Performance Work Statement (PWS)

For

CARETAKER (Summer Season) OF THE FARISH RECREATION AREA

US AIR FORCE ACADEMY, CO

21 March 2019

FARISH RECREATION AREA

UNITED STATES AIR FORCE ACADEMY

DESCRIPTION OF SERVICES/GENERAL INFORMATION

SECTION 1

1. Scope of Work: The contractor shall provide customer service, security, maintenance, and respond to physical and environmental emergencies as required in order to support the successful operation of the Farish Recreation Area, US Air Force Academy (USAFA), Colorado as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards identified in this PWS. USAFA will provide training to the contractor during the first three days of the contract and as needed or requested by the contractor.

1.2. General: The contractor is required to be on site during the time the main office is closed (specified in section 4.3). During this time the contractor shall provide physical wellness checks, outlined in section 4, at the facility twice a day, seven days a week. The first check shall be performed between the hours of 6:00 AM-8:00 AM, and the second check shall be performed between the hours of 10:00 PM-12:00 AM. The contractor shall be required to respond to emergency situations outside of non-operating hours (specified in section 4.2) in support of emergency responders, as necessary to ensure the ongoing safety and security of all personnel and facilities of Farish Recreation Area. The contractor shall also be required to respond to emergency situations outside of non-operating hours in support of Civil Engineers to keep the facilities operational (i.e. well pumps, fire alarms, broken pipes, power outages). The contractor will also be responsible for helping customers outside of operating hours.

1.3. Temporary Replacement: The contractor will provide an experienced, qualified replacement during times of absence to Farish Management for approval at least five days prior to said absence. In emergency situations a temporary replacement can be put in place in less time with Farish Managements approval. The replacement shall provide documentation including current state issued driving record, CPR certification, drug test, and valid driver’s license. Farish Management maintains the authority to disapprove the recommended replacement if the replacement does not have the required experience to respond to customers, facility needs, operate systems, and/or execute Emergency Plans. The temporary replacement compensation will be provided by the contractor.

SECTION 2

2. General: In order to effectively maintain the safety and security of the Farish Recreation Area, the Contractor shall meet physical and intellectual requirements such as knowledge of state, USAFA, and local regulations, and be aware of the availability of outside support to the property. The regulations and other training will be provided to the contractor.

2.1. Physical Requirement: The contractor shall maintain adequate physical conditioning, eyesight, and hearing in order to safely perform all required duties. Contractor shall have the ability and stamina to sustain frequent climbing of stairs, walking, hiking, sitting, bending, pulling, lifting, and pushing. The contractor is required to wear seasonal protective gear, clothing, and footwear as necessary at the contractor’s expense.

2.2. Intellect: The contractor shall possess the ability to make critical decisions under many different situations. Professional leadership skills are necessary in taking action under particular circumstances regarding security and safeguarding property, resources, and life. Requires ability to read, write, and follow extensive and complicated instructions. The contractor shall factually document all pertinent circumstances surrounding incidents, actions, or requirements that require emergency work orders through 10th Civil Engineering Squadron (CES). All incidents will need to be documented on the attached form (Appendix1). The contractor will maintain a team attitude and the abilities which are necessary to work well with other staff, management, and customers.

2.2.1. Training: On the job training will be provided as outlined in paragraph 1 of this PWS and when requested by the contractor or deemed necessary by Farish Management. At a minimum, contractor will receive the following:

a) Fire Suppression System: Contractor will be trained on the Fire Suppression System modules.

b) Proper operation of septic and well systems.

c) USAFA Regulations

d) Farish Recreation Area Operating Instructions

2.3. Awareness: The contractor needs to be aware that cellular phones have no service and that law enforcement, ambulance service, and fire response can take 30+ minutes to physically respond. Therefore maintaining a basic knowledge of CPR and first aid is required. Section 7: Hazards and/or Dangers outlines additional items requiring awareness.

2.4. Natural Resource Protection: Farish Recreation Area is home to three man-made lakes, as well as numerous wild animals. It is the contractor’s responsibility to be aware of and enforce all regulations associated with fishing and hunting on the property. These regulations will be provided to the contractor.

