STATEMENT OF WORK (SOW)

FOR CONSTRUCTION

CONSTRUCTION SOW

1. PROJECT INFORMATION:

A. PROJECT NUMBER: XQPZ170104

B. PROJECT TITLE: Rpr Utilities - Falcon Stadium

C. PROJECT LOCATION: Bldg 49001, Falcon Stadium USAF Academy, Colorado

2. DESCRIPTION OF PROJECT:

A. PROJECT BACKGROUND: Current utility lines serving Falcon Stadium are aged and require replacement. These existing lines will continue serving until the new utilities are operation. Then, the aged lines will be abandoned in-place.

B. CONSTRUCTION SCOPE: The Contractor shall execute the project as described in this SOW and all Attachments, including Project Drawings & Specifications. In case of conflicts between documents, the order of precedents will be Contract, SOW, Specifications, and Project Drawings

1. Overview of Scope: The purpose of this project is to replace some of the utilities serving Falcon Stadium. These utility systems include; 1) potable water distribution, 2) sanitary sewer conveyance, and 3) natural gas distribution. This project provides new utility loops, or concentric ‘rings’ around the perimeter of the Stadium that shall serve facilities inside the Stadium. New water and natural gas lines will be increased in capacity to serve future expansion being planned for Falcon Stadium. The construction schedule will be interrupted by several USAFA Events being hosted at the Stadium. Coordinated construction ‘starts & stops’ will be crucial to the success of this project. Refer to Section 4 SPECIFIC REQUIREMENTS for details.

3. GENERAL PROVISIONS:

A. GENERAL: The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting USAFA Specifications.

B. ENVIRONMENTAL & EROSION STANDARDS: The Contractor must comply with USAFA Environmental Standards 2019 and Erosion Control Revegetation and Tree Care Standards’ which outlines provisions to help ensure Contractor compliance with environmental law.

C. PERIOD OF PERFORMANCE: Include in the proposal a POP duration including on-site construction time.

D. PRE-CONSTRUCTION SITE SURVEY: Prior to the start of any on-site construction activities, the Contractor shall:

1. Conduct a project site condition survey with the 10 CES Construction Inspector.

2. The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.

3. The contractor shall field verify all dimensions or examine system components connections before ordering materials or performing any work.

E. WORK CONFORMANCE: The Contractor’s work area will be confined to the applicable areas as shown on the design drawings and listed in this SOW.

F. SUBMITTAL REGISTER: A preliminary Submittal Register is provided for this project, as part the Specifications. Provide submittals and maintain the Submittal Register throughout project construction POP. This list of submittals is not all-inclusive. Other submittals and forms may be required by the contract documents. Contractor shall submit the Master Submittal Register to Contracting within fourteen (14) calendar days after the Notice to Proceed (NTP).

G. BASIS OF DESIGN: Any brand name items listed in this SOW and drawings are intended as a Basis of Design (BOD) only.

The Contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. Refer to Specifications. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.

The Contractor is responsible for how the substituted product(s) affect the design and schedule of the project. 10 CES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the USAFA Design Standards, any SHPO or historical considerations, Environmental regulation compliance and any other review processes that are applicable to this project.

Per the 10 CES review process for substituted products, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above, prior to it being used or installed.

H. HAZARDOUS MATERIALS: Refer to Environmental Standards 2019.

I. DD FORM 1354: For all projects, the Contractor shall prepare and submit a DRAFT DD Form 1354, Transfer and Acceptance of Military Real Property, Current Version.

This DRAFT establishes the level of detail and the different components of a project for all work accomplished under the project. This 1354 includes installed property, by building/facility number, and shall be submitted to the Contracting Office (CO). The DRAFT DD Form 1354 shall be submitted no later than thirty (30) calendar days after the Notice to Proceed (NTP). This DRAFT DD Form 1354 will be reviewed by Real Property Office (RPO) to resolve any issues and provide clarity to the Contractor for the inclusion in the INTERIM DD Form 1354. Please request a sample DD Form 1354 document if not provided in the RFP.

J. TRAFFIC CONTROL: Traffic control will be required and must conform to MUTCD.

A traffic control plan must be submitted for approval prior to starting any demolition.

