Part 1: Price
Complete Section 2.0 – Schedule of Supplies/Services of this RFQ. Provide a firm-fixed price for each CLIN and a total price.
Part 2: Technical Approach
Confirmation of Compliance: A written statement confirming that the offeror has read, understands, and will comply with all requirements outlined in the Statement of Work (SOW).
Product Information: For each hardware CLIN (0001, 0002, 0003), provide manufacturer specification sheets, product data, or technical drawings that clearly demonstrate how your proposed items meet or exceed the Salient Characteristics defined in the SOW.

For this solicitation, the offeror shall complete and return the certification at DFARS 252.225- 7000, Buy American—Balance of Payments Program Certificate.
6.0 EVALUATION CRITERIA (IAW RFO Principles)
6.1 Evaluation Philosophy - The Government intends to award a single purchase order to the responsible offeror whose quote represents the best value to the Government, using a trade-off process. "Best value" means the Government may be willing to pay more for a quote that offers technical or performance advantages that are worth the additional cost. Conversely, the Government will not pay more for features that do not add value.
6.2 Evaluation Factors for Award - Quotes will be evaluated based on the following three factors, listed in descending order of importance:
Factor 1: Technical Capability (Most Important)
Standard: The Government will evaluate the offeror's technical submission to determine how well it meets the requirements of the SOW.
Evaluation Approach: This is not a simple pass/fail check. Quotes that demonstrate a clear understanding of the requirement and offer products with features that exceed the minimum salient characteristics (e.g., superior durability, enhanced safety features, more robust materials) will be rated more favorably. The Installation Narrative will be evaluated for its thoroughness and demonstrated understanding of on-site project management.
Factor 2: Past Performance
Standard: The Government will assess the offeror's probability of successful performance.
Evaluation Approach: The Government will review past performance information from CPARS and other official sources. An offeror with a documented history of relevant, high-quality performance may be rated more favorably. An offeror with no relevant past performance history will be rated neutrally.
Factor 3: Price
Standard: The total evaluated price will be the sum of all CLINs.
Evaluation Approach: The price will be evaluated for reasonableness.
6.3 Basis for Award - The non-cost factors (Technical Capability and Past Performance), when combined, are significantly more important than price. The Government may award a higher-priced offeror if it is determined that the technical superiority or past performance strengths of that offeror's quote outweighs the price difference. The Government reserves the right to award a lower-priced offeror if all quotes are determined to be essentially equal in technical merit. The Government reserves the right to award all, some, or none of the CLINs.

Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue.

(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.