2.4.1. USAFA and State Hunting Regulations: No hunting or shooting of any type of firearm, archery, or projectiles is allowed on Farish Recreation Area at any time. The contractor shall ensure no hunting or shooting occurs on the premises as determined by the State of Colorado, Division of Wildlife, and USAFA.

2.4.2. Transport: The contractor may be authorized to carry firearms during wellness checks with the prior approval from the manager of Farish Recreation Area and the director of USAFA Outdoor Recreation. Current weapon safety and/or conceal carry training certification will be required if the contractor choses and is qualified to carry.

2.5. Key Control:

2.5.1. The contractor shall establish and implement methods of making sure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the contractor by the Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

2.5.2. In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be paid for by the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost shall be paid for by the contractor.

2.5.3. The contractor shall prohibit the use of Government issued keys/key cards by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

SECTION 3

REQUIRED DOCUMENTATION

3. Background Check: Contractor shall provide a "LOCAL BACKGROUND CHECK", from the location in which he/she lives. The contractor shall go to their local police station to receive this. If contractor has moved within the last year they shall provide a local background from each location they have lived within the last year.

a) The "Local Background Check" can be obtained through your local police department (3-4 weeks).

b) Background check information shall be provided within 6 weeks of date of award.

c) Cost of the background check will be at the contractor’s expense.

3.1. Drug Testing:

a) Contractor shall provide a urine drug test dated within 3 weeks of contract award that at a minimum tests for Amphetamines, Cocaine, Heroin, Marijuana, MDMA, Opiates, and Phencyclidine.

b) Drug test shall be provided within 3 weeks of date of award.

c) Cost of the drug test will be at the contractor’s expense not USAFA.

d) An annual drug test is required upon exercise of each option year. The contractor shall provide the urine drug test within three (3) weeks of date of option award.

3.2. CPR: Contractor shall maintain a current CPR certification throughout the duration of the contract and provide a copy of the certification to the Farish Management.

3.3. Driver’s License: Contractor shall maintain a current state issued driver’s license throughout the duration of the contract and provide a copy of the driver’s license to the Farish Management.

SECTION 4

RESPONSIBILITIES

4. General: The contractor is responsible for maintaining the security and safety of the Farish Recreation Area which includes all facilities (section 4.4 and Appendix 4), equipment (section 4.5) and supporting all customers. Coordination with the Farish Management is required on all guidelines including: Air Force and USAFA Regulations, and written directives. However, in emergencies or unusual circumstances the contractor has the complete authority to make decisions and carry out necessary actions of the Farish Recreation Area Emergency Preparedness Plan.

4.1 Theft: The contractor shall prevent the unauthorized removal of items, such as supplies, food, equipment, or articles that are the property of the U.S. Government by ensuring all property is properly stored and that all facilities are properly secured. If/when attempted unauthorized removal of items is discovered, the contractor will contact the appropriate agency for further direction once safety is established. After contacting the appropriate agency the contractor will document and report detailed information pertaining to the theft.

4.2. Emergency Awareness: When performing wellness checks, the contractor will check and ensure all emergency alarm systems are in working order, and all customers utilizing a fire pit are within established fire pit guidelines. The contractor shall follow notification procedures (Alert Farish Management) when an emergency situation arises. The contractor may be required to respond to emergency situations outside of non-operating hours in support of 10 CES and/or emergency personnel as necessary to keep the equipment operational, as well as ensuring the ongoing safety and security of all facilities of Farish Recreation Area. (e.g. forest fires, search and rescue, burst water mains, and downed power lines). The contractor is responsible for ensuring all structures and vehicles are properly secured as required. The contractor will maintain logbooks and documentation with date, time and description of incidents as required for emergency situations, threats, or incidents that occur at Farish Recreation Area (Appendix 1 and 2). The contractor will notify the management official immediately when an emergency incident occurs and may be required to notify outside emergency agencies when emergency situations occur.

4.3. Scheduled Hours: The contractor shall be onsite during the hours that the office is closed. The hours that the contractor is required to be onsite are as follows.

The contractor shall check in with the acting manager within 10 minutes of the start of their scheduled time to receive the In-house List, Late Check-in List, and Late Rental Returns List. During the hours the contractor is onsite they shall be accessible to customers to answer questions, help find designated lodging or camping sites, receive rental items, or address any concerns. The Government will provide a wireless doorbell to the contractor.