The roadway and/or parking lot shall be left in a safe and usable condition at the end of each work day. All traffic control plans must be re-submitted by the construction contractor, with a time schedule for placement, at least four weeks prior to the requirement to insure it is clear when and where the traffic control devices will be placed.

K. BUILDER – The request for proposal (RFP) has a blank form and guidance on items to be included in builder. The Contractors shall complete an electronic BUILDER form for all equipment or structure addition, deletion, or replacement components. If there is a component-section (Uniformat II Level IV) listed in the BUILDER catalog that was included in the scope of the project for adding, deleting, or replacing it is to be accounted for on one of the BUILDER forms. In addition to completing the BUILDER forms the Contractor is to attach a photo of the component-section. For structure type components a photo showing the overall item. For equipment type components a photo showing the overall item and a close-up photo of the data plate. Label the photos clearly so they can easily be associated with the BUILDER component-section. At the conclusion of the project, prior to the Beneficial Occupancy Date (BOD) final inspection, the Contractor shall submit the CD that contains all the BUILDER forms and photos.

4. SPECIFIC REQUIREMENTS:

A. PROJECT SPECIFICS: Refer to this SOW and the following documents for completed project scope:

1. Attachment A: Bid & Construction Documents (Drawing Set) prepared by the A-E, dated Nov, 2019, titled “DSN RPR Utilities Falcon Stadium” referenced for this project XQPZ 17-0104. Attachment A-1 XQPZ 12-107 as builts, at the end of the SOW.

2. Attachment B: Specifications prepared by the A-E, dated November, 2019, titled “100% Specifications RPR UTILITIES - FALCON STADIUM” referenced for this project XQPZ 17-0104.

3. Attachment C: Shows a GIS representation of the existing utilities around Falcon Stadium.

4. Attachment D concrete coating at the end of the SOW.

5. Hydrants shall have pentagon nuts not square.

6. Contractor shall provide adequate space for a future project to tap into fire protection water lines (buried and capped under the concourse). Refer to these notes in Attachment A for locations and details:

a. Sheet CU103 – KEYNOTE 8

b. Sheet CU105 – KEYNOTE 7

7. Provide gate valves with grade level box at each future tie-in location per Sheet CU501 - Detail 2. This is to enable a future Contractor to locate exact position of capped fire protection line.

8. See Drawing Sheet CU-109 for areas of expected asbestos. The piping marked RCP is believed to contain asbestos. The Contractor shall include sampling and abatement in their proposal.

9. Contractor shall perform up to 40 potholes to verify the location of existing utilities.

10. For all concourse areas, contractor shall mark areas to be removed prior to demolition. The contractor shall saw cut concrete to be removed at the nearest existing control joint in order to match existing concrete control joint pattern. Concrete shall be removed and replaced to the full width of the concourse. Concourse fill material shall be compacted to 100% Standard Proctor Density or 95% Modified Proctor Density depending on testing methodology. Replacement concrete sections shall be doweled into adjacent slabs and grade beams at 18 inches on center using #3 rebar dowels (greased) that are 12 inches long (six inch embedment in existing concrete at each doweled joint centered vertically in the existing slab). Install 6x6 W1.4/W1.4 welded wire fabric approximately centered in the concrete slab.

New concrete slabs shall be a minimum of 6 inches thick and concrete strength shall be 4000 PSI minimum. New concrete cold joints shall have a keyway at each cold joint. A ¼ inch wide by 2 inch deep zip strip will be installed at each new control joint. All control joints will be sealed with self-leveling concrete joint sealant after removal of the zip strip. Concrete concourse sections 100 feet in length (maximum) require an expansion joint that aligns with the control joint pattern. Expansion joint will have a removable snap on cap. Joint will be filled with self-leveling joint sealant after removing snap on cap.

B. CONSTRUCTION SCHEDULE: The 10CES Construction Inspector (CI) shall coordinate with the Facility User to determine the specific hours / dates when the Contractor cannot work (if any). Refer to Section 8 for typical USAFA Calendar Events for dates that impact this construction project.

