About this file
This document is a Notice of Intent to Single Source a contract for video display equipment and installation services for the US Air Force Academy (USAFA) Aquatics Facility.
The USAFA intends to award a single-source, firm-fixed-price contract to Daktronics, Inc., a large business, using simplified acquisition procedures. Daktronics is the only responsible source that can meet the requirement, as USAFA currently uses Daktronics equipment across its athletic facilities, and integration between the video displays, scoring system, and control system is critical. The required equipment includes two indoor LED video displays, an integrated control solution, shot clocks, and installation services. The anticipated award date is no later than June 6, 2024. The USAFA will not post a solicitation, as it has determined Daktronics is the only reasonable source. Interested parties may submit capability statements by May 22, 2024, demonstrating why competition would be advantageous to the government.

NOTICE OF INTENT
Notice of Intent to Single Source
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 – Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.
The US Air Force Academy (USAFA) intends to award a single source commercial contract using simplified procedures in accordance with FAR parts 12 & 13 to Daktronics, Inc., a large business headquartered at 201 Daktronics Drive, Brookings, SD 57006-5128. The authority for this non-competitive award is DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). The NAICS code for this requirement is 339950. The size standard as defined by the U.S. Small Business Administration is 500 employees. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2024-04 effective 1 April 2024. The Government has deemed Daktronics, Inc. to be a responsible contractor with respect to performance.
1. Only one responsible source and no other item will satisfy the USAFA requirement.
2. USAFA currently uses the Daktronics All Sport 5000 and/or Daktronics Omni Sport
2000 scoring console to control every scoreboard on every athletic facility on campus.
This device is designed to keep the timing and scoring metrics for a multitude of sports.
When multiple venues on a college campus use the All Sport 5000, these facilities act as a backup for each other, alleviating the need to purchase extra control equipment. An All Sport 5000 console can easily be moved from a venue such as the football stadium to basketball and perform the functions of either sport seamlessly. This is possible through engineering the firmware of the product to be programmed with every sport that could exist on an athletics campus. The user would simply change a visual insert in the console from one sport to the next and digitally enter the code specific to the desired sport. In every instance of adding more Daktronics equipment to USAFA’s athletics campus, more All Sport consoles are being added to the pool of backups.
The USAFA Aquatics venue is currently equipped with Daktronics scoreboards, shot clocks, video displays, and control system. All components need to integrate seamlessly.
For example, the water polo shot clock system needs to be able to interface with the video display so that the game-time and shot-clock time displayed on the static shot-clocks is the same time that is displayed on the video display. Daktronics is the only USA manufacturer that fabricates all scoring, timing, video display and control system equipment, all from the same supplier. This allows for quality control and allows integration of all products seamlessly. With no other 3rd party hardware or software, Daktronics can also easily identify and fix any potential failure.
Daktronics is proposing a video display retrofit in place of the existing video display and scoring system along with a custom control system that is designed specifically for the aquatics facility. Integration between the video displays and control system is of upmost importance, to reduce redundancy/delay, and for components to operate together.
USAFA display operators also do not need to be trained on a completely different software system. Additionally, Daktronics is the most familiar with the aquatics venue infrastructure (cable pathways, conduits, attachment details), because Daktronics installed the existing system.
Daktronics manufactured and installed the video displays at Falcon Stadium, Clune Arena, Hockey, and Volleyball. The same control system computers will be installed at the Aquatics Facility. This will allow USAFA to use “interchangeable parts”, and to allow for the future possibility of purchasing one “front-end camera system” to be utilized at the two venues.
Due to the complexity of systems installed in the University and Professional Sports markets, Daktronics does not utilize certified re-sellers. The proposed solution by Daktronics includes proprietary control software, controller and video controller that allow the owner to interface and integrate the scoring statistics and video system with ease and simplicity. Daktronic’s competitors use different independent vendors to provide each component of the system; scoreboard, LED tables, statistics package, video display, audio system, video content all come from a different supplier. In which case, it would not integrate with the existing scoreboard solutions at each facility on campus.
Daktronics has developed products in each category, and Daktronics provides one complete integrated solution for the entire system.
