About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA700025Q0113 for LORC Electronic Equipment from the US Air Force Academy. The Q&A provides clarification on several key procurement details, including: bidding requirements, product specifications, and procurement constraints. Notably, the government prefers quotes for all Contract Line Item Number (CLIN) items but will accept partial quotes, with the potential to award multiple purchase orders if a single vendor cannot provide all items. Product origin requirements specify domestic end products, with potential exceptions for qualifying country end products, and vendors must adhere to specific technical specifications such as voltage ripple less than 0.01% of output voltage. The solicitation does not specify dimension or target price requirements, but these factors may be considered in making a best value determination.

LORC Electronic Equipment
1. Q: Are we able to get an exception to the Small Business requirement so we may quote you directly?
A: There is no exception that we are aware of.
2. Q: Do you have dimension requirements on any of these requests?
A: No, the US Air Force Academy does not have specific dimension requirements as part of the salient characteristics; however, dimensions may be taken into consideration when making a best value decision.
3. Q: Do you have a Target Price per item requested?
A: No, the US Air Force Academy does not have a specific target price to disclose for each item; however, price will be taken into consideration when making a best value decision.
4. Q: Can you please provide the NSN number for each item?
A: We are not aware of any NSNs for the items.
5. Q: Is a vendor required to submit a bid for the entirety of the solicitation, or would bids be accepted for a subset of the line items (but in their full requested quantities)?
A: The government prefers quotes for all CLIN items, however a vendor is not required to submit a bid for all of the CLIN items. Quotes will be considered for less than all of the CLIN items per the solicitation, “The Government intends to award a single purchase order, but may award multiple purchase order(s) if the Contracting OƯicer determines all items cannot reasonably be provided from a single quoter and/or achieving best value justifies the additional administrative burden.”
6. Q: Are products from France acceptable for this procurement?
A: The Contractor shall deliver only domestic end products unless, in its oƯer, it specified delivery of other end products in the Buy American—Balance of Payments Program Certificate provision of the solicitation. If the Contractor certified in its oƯer that it will deliver a qualifying country end product, the Contractor shall deliver a qualifying country end product or, at the Contractor’s option, a domestic end product. OƯers will be evaluated according to DFARS 225.502(c).
7. Q: Is Ripple of 0.1% RMS acceptable?
A: The minimum specifications state “voltage ripple less than 0.01% of output voltage.”