C. CLIN SCHEDULE:

1. CLIN 0001 (Facility 49001, EEIC 52200 Repair, Work Order Number 66869):

The Base CLIN work is inside the Project Scope Limits shown as a dashed line on Drawing Sheet C-101 and all work not identified as CLIN 0002 and 0003 on the drawings (see below). Replace the existing gas, water and replace/re-line sewer lines per the scope of work described in Attachments A & B (Drawing Set and Specifications).

2. CLIN 0002 (Facility 10450, EEIC 52200 Repair, Work Order Number 66867):

All sanitary sewer work shown outside the extents of the stadium as shown on Drawing Sheet CU -109. Reline the existing sanitary sewer lines per the scope of work described in Attachments A & B (Drawing Set and Specifications).

3. CLIN 0003 (Facility 10470, EEIC 52200 Repair, Work Order Number 66868):

All potable water line work shown outside the extents of the stadium as shown on Drawing Sheet CU -106. Replace the existing potable water lines per the scope of work described in Attachments A & B (Drawing Set and Specifications).

D. WORK SEQUENCING:

1. Falcon Stadium will be completely unavailable for any construction due to the following USAFA Events:

a. Graduation preparation, ceremonies & take-down (17 May 2021 until 26 May 2021, and graduation 2022 TBD),

b. 2021 USAFA NCAA Football Season and pre-first home game Falcon practices (29 Aug until 5 Dec 2021).

c. All work shall be completed prior to end of business, Friday, 13 August, 2022, in advance of the 2022 USAFA NCAA Football Season and USAFA preparations for the 1st home game. On-site construction shall be limited to ‘standard’ working hours.

All necessary utilities (existing or new) will be connected and operational during this period. All construction areas will be left in a ‘useable condition’ without inconvenience or safety issues affecting USAFA personnel working events or the General Public attending events.

2. Another series of events that will occur during this construction are as follows:

a. 14 Mar 2021, 28 Mar 2021, 11 Apr 2021 and 28 Apr 2021 USAFA Lacrosse season home games. These dates may change. The only USAFA requirement is unrestricted access to the playing field.

3. Coordinate work schedules with the 10 CES CM at least fourteen (14) calendar days in advance of any activity affecting use of the Stadium by

USAFA.

4. An acceptable POP for this project shall be between 400 - 500 calendar days.

5. The contractor shall be prepared for the weather conditions based on the time of year the work will happen.

6. Any exceptions to this SOW must be detailed in the Contractor’s Proposal.

E. CONTRACTOR’S ON-SITE LAY-DOWN & REMOTE STAGING AREAS: Refer to

Attachment A, Drawing Sheet G-002 Key Map for location of On-Site Lay-Down Area (titled “Temporary Contractor Lay-Down Area”). Regarding restoring any On-Site Lay-Down Area, the Contractor shall repair to the original condition upon completion.

Other stockpile materials shall be kept at the Remote Contractors’ Staging Area (east of Stadium Boulevard and intersection with Parade Loop).

F. UTILITY COORDINATION AND CSU INSPECTOR NOTIFICATION: Contractor shall provide utility coordination and notify the CSU Inspectors prior to starting excavation work or related utilities work associated with this project, per paragraphs 4.G-4.H, below:

See attached GIS utility map (Attachment C) showing all utilities within the expected area of work.

G. ACADEMY DIG PERMITS AND UNCC: Contractor shall submit the standard USAFA Form 144 Dig Permit required prior to starting excavation work or related utilities work for the project (Dig Permits, Bldg 8116, 7:30-8:30am and 3:00-4:00pm Monday-Friday). The Academy will provide utility locates for water and sanitary sewer. The UNCC will provide utility locates for gas and electric, but does not notify CSU regarding planned work in the vicinity of CSU utility infrastructure.

H. CSU INSPECTOR NOTIFICATION: Contractor shall provide a minimum of 24-hour notice to CSU Inspectors prior to starting work in the vicinity of CSU gas and electric infrastructure. The current CSU POCs (subject to change) are: (a) GAS – Wayne Simshauser, Office 719-668-3667, Cell 719-491-8142, and (b) ELECTRIC – Daniel Gonzales, Office 719-668-5638, Cell 719-491-6886.

I. UTILITY OUTAGES: For the duration of the project, Contractor shall provide information to the CE Inspector for coordination of outages thirty-five (35) calendar days in advance.

