RFI Responses #1 USAFA Ambulance Services

Question 1: Is garage, crew quarters, etc. provided for each of the three dedicated ambulances? If so, can you provide details?

Answer 1: There will be garages/crew quarters provided for two of the ambulances. One of these locations will be at the Airfield, where an ambulance must be located during operating hours. The other location will be in the Cadet Area. At this time, there will not be a third location for a garage/crew quarters.

Question 2: Does the Government have recent and relevant historic ambulance response/transport volume available? If so, can you provide this?

Answer 2: Yes.

The average amount of calls per month is 48. This information was validated from our monthly COR report Surveillances and current contractor response data.

Question 3: Will the Government provide a map of the base?

Answer 3: Yes. Please see the attached map.

Question 4: Is each ambulance required to have: 1 400MHz AND 1 800MHz portable radio, and 1 400MHz AND 1 800MHz mobile radio (total of 4 radios)? Or, can each ambulance have a combination of the two (total of 2 radios)?

Answer 4: IAW PWS Section 1.1.7.2, a total of 2 radios are required. There must be 1 portable/mobile 400 MHz and 1 800 MHz.

Question 5: Of the RFQ, Page 3 of 45, states:

“The contractor’s quote/response shall consist of three (3) separate parts:

Part I – Price Quote Part II- Technical Documentation – Descriptive/Specification of Performance Plan Part III –Past Performance Information.”

If Attachment 3 is required in PART II – TECHNICAL DOCUMENTATION (RFQ Page 6, of 45), what is required of the Quoter in PART III – PAST PERFORMANCE (RFQ Page 7, of 45)?

Answer 5: IAW with PART III, the Quoter is required to submit their CAGE code. Past performance information will be gathered using the CAGE code submitted. The Contract Performance Assessment Reporting System (CPARS) will be searched to evaluate past performance and information will also be pulled from the System for Award Management (SAM) on SAM.gov, IAW FAR 9.104-6.

Question 6: It appears that Attachment 3 is primarily related to determining if a Quoter has previous capabilities for performing at large-scale “events”, and not intended to determine the Quoter’s overall experience and capabilities to provide 24-hour Ambulance Services. If this statement is incorrect, can the Government please identify the area of responsibility for Quoter’s to properly express their overall capabilities to perform all requirements of the PWS?

Answer 6: This technical form was created to reflect the mandatory technical requirements for this acquisition. The five technical factors were determined necessary based on the mission essential needs of the United States Air Force Academy. Although, events are a major portion of this contract, it was also determined necessary that a potential awardee has the experience listed in this form and found on page 4-5 of the Combined Synopsis/Solicitation.

Question 7: Will the Government please clarify the purpose of Attachment 3?

Answer 7: This form allows for a valid technical evaluation of a quote based on whether they are found acceptable or unacceptable. Due to this acquisition being awarded based on the lowest price found technically acceptable, we are requiring a technically acceptable quoter to demonstrate prior technical experience in these 5 areas.

Question 8: If the Government determines that clarifications in response to this, and other potential Quoter’s questions, will ultimately result in material modifications to Quote preparations currently in progress, will the Government consider extending the Response Date by one week?

Answer 8: If it is necessary, due to material changes to the solicitation, the Government will consider extending the response date.
