Notice of Intent to Sole Source
FA700026P0030
This is a special notice prepared in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (hereinafter referred to as RFO) 5.101 – Presolicitation Notice.
The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.
The US Air Force Academy (USAFA) intends to award a sole source commercial contract using simplified acquisition procedures in accordance with RFO part 12 to Hoffman NY, A UnityLab Corp Brand, located at 11178 Route 220 Dushore, PA 18614. The authority for this non-competitive award is 10 USC 2304(c)(1), only one responsible source. The NAICS code for this requirement is 333310 and the PSC is 3510. The size standard as defined by the U.S. Small Business Administration is 1,000 employees. This notice incorporates provisions and clauses that are in effect through the RFO effective 1 February 2026. The Government has deemed Hoffman NY to be a responsible contractor with respect to performance.
a. Only one responsible source and no other item will satisfy the USAFA requirement.
b. A comprehensive market survey was conducted to identify potential vendors for the required equipment. This research included a detailed search of the General Services Administration (GSA) Advantage! website and other government supply sources. The market research concluded that Hoffman NY is the only vendor capable of meeting the government's requirements for the following reasons:
• Exclusive Distributorship: Hoffman NY is the sole manufacturer and the only authorized distributor of the required machines within the Colorado region.
There are no other vendors authorized to sell this equipment.
• Small Business Status: Hoffman NY is listed as a small business concern.
Procurement from a source other than Hoffman NY would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements.
The rationale is detailed below:
• Standardization and Interoperability: USAFA's tailor shop is currently equipped with several Hoffman machines. The acquisition of an alternative brand would necessitate a complete overhaul of the existing tailor shop configuration to accommodate different equipment footprints and operational workflows. This would lead to significant and unnecessary costs.
• Operational Efficiency and Training: The tailor shop's contract personnel are extensively trained and proficient in the operation and maintenance of Hoffman machinery. Introducing a different brand would mandate a new, costly training program. This would not only incur direct financial costs but also result in significant lead times for current workloads and disrupt the compact operational schedule required for tailoring and pressing services.
These delays would negatively impact the mission-critical support provided by the tailor shop.
Based on the information above, Hoffman NY is the only responsible source capable of providing the required equipment without causing significant operational disruption and incurring substantial and avoidable costs for equipment overhaul and personnel retraining. Therefore, it is in the government's best interest to procure the three Hoffman machines directly from Hoffman NY on a sole-source basis.
c. This request is issued for 10th Logistics Readiness Squadron. Anticipated award on or before 25 March 2026 (subject to availability of funds) as a firm fixed-price purchase order.