J. POST CONSTRUCTION STORM WATER MANAGEMENT: Refer to Environmental Standards 2019 for requirements.

K. MATERIAL DISPOSAL & RECYCLE REQUIREMENTS: Contractor shall provide monthly reporting for all materials disposed of or recycled to the 10 CES CM.

L. CAD/GIS REQUIREMENTS: The CAD/GIS drawings that are included with this project are only partially compliant with USAFA CAD/GIS standards. The construction contractor shall create and provide CAD & GIS as-built drawings that are compliant with the latest USAFA CAD/GIS standards. Include in the as-built designed components details submitted as part of the project submittals, i.e., details of pre-cast beam/column, etc.

M. SPECIFIC GIS SUBMITTAL REQUIREMENTS:

1. Features outside the facility/building footprint, as well as the outline of the new facility/building, shall be located using survey grade GPS equipment with an accuracy of +/- 0.03ft (survey grade accuracy). Features may include, but not limited to, walls, utility lines and all their components (pipes, valves, manholes, utility poles, vaults, etc.), culverts, roads, curb & gutters, concrete pads, fences, boundaries, sidewalks, monuments, gates, posts, include in the as-built designed components details submitted as part of the project submittals (i.e. details of pre-cast beam/column), etc.

2. Features captured with survey grade GPS equipment shall be delivered in ArcGIS format (described below) and their attributes populated accordingly.

Features shall be geo-referenced (have true location on surface of the earth) based on Colorado State Plane Central zone 0502 coordinate system in feet (NAD_1983_StatePlane_Colorado_Central_FIPS_0502_Feet).

3. GIS data shall be submitted in ESRI ArcGIS 10x or newer format in a File Geodatabase (FGDB) file format. Submittals shall be ready to be loaded and viewed without conversion or editing. GIS data shall comply with Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE v3.1 or latest version). SDSFIE compliant geodatabase template in ArcGIS format is available from USAFA 10 CES CAD/GIS section upon request.

5. PROJECT MEETINGS:

A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference rooms within two (2) weeks after the contract award.

B. WEEKLY MEETINGS - Weekly planning meetings will be held at the contractor’s jobsite trailer. The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.

6. SUBMITTALS:

A. Provide submittals for all equipment and material as outlined in the project submittal register.

B. 10 CES CM must review all submittals before commencement of relevant work.

C. Contractor shall submit monthly waste report for each project that will outline total tonnage/cubic yards of solid waste removed, total tonnage/cubic yards of recyclable waste removed, and total tonnage/cubic yards of recyclable waste used on the project (crushed concrete, asphalt, etc.), if applicable.

7. PROJECT CLOSEOUT:

A. AS-BUILT DRAWINGS - Supply as-built CADD drawings at the conclusion of the project on CD, three (3) copies and two (2) hard copies. The CAD drawings must be in the format in adherence to USAFA CADD standards. All CADD Standards requirements and associated files, templates, blocks, border sheets, etc. are available upon request from 10 CES.

B. O&M MANUALS - Supply three (3) hardcopies of O&M manuals, and two (2) on CD.

C. PROJECT CLOSEOUT DELIVERABLES – At 80% of project completion or no later than sixty (60) days prior to total asset placed-in-service date or partial asset placed-in service date, submit an INTERIM DD Form 1354 (per project number) to the CO for Real Property review. At Total or Partial Placed-In-Service-Date (PISD, a.k.a BOD), the closeout package must include INTERIM DD Form 1354 with list of all Real Property Installed Equipment (RPIE). Any deficiencies and/or punch list items identified during the pre-final/final inspection must be included in Box # 27 or attached to the INTERIM DD Form 1354. At project completion, the following items shall be delivered to the Contracting office: final INTERIM DD Form 1354, BUILDER Report, As-Built Drawings, and O&M manuals in both hardcopy and electronic format.

8. TYPICAL USAFA YEARLY CALENDAR EVENTS: These USAFA events are typical each year. The Contractor is required to include all events within the overall project construction schedule. (Note: events may occur more than once in a given project schedule).

