Response to Questions for Sources Sought Pre-Solicitation

(FA7014-12-R-1005)

1. Q: Is this a follow on requirement?

A: Yes, the previous award was made via BPA, the last call was made from 1 July 2011-31 June 2012.

2. Q: Who is the incumbent?

A: Analysis Group LLC.

3. Q: Can the incumbent bid?

A: As of right now no, as we are looking to award to a small business.

4. Q: What is the contract number?

A: FA7014-07-A-0012-0011.

5. Q: What was the award date and value?

A: 28 June 2011/ $413,853.78

6. Q: When will an RFP be posted?

A: On or about 15 February 2012, posting will be for 30 Days.

7. Q: When is the expected start date?

A: 1 July 2012.

8. Q: When is the expected award date?

A: On or about 30 May 2012, posted to FBO on 4 June 2012.

9. Q: Paragraph 4.0, page 7 of the draft PWS states that the requirement is for one FTE. However, paragraph 4.2, Deliverables, page 8, implies that there may be more than one FTE required by virtue of requiring a “Current Rate per hour for each FTE” in the Monthly Status Report and a “Personnel Roster” in the Management Support Area. How many FTE’s are required for this draft PWS? If more than one, are they all Senior Executive Level Consultants?

A: If you look at 2405 hrs total, then you can decipher that based on a year, it is for only one individual.

10. Q: Paragraph 4.1.1 Hours of Operation, page 7 of the draft PWS states that “Contractor personnel are expected to conform to customer agency normal operating hours consisting of Monday through Friday between the hours of 0730-1730 and not to exceed 2405 hours per calendar year for (1) FTE assigned.” Based on the daily normal operating hours and the not to exceed hours of 2405 per calendar year, our assumption is that the government is expecting an average of a 10+ hour work day for the consultant. Is this assumption correct? If not, please clarify.

A: The “standard” duty day in the office is 10 hours (oftentimes more) to support the A3/5 in his duties as the chief operator of the Air Force. The contractor position is an essential part of the office. The contractor is one of the most experienced members in the office and is involved in all aspects of support. Sustaining this level of contract support is critical to maintain the level of technical and analytical expertise the customer has come to expect and rely on from his office staff. Lastly, the 2405 hours are based upon the base and/or later option years per year.

11. Q: In addition to the recognized holidays specified in paragraph 4.1.1.2, page 7 of the draft PWS, will the government allow the consultant to be absent from the workplace due to vacation or other personal time off (i.e.,sick time)? If so, what is the expectation for the amount of allowable vacation and/or personal time off, i.e., 2 weeks, 3 weeks, etc. per calendar year (non-billable)? Will a replacement consultant be required during this time period?

A: The allowable vacation and/or personal time off will be 11 days. A replacement consultant is not planned. Math to support:

261 available work days – 10 federal holidays =251 possible work days.

240 days x 10 hrs/day + 11 vacation/personal days = 251 workdays

12. Q: Paragraph 7.0, Services Summary, page 12 of the PWS states the expected outcome of all required tasks to be “100% of assigned task completed satisfactorily and on-time…” What is the definition of “satisfactory” and who will make that determination? The COR? The term“satisfactory” is very subjective as stated.

A: “Satisfactory” is the subjective level of performance of each listed task necessary to meet the requirements of the customer. The subjective nature of this standard is consistent with the executive level consultative services that are required by the contract. The COR will make the determination of satisfactory performance.

13. Q: In the event the consultant lives outside the DC metro area, will the government provide billable relocation assistance?

A: No.

14. Q: What level of support or additional resources, if any, will consultant have at his/her disposal (provided by the government)? In other words, will the consultant have support from members of the government staff, working in a team environment?

A: The contractor has primary responsibilities to accomplish the tasks stated in the contract and is expected to be able to work without support from members of the government staff. As workload and requirements dictate, however, the contractor may work in concert with the A3/5 Action Group and the A3/5 Executive Staff to accomplish some tasks.

15. Q: Does the government expect the contract type to be firm fixed price or firm fixed price labor hour (similar to T&M without the materials cost)?

A: This will be a firm fixed price labor hour contract.
