and hardware issues are promptly addressed and resolved.

2.4. Not exceed 48 hours of technical service support by telephonic and/or electronic mail methods of contact.

3.0 PERIOD OF PERFORMANCE: The contract period of performance will be for one (1) base and two (2) option years.

4.0 SERVICE SUMMARY:

5.0 HOURS OF OPERATION: The contractor shall be available to provide telephonic support between the hours of 0800 and 1700 Pacific Standard Time, Monday through Friday

5.1 Government agencies will not be available during scheduled holidays, inclement weather, weekends, after duty hours, or AF down days.

5.2 Scheduled Holidays: The Federal Government observes the following holidays:

New Year’s Day Martin Luther King’s Day President’s Day Memorial Day Independence Day Labor Day Columbus Day Veterans’ Day Thanksgiving Day Christmas Day Inauguration Day

5.3 Only a warranted Contracting Officer has the authority to change the terms and conditions to a contract. Should a change be required, the contractor shall provide their request, in writing, to the Contracting Officer via email.