A. BCT 25 Jun – 31 Jul 2021

B. Parent’s Weekend* 27 Aug – 31 Aug 2021

C. CORONA* 28 Sept – 3 Oct 2021

D. Winter Break 14 Dec 2021 – 3 Jan 2022 and 2022

E. Founder’s Day* TBD Apr 2021

F. Spring Break 20 – 29 Mar 2021 and TBD Mar 2022

G. Graduation* 17-26 May 2021 and TBD May 2022

H. Internal Processing 25 Jun 2021 and TBD Jun 2022?

* Indicates USAFA Institutional Events. Three (3) days prior to each of these Institutional dates, the Contractor shall remove all barriers around newly poured concrete that has cured a minimum of seven (7) days. The barriers may also be removed a minimum of two

(2) days after new concrete sealer has been applied. The barriers shall be moved to a location approved by the 10 CES Construction Inspector. The Contractor shall coordinate these dates in their proposed construction schedule.

9. BIDDING AND CONSTRUCTION RFI QUESTIONS AND RESPONSES:

A. We did not see a RFI due date. Has a date been established for RFIs? Due 14 Jul 2020.

Response: RFI’s were due 17 July 2020.

B. Are As builts available that would show the thickness of the concrete and asphalt that is scheduled to be removed?

Response: Assume the concrete and asphalt thickness at 6”. Assume the concrete is reinforced.

C. The POP is noted as 500 days. 4.D.1.c. in the SOW has all work completed prior to

Friday, 13 August, 2021. Does this mean all work will stop during the football season and be able to resume after football season to allow the total of 500 day?

Please clarify.

Response: See revised SOW sections 4.D1, D2 and 8. All work will stop during the football season and be able to resume after football season to allow the total of 500 day POP. The stadium shall be safe, complete and usable during football season.

The contractor’s means and methods will determine the final POP.

D. Are the drawings reflective of the utility work performed with the Elevator project at the south end of the stadium? Please confirm the drawings are consistent with the new work performed.

Response: The utility project XQPZ170104 design was completed before the elevator project XQPZ120107as-builts were available. The design for project XQPZ170104 shows many existing utilities that must be avoided. The contractor’s will use their own means and methods to avoid existing utilities. See SOW attachment A-1. This attachment shows COMM and electrical lines placed as part of project XQPZ120107. This attachment shows additional utilities that must be avoided.

E. Will additional saw joints in the concrete be acceptable as long as they do not create small trenches and create an aesthetically appealing appearance? To take concrete out at the current joints would require removal of handrails and step or edge nosings.

Response: The intent is not to have narrow saw cut splices in the concrete for the new utility trenches. The intent is to use the existing control joints as the boundary for new concrete placement. Additional saw cut joints in the concrete shall be acceptable as long as they do not create narrow trench patches in the concrete.

The intent is to leave the handrails and step edges intact.

F. Reference Sheet Note 4 on sheets CD101 to CD106 Abandon Existing Utility In place. And Sheet Note 2 on sheets CD101 to CD106 Remove and Demolish Existing Gas Piping, Valves and Fittings In some instances, utilities marked with Sheet Note 2 (Remove) can be left in place without creating a conflict with or hampering the installation of the new utility line. This may save unnecessary removal of concrete and may make the project work more efficient and economical.

In these instances, is it acceptable to abandon the utility in place?

Response: Utility space available inside the stadium is limited, the location of the existing utility may be the only space available, in some areas. The intent is to remove the existing utility where marked with note 2. Water lines marked with note 4 are believed to contain asbestos are to be left in place.

G. Concrete Removal / Replacement Scope - Reference Sheets CD101 to CD106

If new utility installation work can be accomplished without removal of all concrete shown to be removed on Sheets CD-101 to CD-106 is it acceptable to leave the existing concrete in place in its current condition?

Response: The intent is not to have narrow saw cut splices in the concrete for the new utility trenches. The intent is to use the existing control joints as the boundary for new concrete placement. Additional saw cut joints in the concrete shall be

H. Epoxy - On the North End of the Lower Level the existing concrete has been treated with epoxy. Is it necessary to reapply the epoxy after the concrete has been replaced? If it is necessary, please indicate if there’s any particular product or installation method to be utilized.

Response: See attachment D, the Neogard waterproofing manual. The winning bidder will coordinate the existing coating warranty with CE and the manufacturer.

