AUXILIARY CATHOLIC PRIEST
PERFORMANCE WORK STATEMENT
12 JULY 2018

1. DESCRIPTION OFSERVICE
1.1 The contractor shall provide all Catholic Priest duties as directed by the Active Duty Catholic Chaplain and act as an assistant to the Active Duty Catholic Chaplain at the 10 Air Base Wing on the United States Air Force Academy (USAFA). This includes providing for and fulfilling all Catholic Priest roles and acting for the Active Duty Catholic Chaplain while the Active Duty Catholic Chaplain is away for temporary duty (TDY), leave, or deployment. Contractor shall be responsible to provide for all duties for a congregation of approximately 500 individuals in accordance with this Performance Work Statement (PWS). The Government anticipates needing services a total of approximately 54 days per year.
1.2 The Contractor shall:
1.2.1 Provide daily, weekend and holy day masses and assist with Parish Penance Service as requested by the Active Duty Catholic Chaplain;
1.2.2 Celebrate Reconciliation 1 hour prior to the Saturday evening services on the weekends the Contractor is presiding;
1.2.3 Provide the Sacrament of Baptism, Right of Christian Initiation (RICA) classes, premarital counseling and annulment advisement as requested by the Active Duty Catholic Chaplain;
1.2.4 Provide Special Services as needed to include: Lent, Advent, First Communion, Confirmations, Baptisms, Weddings, andFunerals.
1.2.5 Assist at the Community Center Chapel as requested on the holy days of The Solemnity of Mary, Assumption of Mary, All Saints Day, the Feast of the Immaculate Conception, and the Nativity of Our Lord, Jesus. Length of weekend or Holy Day mass is a minimum of 1 hour. Length of daily mass is a minimum of 30 minutes;
1.2.6 Possess and maintain all standard qualifications as dictated by Catholic standards to include ordination certificate and Safe Environment Training and Certification from a Catholic Diocese, and shall produce a letter from home diocese giving permission to pursue endorsement with Archdiocese of Military Services;
1.2.7 Meet with the Deputy Wing Chaplain on a quarterly basis to review and obtain the schedule of services for that quarter, and submit mandatory quarterly reports to the Archdiocese for the Military Services (AMS).
1.2.8 Conduct mass in Latin Rite as required by Active Duty Catholic Chaplain;
1.2.9 Be at the respective places of worship and prepared for each service no later than fifteen (15) minutes prior to the designated starting time of any service, and no later than fifteen (15) minutes prior to the designated starting time of any Special Service;
1.2.10 Dress according to business casual standards or in appropriate religious garments;
1.2.11 Complete the monthly user file for Air Force Chaplain Corps Activity Reporting System (AFCCARS) by the 2nd business day of the following month. The file will be forwarded to the base recorder. If unable to gain access to the military computer network to complete the file then a like report shall be provided and completed on a daily basis and given to the Base Recorder;
1.2.12 Behave in due regard to public conventions and morals, and shall not commit any act that could reasonably be expected to degrade the position or the Air Force Chaplaincy;
1.2.13 Comply with intent and protocols in the US Bishop's Catholic conference charter on Child Protection;
1.2.14 Maintain confidentiality and be familiar with the Air Force Instruction on Religious
Accommodation;
1.2.15 Comply with Military Rule of Evidence 503. Under this rule, "a person has a privilege to refuse to disclose and to prevent another from disclosing a confidential communication by the person to a clergyman or to a clergyman's assistant, if such communication is made either as a formal act of religion or as a matter of conscience." Any breach of confidentiality is grounds for termination of this contract;
1.2.15.1 Contractor shall complete privileged communication training annually;
1.2.16 Use the duty title of Priest while performing services, to include but not limited to printed documents and electronic communications. Contractor shall not use the title or be addressed as ‘Chaplain’;
1.3 Off-base services are not included in this contract. Requesting parties are responsible for the cost of any off-base auxiliary priest services provided by the contractor.
1.4 The contractor shall coordinate efforts with chapel personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to, Catholic, Protestant, Jewish, Orthodox, and Islamic faiths. The contractor shall be required to provide all services in accordance with (IAW) Catholic and Archdiocese for the Military Services (AMS) faithrequirements.
1.5 The Contractor shall be able to read, write, speak and understand English fluently. English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions.
1.6 In the rare case of an emergency situation when a Catholic Priest is required, the contractor shall be available as needed to provide counseling when the active duty Priest is TDY, on leave or deployed. The contractor shall submit after action reports (attached) for emergency ministry requirements within 72 hours of the counseling.
1.7 The contractor shall provide a qualified substitute in the case of non-availability for required liturgical event one week prior to the event. The substitute shall be of equal capability to the contractor. Contractor is responsible to compensate the substitute. The contractor shall also give the chapel staff a one week notice for any extended period of absence. The Catholic/Wing Chaplain is the final approval authority for a substitute. Contractor shall provide substitute with information and church hours.
1.8 The contractor shall apply for endorsement to the Archdiocese for Military Services, USA within 15 days after contract award. Endorsement shall be acquired within ninety (90) days of award and maintained throughout the duration of the contract.
1.9 The contractor shall submit an application for a background check to the Noncommisioned Officer In Charge (NCOIC), Chapel Program Support according to the Department of Defense Instruction (DoDO 1402.5), and Criminal History Background Checks. Refusal to consent or any derogatory information found during the background investigation shall result in immediate termination of the contract.
1.10Adverse weather conditions or national emergencies may require the cancellation of services and installation closure, for which the government would not pay the contractor for scheduled services.

Rule 503. Communications to clergy
(a)
General rule of privilege. A person has a privilege to refuse to disclose and to prevent another from disclosing a confidential communication by the person to a clergyman or to a clergyman’s assistant, if such communication is made either as a formal act of religion or as a matter of conscience.
(b)
Definitions. As used in this rule:
(1 ) A “clergyman” is a minister, priest, rabbi, chaplain, or other similar functionary of a religious organization, or an individual reasonably believed to be so by the person consulting the clergyman.
(2 ) A “clergyman’s assistant” is a person employed by or assigned to assist a clergyman in his capacity as a spiritual advisor.
(3) A communication is “confidential” if made to a clergyman in the clergyman’s capacity as a spiritual adviser or to a clergyman’s assistant in the assistant’s official capacity and is not intended to be disclosed to third persons other than those to whom disclosure is in furtherance of the purpose of the communication or to those reasonably necessary for the transmission of the communication.
(c) Who may claim the privilege. The privilege may be claimed by the person, by the guardian, or conservator, or by a personal representative if the per-son is deceased. The clergyman or clergyman’s assistant who received the communication may claim the privilege on behalf of the person. The authority of the clergyman or clergyman’s assistant to do so is presumed in the absence of evidence to the contrary.