4.4.

4.5. Equipment that the contractor is responsible for is as follows along with equipment listed in Appendix 4:

a) Ford Ranger

b) Tractor

c) 2 Utility Mules (off road utility vehicles)

4.6. Daily Checks: Surveillance checks shall be made two times every day. One occurring between the hours of 6:00-8:00 AM and the second between the hours of 10:00 PM-12:00 AM. During the daily checks the contractor responsibilities will include, but are not limited to: checking and signing off the daily checklist that the fire suppression and sewage systems have been checked; ensuring customers are in their designated sites; ensuring sites that have not been reserved are not occupied; checking that fires are within the regulated pits; ensuring cars are abiding to the 10 mph speed limit; and that the 10:00 PM quite hour is respected. During the PM check the contractor shall check to make sure the office doors, windows, and safe are secured. Nightly, after the checks have been completed, the contractor shall sign off the checklist located above the safe.

SECTION 5

GOVERNMENT PROVIDED PROPERTY AND SERVICES

5. General: The contractor shall provide their own Recreational Vehicle (RV) (Maximum length of 42’) for occupancy at the full hook-up location provided. Provided site is rated at a cost of $650/month. All utilities used with living arrangements will be at the contractor’s cost as outlined in section 5.4. The contractor shall have a personal vehicle to fulfill daily checks.

5.1. Family: The contractor is authorized to have immediate family members reside in their privately owned RV. Private telephone and internet service will not be provided. Small pets are permitted with the Government's approval.

5.2. Residence Maintenance: This is Government property and will be kept and maintained to the standards described in section 8.3., by the Farish Caretaker. Farish Management will respond in a timely manner through the 10 CES to maintenance and repair requests in and around the contractor’s designated site.

5.3. Terms of Occupancy: The contractor understands and agrees without recourse that the RV location provided is available as a term of the contract. Once the contract is terminated or ends, the tenant shall vacate the RV site within 1 week of the contract termination or end date and has no claim to the property.

5.4. Utility Payment: At the end of each month, the contractor will pay for the cost of utilities for the previous month based on a metered utility reading. This payment will be made within 1 week of the last day of the month. For example, May utility payment will be paid no later than June 7. Utility payment is paid directly to the Farish Management and a receipt will be provided for record keeping.

SECTION 6

SAFETY AND SECURITY STANDARDS

6. Safety and Security Standards: Contractor ensures that safety, security and AF facility standards are met in all areas of Farish Recreation Area. This includes:

6.1. Ensures/Checks/Inspects the following:

a) Office: Doors, windows and safe are closed and locked

b) Laundry Room: Doors and windows are closed and locked.

c) Garage: All doors are closed and locked.

d) Daily inspections and recording of water well and storage systems.

e) Fire alarm, auxiliary power generator, electrical systems, and the propane heating system are operational as required and daily check sheet is signed off. If not operational or if any alarms are noticed, perform required steps to ensure minimum property damage is sustained. Notify Farish Management and 10 CES as soon as possible.

f) Complete utility operational and conservation check. If problems arise, perform required steps to ensure minimum property damage is sustained.

g) Contact appropriate management, emergency personnel, and 10 CES (if applicable) when problems are noted which require assistance.

h) Ensure all guests comply with "quiet" hours after 10:00 PM.

SECTION 7

HAZARDS AND/OR DANGERS

7. Associated Hazards and/or Danger: Below are listed hazards or dangers associated with Farish Recreation Area and the contractor’s daily responsibilities:

a) Fire suppression

b) Search and rescue

c) Severe lightening, rain, and hail storms

d) Potential flash floods and flooding

e) Large boulders and loose rocks

f) Unimproved and uneven terrain

g) Vandalism

h) Trespassers

i) Poaching

j) Wildlife such as mountain lions, black bears, coyotes, foxes, elk, deer, badgers, raccoons, bobcats, turkeys, squirrels, porcupines, bats, rattlesnakes, and a variety of birds, rodents, insects, and spiders.