I. Ticket Booth - Sheet CD101 indicates that the existing Ticket Booth shall be temporarily relocated during demolition and construction of new water and gas service. What if any utilities will need to be disconnected and reconnected to facilitate this relocation?

Response: The Ticket Booth has electricity, this will have to be disabled and reconnected.

J. Saw Cutting at Curb Lower and Middle Level at Pre-Cast - Reference Sheets

CD101 to CD106. It was discussed during the site visit that at the Lower and Middle Levels the concrete will need to be removed full width due to the existing joint pattern. The existing pre-cast wall sits on a curb that abuts the concrete. To facilitate the work and avoid interfering with or undermining the walls is it acceptable to hold the saw-cut/removal line off the existing curb by a foot or two if the result is uniform in appearance?

Response: The intent is not to have narrow saw cut splices in the concrete for the new utility trenches. The intent is to use the existing control joints as the boundary for new concrete placement. Additional saw cut joints in the concrete shall be

K. Scoreboard Location – Reference Sheet CD105 and CU105 indicate that the scoreboard is located roughly 60’ from the existing retaining wall at the planter. In actuality, the scoreboard is located roughly 30’ from the retaining wall. And the existing electrical manhole is shown on the drawing to be roughly 40’ from the scoreboard. However, the manhole is actually roughly 10’ from the scoreboard.

The plans show the new utilities running in the space between this existing electrical manhole and the scoreboard. Giving the dimensional errors mentioned above, there is not enough space between the existing electrical manhole and the scoreboard to install the new utilities as shown on the plans.

Please advise if it would instead be acceptable to route the new utilities around the other side of the scoreboard. Or if not, please identify the desired alternate path.

Response: It shall be acceptable to route the new utilities around the other side of the scoreboard. The utility project XQPZ170104 design was completed before the elevator project XQPZ120107as-builts were available. The design for project XQPZ170104 shows many existing utilities that must be avoided. The contractor’s will use their own means and methods to avoid existing utilities. See SOW attachment A-1. This attachment shows COMM and electrical lines placed as part of project XQPZ120107. This attachment shows additional utilities that must be

L. Existing Electrical Service Location – Reference Sheet CD105 and CU105 – The New Elevator Project (Shown on the plans as Future Project No. XQPZ 12-0107) has been completed. The electrical service feeding those new elevator towers is not shown on the project drawings as the work was completed after the date of this project’s drawings. The new electrical service for those elevator towers is in direct conflict with the alignment of the new proposed Gas and Water Services, as is the newly installed landscaping. Does the Government desire for the new Gas and Water Service to Be shifted south of the Existing Electrical Service, further into the existing field? Please see attached As-Built Drawing from the Elevator Project showing the work in conflict.

M. Sewer Manhole Depth – Reference Sheet CU109. The table below is pasted from

CU109 and refers to the existing Manhole Located at Gate 1, which is a point of connection for the sewer on the East Side of the Stadium. This information indicates that the manhole is roughly 37’ deep. The asterisks refer to Note five pasted below which indicate the depth of the manhole is likely inaccurate, but it hasn’t been verified. It seems unlikely that the manhole is actually 37’ deep. However, it’s important for pricing this work to know for sure. Can the Government please verify the depth of this manhole?

Response: It appears that the main inlet is from the NW 12” clay. The outlet is unclear. It appears that the rim actually increase in elevation from the east, whereas the sewer pipe must loose elevation as the sewer flows. The actual depth will have to be field verified. Assume 37’ depth for bidding purposes.

N. Concrete Removal at Press Box - Reference Sheet CD103 Refer to Sketch

In the area indicated, panels are full width. CD103 as shown above indicates smaller areas of removal/replacement. The work is limited to a small area of the overall panel dimensions. Is it acceptable to move the Water and Gas closer together and add a joint nearer to the wall or otherwise break these panels into smaller pieces so long as the result is uniform in appearance?

Response: Yes, the lines may be placed in one trench, as long as the 10’ clearance between water and sewer lines can be maintained. CE suggests opening the trench to the west first to verify that clearance is available between foundations and other utilities.

