1. Project Overview The 744 CS needs to perform a base wide Optical Transport System upgrade and refurbishment to restore the (Ciena – formerly Nortel) JBA Optical Transport System composed of seven (7) connected exchange nodes to fully operational status and ensure they are fully integrated into the base Local Area Network. The contractor shall provide equipment and software for the completion of the upgrade and a “Consulting Engineer” to provide “On-the-job (OJT)” training and oversight through project completion. The Consulting Engineer will provide OJT and oversight for the 744CS/SCX and 744CS/SCOI to install the equipment and complete the upgrade. The contractor shall enter into an associate contractor agreement with the original equipment manufacturer (OEM), Ciena, in accordance paragraph 8, regarding the integration/compatibility of these services with the OEM’s installed system and related components.

2. Optical Transport System Restoration and Integration

The Optical Transport System has not been maintained since mid-year 2009. The 744 CS is tasking the contractor in this agreement to provide the equipment, software, OJT training and oversight in a project to remove/replace the older version of the seven (7) Ciena/Nortel 6500 chassis, replace/reuse the associated cards/modules and ensure the system is fully functional and integrated into the base Local Area Network. The contractor shall be responsible for ensuring project completion, defined as all seven (7) 6500’s being interconnected, communicating together and passing fiber and copper based data throughout the whole Optical Transport System infrastructure with all redundancies being tested and operational prior to the departure of the Consulting Engineer (See Appendix B for sample network diagram). The following are additional tasks required of the Consulting Engineer during project execution:

2.1 Identify safety or operational issues that might impact Optical Transport System operations. (For example: HAZMAT contamination or other planned installations that would impact Optical Transport System operations).

2.2 The contractor shall determine how the base LAN ties to the Optical Transport System Exchange Nodes and identify data distribution zones and current Optical Transport System connectivity.

2.3 The contractor shall review the available documentation and assess the type of maintenance that is required for the seven (7) Optical Transport System Nodes. This maintenance assessment shall be included as part of the final report provided to 744 CS/SCX and 744th CS/SCOI. Paragraph 4. of this SOW covers maintenance specifics.

3. Training for 744CS/SCO

3.1 OJT training will include Optical Transport System installation, maintenance of the Optical Transport System, circuit merging to the Optical Transport System and troubleshooting techniques.

3.2 OJT Training shall specifically cover the following:

(a) 6500 product overview

(b) Technical documentation

(c) Safety guidelines

(d) Hardware description

(e) Signal flow

(f) User interface

(g) Optical Transport System Network management

(h) Service provisioning

(i) Synchronization

(j) Traffic protection schemes

(k) Performance monitoring

(l) Alarm management

(m) Fault finding

4. Maintenance Plan The Contractor shall determine the existing Optical Transport System cause(s) of failure and work with the 744 CS/SCX and 744 CS/SCOI to develop a maintenance plan and window to perform corrective maintenance to return the Optical Transport System to an operational state. If the Optical Transport System is operational, the contractor shall develop a Preventive Maintenance Inspection (PMI) schedule in accordance with the manufacturer’s requirements within one week of installation. The plan will cover preventative maintenance that the 744CS will perform on a scheduled basis.

4.1 Preventative Maintenance Inspection (PMI). The PMI schedule should address periodical inspection intervals and required actions to include maintaining the Head End Unit Optical Transport System equipment on all seven (7) exchange nodes and any other maintenance actions to maintain the networked Optical Transport System.

5. Outage Reporting, Response and Helpdesk Services

5.1. The required warranty and support products for the sustaintment of the SONET ring system are the Ciena 6500 Smart Support Services and Ciena 6500 Hardware Repair Service. The applicable original equipment manufacturer (OEM) part numbers for warranty support are 80M-6500-SM1 (Smart Support), 80M-6500-HW1 (Hardware Repair), 80M-6500-NA1 (Next-Business Day Shipment for Managed Spares).

5.2. The contractor shall support outages which have occurred in the JBA Optical Transport System as outlined in the Ciena 6500 Smart Support Service. This support shall include 24hr helpdesk support with Next Business Day (NBD) replacements for failed assemblies. Responses to reported outages shall consist of the following, at a minimum:

5.2.1 Ensuring that a trouble ticket has been opened to track outages, document start/stop times, to track the specific Optical Transport System Node(s) involved, and to record the POC for restoration.

5.2.2 Depending on the findings during the previous steps, the contractor shall determine what, if any, additional maintenance is required to return the Optical Transport System back to operational status. The Contractor shall determine the current cause of failure and work with the 744th CS/SCOI to establish a window to perform corrective maintenance.

a) If the outage is a correctable equipment malfunction that does not require network downtime for a maintenance window, the contractor shall perform corrective actions as required if the 744th CS technicians are unable to. The corrective actions performed shall not impact operational circuits on the Optical Transport System or other JBA network infrastructure.

b) If it is determined that a malfunction has occurred which the 744th CS cannot repair and that requires a network downtime maintenance window; the Contractor shall provide the 744th CS/SCOI a parts replacement and labor cost quote to perform corrective maintenance and return the Optical Transport System to an operational state.

c) No corrective maintenance under the provisions in paragraph b) shall be performed without approval/consent from the 744th CS/SCOI Contracting Officer’s Representative (COR).
