Compression Shorts

1. Are patterns already available for these specific garments, or would we need to create them? If available, where can we view and obtain a copy? We expect the contractor to use commercial patterns, therefore we do not provide patterns.

2. Can you provide sample pictures of the requested garments to ensure we fully understand the design and specifications?

3. How will payment be structured? Is payment made upfront, upon delivery, or at another milestone? Will the contractor be responsible for purchasing materials and supplies upfront, or is there an alternative arrangement? Invoices are submitted into WAWF and the Government will make payment after the items are received and accepted. The contractor is responsible for purchasing all materials and supplies upfront.

4. Is there a set budget for these projects? What is the desired cost per garment? The Government will not disclose this information.

5. Delivery Options - Breakdown Schedule See FAR clause 52.211-8 in Atch 5_FA700025Q5001 Provisions and Clauses.

6. Men's - Is there a required design dimension for the length of the inseam or can we use commercial best practices? Commercial practice is expected. Should the waist band be an attached elastic stretch band? If this is the commercial practice, yes. Is there a preference for how the garment is joined in the fly and crotch area or can we use commercial best practices? Commercial best practices. Color - Dark navy blue in color - is there a pantone color or just a dark navy blue? We do not target a specific color to provide the manufacturer with some flexibility. I don't see any requirement for logo or USAF branding? USAFA branding is not necessary.

7. Can I assume the Berry Amendment clause applies so all materials and labor USA source. Or will this be Buy American act so the fabrics and trims may come from abroad? The Berry Amendment will not apply to this acquisition. The Buy American Statute does apply, and a certificate will need to be submitted with the quote. See “FA700025Q5001 Combined Synopsis Solicitation – FY25 USAFA LGRC Cadet Compression Shorts” attachment Addendum to FAR 52.212-1(g)(2)(d)(ii) and Atch 6_DFARS 252.225-7000 Buy American – Balance of Payments Program Certificate.

8. Are there specific measurements for each required size? Our expectation is commercial sizing.

9. What is the fabric composition of the nylon and elastane? For example, is it 80% nylon and 20% elastane? We expect fiber content supported by proven commercial research to provide the designed flexibility and comfort of the garment.

10. Is there a particular name-brand of compression shorts you are looking for? I did not see one listed. No, this is not a brand name requirement.