O. Would the government consider a shorter bid acceptance period? Between tariffs, COVID-19, and various other issues, there is a lot of uncertainty and fluctuation in the cost of materials. It would be more advantageous to the government (in terms of lower pricing) to shorten the bid acceptance from 12/31/20 down to something like 30 or 60 days. Near the end of the 30 or 60 days, the government could “open” the solicitation up for further negotiation with the firms who originally submitted a valid bid proposal (or some similar approach). Additionally, as this is a HUBZone set-aside, there are multiple factors that could impact the status of HUBZone certifications between now at 12/31/20.

Response: Due to uncertainty of imminent funding capabilities, the bid acceptance date shall remain 31 Dec 2020.

P. Are there any other utilities in or around the Stadium in the areas of work that may be impacted, such as Steam Piping?

Response: All the known utilities are shown on attachment C and on the drawings.

No steam piping is expected.

Q. Is it the intent to awarded all contract line item or just a portion.

If only a portion is awarded the CIPP installation is stopped in the middle of a run and this is very difficult to do. It would need to be taken to the next manhole.

Do you want bids to the broken down that way?

Response: The intent is to award all Contract Line Items (CLINs). The intent is to cast in place from manhole to manhole. The line of separation shown in CLIN 002 is where the sewer line changes facility number. Separate bid CLINs are required per Government regulations.

R. What are the anticipated Sewer flows to be dealt with during Lining operations and

Gravity sewer tie ins?

Response: Figure 40% of max flow based on diameter for bidding purposes.

S. Is imported pipe bedding to be required for the Water, Gas and Sewer Pipe? If so what type of bedding is required?

Response: Importing of bedding soil is expected if the natural soil cannot meet the requirements shown in the specifications

T. Under Factor 2 - Technical/Experience it states that the "project was completed within the past five (5) years from the issuance date of the solicitation. Would allow for projects that are 90% complete prior to issuance, especially those that are design-build and require substantial time for design?

Response: No. Projects must be completed or have a documented Beneficiary Occupancy Determination (BOD) letter or inspection by the issuance of the solicitation date.

U. Under Factor 2 - Technical/Experience, are we allowed to use a project from our teaming partner (a non Joint Venture partner)?

Response: The offeror shall be the prime contractor, subcontractor or joint venture on both submitted projects on the Attachment 7, Technical Evaluation Form.

V. Please provide drawings that show the concrete panel layout to be able to identify the concrete quantities that need to come out and be replaced.

Response: The panel layout depends on the contractor’s means and methods. The contractor will field verify the concrete quantities based on each contractor’s means and methods.

W. Please provide the thickness of the existing concrete.

Response: Assume the concrete thickness at 6”. Assume the concrete is reinforced.

X. Please provide a specification for the concrete coating that is located on the north end near the tunnel.

Response: See attachment D, the Neogard waterproofing manual.

Y. Please confirm that there is no work inside the concession spaces and restrooms.

The work stops at the outside wall.

Response: The intent is to stop work at the outside for the wall. Utility connections are the contractor’s means and methods.

Z. Will space be provided inside the stadium for construction offices?

Response: No.

AA. Will flow fill or flash fill be allowed for back fill?

Response: Yes, as long as it meets the specifications. Importing of bedding is expected.

BB. Please confirm that construction will completely demobilize in August and re-mobilize in January.

Response: The construction shall happen between 1 March and 1 August, 2021 and 2022. All work will stop during the football season and be able to resume after football season to allow the total of 500 day POP. The stadium shall be safe, complete and usable during football season. The contractor’s means and methods will determine the final POP.

CC. On CU101- CU106 shows a keynotes that is referring to another project number dealing with communication conduits. Is the trenching pertaining to that keynote a part of our contract?

Response: Initially projects XQPZ170104 and XQPZ170107 were to be constructed together. Funding requirements has separated the projects coordination with project XQPZ170107 in not required for this project.

DD. Can the new natural gas line be open cut or direction drilled (bored)?

Response: The contractor’s means and methods shall determine open cut or boring. The utility shall be bored where shown on the construction documents.

EE. On page CU108, can the 8” waterline be bored in place without a casing?

Response: The intent is to use a casing in order to have the ability of removing the piping without disturbing the road in the future.

FF. Can the government provide a detail of casing for 8” waterline indicated on Sheet

CU108?