SECTION 8

FARISH CARETAKER CAMPGROUND STANDARDS

8. SAFETY:

8.1. Firearms:

a) All firearms shall be registered through the Air Force Academy Security Forces Squadron and kept on file with the Director of the Outdoor Recreation Center.

b) When the contractor is possessing/storing a firearm, proof of appropriate firearm training shall be kept on file with the Director of the Outdoor Recreation Center. (i.e. firearm safety course, concealed permit course, hunter safety, etc.)

c) All firearms shall be secured and locked when stored inside the contractor’s residence.

d) Shall meet the requirements of all Federal, State, Air Force, and local regulations, statutes, laws, and ordinances concerning the possession, registration, display, carrying, and use of weapons, including all firearms, knives, and other regulated devices. In cases of contradictory regulations, statutes, laws or ordinances, the most restrictive will apply.

e) Concealed weapons may not be carried or discharged on the premises by visitors.

f) Military weapons may not be stored, carried, or transported onto the premises unless authorized by the DoD in the performance of military duties.

g) Large caliber and automatic weapons may not be present on the premises, unless they are part of a legitimate collection and have had the firing or activating mechanisms permanently disengaged.

h) Storage of black gunpowder is limited to a maximum of 5 pounds and is to be treated as and stored as ammunition in a locked case.

i) BB/Pellet guns, air rifles, slingshots, arrows, and along or crossbows, are considered firearms. The use of these or any other projectile-propelling device is prohibited on the premises.

j) Weapons prohibited by Federal, State, and local laws, such as stiletto knives, blackjacks, brass knuckles, switchblades, and zip guns may not be present on or in the premises.

8.2. Fireworks/Fire Pits:

a) The manufacturing, sale, storage, possession, transporting and/or use of fireworks and all incendiary devices are expressly prohibited on the premises.

b) Fire pits, chimneys, or small decorative brick fireplaces (collectively, "Fire Pits") are acceptable under the following conditions:

a. Fire pits shall be made of non-combustible material specifically designed for the purpose.

b. Fire pits shall only be located outdoors, at a minimum of ten (10) feet from any building structure, and any combustible material.

c. Fire pits shall not be placed under any overhead combustible material, such as tree branches, electrical cables, etc.

c) Fire extinguishers are available at all times in all buildings and in all Government Vehicles.

8.3. Grounds/Landscape Maintenance:

a) Mowing, raking, and trimming of shrubs and other routine maintenance on the contractor’s property are the resident’s responsibility.

b) Grass should be maintained at a height of approximately 2.5-3 inches, not to exceed 5 inches.

c) Raking of grass and leaves is to be done as necessary to maintain a healthy and attractive lawn.

d) Shrubs are to be trimmed to maintain their shape and not block windows, doors, sidewalks or parking.

e) Do not use or store fertilizers or herbicides in or on the premises. Plant food for the indoor plants and seasonal fertilizer for annuals and perennials are exceptions to this rule.

8.4. Do not create new planting beds without prior written approval from Farish Management.

8.5. Guests:

a) Guests are defined as a relative or friend who is visiting the contractor’s residence for up to fourteen (14) days.

b) Guests of the contractor shall comply with all rules and regulations which apply and are posted by the Farish Recreation Area.

c) Caretaker is responsible for own guests, ensuring compliance to the rules which also apply to guests.

d) Caretaker is prohibited from accepting rent in the form of cash or in-kind goods or services from their guests.

e) All visitors, guests, and relatives shall be able to meet the Installation access requirements.

f) Contractor is not permitted to sublet the property provided to them by the Farish Recreation Area.

8.6. External Personalization and Decorating:

a) Any alterations to the premises shall be submitted in writing to the Director of the Outdoor Recreation Center for prior approval.

b) Approval shall be granted in writing prior to starting the work or purchasing materials.

c) It is understood the contractor is financially responsible for repair of all damage incurred to the property throughout the length of stay.

8.6.1. Maintenance Service Requests:

a) Notify the Farish Management as soon as possible for all maintenance service requests.

8.6.2. Inspections:

a) The Director of the USAFA Outdoor Recreation Center, or his designee, reserves the right to inspect the contractor’s external premises.

b) Contractor will be notified at least 24 hours prior of an inspection. Inspections may occur at any time between 9:00 AM and 3:00 PM, Monday-Friday.

8.7. SERVICE SUMMARY