Response: Use CSU specs for the casing. The intent is to have a casing that won’t crush under traffic.

GG. How thick is the concrete that is needing to be remove? Is the concrete reinforced?

Response: Assume the concrete and asphalt thickness at 6”. Assume the concrete is reinforced.

HH. Is there a dump site or place for excess soil?

Response: CE will determine a place near the project for temporary placement of excess soil. See Drawing G-002. The remaining soil will be disposed of off base.

II. Please advise all work 5ft inside the stadium to be considered prevailing wages for

Pipefitter work under SFCO0669-002 and Plumber work under PLUM0058-004 for gas/water/sanitary sewer piping?

Response: Prevailing wages shall meet requirements on Attachment 6: Wage Determination, CO20200022, or current version at the time of contract award.

JJ. Can flow fill concrete be used in areas hard to meet soil density compaction?

Response: Yes, importing of utility bedding is expected.

KK. Contractor shall assume no ground water and large boulders exists where trenching occurs? Are any water pipes underground leaking that would cause ground water?

Response: Water from ground water or leaking pipes is unknown. Allow for pumping of ground water for one week in the solicitation. The existence of large boulders is not known at this time. Allow for the removal of two large boulders in the solicitation.

LL. Is there a location on the USAFA where excess soil can be hauled off to?

Response: CE will determine a place near the project for temporary placement of excess soil. See drawing G-002. The remaining soil will be disposed of off base.

MM. Can a shoring and sheeting plan be submitted only when trenching occurs near structural columns or buildings?

Response: Yes. The contractor shall comply with all OSHA regulations.

NN. Has an asbestos report been completed? And is it available.

Response: Destructive testing was not a part of the design contract. An asbestos report in not available. Drawings CD 101-106 show water lines marked with note 4 these lines are believed to contain asbestos and are to be left in place. Also see

SOW 4.7.

OO. Does a cost for testing need to be incorporated into the bid.

Response: Yes See SOW 4.7. Allow for the abatement of 80’ of 6’ asbestos piping in the solicitation.

Dear Customer, This handbook covers many important technical aspects of NEOGARD®’s Waterproofing systems and is intended for all Applicator personnel who are involved in selling, estimating, administration and application.

It is our intention to make changes and additions to this handbook as technology evolves. Substrate & Project Conditions

Concrete

1. Verify that the work done under other sections meets the following requirements:

• The concrete deck surface is free of ridges and sharp projections. If metal forms or decks are used, they should be ventilated to permit adequate drying of concrete on exterior exposed deck.

• The concrete was cured for a minimum of 28 days. Minimum compressive strength: 3,000 psi for pedestrian traffic, 4,000 psi for vehicular traffic. Water-cured treatment of concrete is preferred.

The use of concrete curing agents, if any, shall be of the sodium silicate base only; others require written approval by NEOGARD®.

• The concrete was finished by a power or hand steel trowel followed by soft hair broom to obtain light texture or “sidewalk” finish similar to photo below.

• Damaged areas of the concrete deck are restored to match adjacent areas. Use 100% solids epoxy and sand for filling and leveling. See Concrete Patching section in Surface Preparation section of this manual.

Plywood

1. Verify that the plywood deck work done under other sections meets the following requirements:

• Plywood is of exterior grade quality and minimum B-C grade with B side to receive coating.

Plywood shall be at least 5/8” thick. Tongue and groove plywood is preferred.

• Joist spacing beneath plywood deck has a maximum spacing of 16” O.C.

• It is recommended that a bead of 70991 or 70995 polyurethane sealant be laid on the joist with the plywood decking installed immediately on top of the wet sealant.

• Plywood imperfections are filled with 70991 or 70995 polyurethane sealant.

• Spiral or coated nails are used and are driven flush with the surface of plywood. Nails shall not be countersunk.

• A maximum of 1/16” space between sheets of plywood is maintained while deck is being placed.

• Plywood decking is to be covered as soon as possible after installation.

Field Sample

1. Install a field sample of at least 100 square feet at the project or pre-selected area as agreed to by owner’s representative, applicator and manufacturer.

2. Apply material in accordance with written application instructions.

3. Field sample will be the standard for judging color and texture on remainder of project.

4. Maintain field sample during construction for workmanship comparison.
