I. Contracting Activity.
10th Contracting Squadron, United States Air Force Academy, justification for other than full and open competition.
II. Nature and/or description of the action being processed.
The Government contemplates award of a new firm-fixed-price contract to YouVisit for Virtual Campus Tour services.
III. Description of supplies/services required to meet agency needs.
The United States Air Force Academy (USAFA) requires a web-based virtual reality (VR) and 360-degree spherical photography and videography capability that includes the design, production and hosting of interactive 360-degree walking tours that enable interaction at multiple interest points and independent 360-degree video vignettes. Total estimated value for a base plus four option years, 1 July 2018 to 31 December 2022, is $ The base period will allow filming and development of content and integration into a proprietary platform, as well as initial hosting of the service. Option years are required to continue to host, maintain and upgrade virtual tour content. Without the inclusion of options, the government would risk a lapse in service and a duplication in costs, as the developed content would have to be immediately re-integrated into a new, undeveloped platform.
Operations and Maintenance, 3400 funds, will be used to acquire this service.
Below is a list of the most critical requirements of the capability:
1. Host on an external server web-based, high resolution 360-degree tours of USAFA that allows a user to explore the campus virtually by visually simulating walking through various physical locations indoors and outdoors at eye-level. The tour shall display or open seamlessly from within our website.
2. Maintain a USAFA branded mobile application that is available for download from the App Store on iOS and the Google Play Store on Android.
3. Ensure content is accessible, fully functional, and adapted in standard mobile and web browsers to include Google Chrome, Google Android, Microsoft Internet Explorer, Microsoft Edge, Apple Safari, Mozilla Firefox, Samsung Internet, and Opera.
4. Ensure content is accessible, fully functional, and adapted for display on computers, smartphones, tablets, head-mounted virtual reality displays and 360-degree planetarium dome.
5. Capture and provide detailed analytics of visitor traffic to include demographics, geographic location, behavior, duration, end-to-end tracking of the user experience, trigger and hotspot engagement, devices and browsers used to access the content, and conversion rates. Analytics are to be available on-demand or a report is to be provided to USAFA/CM monthly.
6. Provide all equipment, supplies and services to ensure all content and the platform are compliant with Title 10 United States Code, Section 508 of the Rehabilitation Act and the Americans with Disabilities Act (ADA).

7. Capture 360-degree photography and videography on location, edit, stitch, and layer interactive elements together to create three (3) interactive tours segmented by Campus, Academics, and Athletics.
8. Position and map seventy-five (75) photos and videos through the use of positional media, hotspots and triggers to initiate targeted interactions.
9. Film off-site against a green screen an actor in the role of a cadet delivering narration of all locations within the interactive tours. The actor will then be layered on top of the interactive tours at the corresponding locations to automatically display with the ability to mute.
10. Create four (4) independent 360-degree video vignettes of scenes across USAFA to be integrated into the interactive tours and other marketing channels to include websites, social media, and 360-degree planetarium dome. The vignettes will range from one (1) to two (2) minutes in length.
11. Provide USAFA/CM with three (3) VR headsets capable of displaying the interactive tours and independent video vignettes.
12. Deliver the three (3) interactive tours, four (4) video vignettes, and begin hosting by December 31, 2018.
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)The head of the agency may use procedures other than competitive procedures when (1), the property or services needed by the agency are available from Only One Responsible Source, as implemented in FAR 13.501(a)(1)(ii), 41 USC 1901.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Government requires highly specialized design, production and hosting of immersive 360-degree walking tours with the features identified in Section III of this justification. The Virtual Reality Campus Tour marketplace is relatively new and highly dependent on recent technology changes such as positional media, hotspots and triggers; analytics; 360-degree photography; virtual reality headset compatibility; etc. Market research found potential vendors are able to offer one or more of the individual components that make up a virtual tour, such as 360-photography or tour software, but none were able to demonstrate an integrated capability of all requirements with the exception of YouVisit. YouVisit is the only vendor who has the experience and capability to merge all of the components (360-degree walking simulation through physical locations at eye-level, positional media and triggers, seamless display within our website, analytics, 508 compliance, virtual tour guide narrations) into a web-hosted capability. Additionally, YouVisit is the only vendor with an existing standardized platform able to integrate all aspects of USAFA's requirement and provide a turn-key solution. Please see Section VIII of this justification for additional details on market research conducted.
Market research indicated other potential vendors would need substantially more time to develop the platform YouVisit currently has available. The delivery of this capability is non-negotiable as it is driven by closure of the USAFA Chapel for renovation on 31 December 2018. The Cadet Chapel is the number one man-made tourist attraction in Colorado. During the 4-5 year renovation, this historic destination will only be

All chapel videos and photographic content must be captured by September 2018, and the virtual reality campus tour must be publicly accessible no later than 31 December 2018 in order to mitigate the anticipated negative public relations impact of the Chapel closing.
Having pioneered virtual walking tour technology, YouVisit is an expert in this emerging field and can accomplish all of our requirements in-house. They have previously delivered comparable services to the United States Army, United States Military Academy at West Point and United States Coast Guard Academy, making them uniquely aware of federal regulations, security protocol, 508 compliance, technology challenges and audiences. It is anticipated other vendors will develop similar platforms in the future, however, award to any other vendor currently would cause substantial duplication of cost not expected to be recovered through competition since they would need to develop, test and implement a turnkey solution.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Notice of Sources Sought/RFI was posted to FedBizOpps, closing 28 April 2017. Five vendors responded to the Sources Sought/RFI, however, further investigation revealed that none of the respondents have demonstrated the capability to provide a fully developed platform that merges all required components. One (1) vendor was recommended by the customer, and two (2) additional vendors were identified in internet searches. All identified contractors were contacted by telephone and email to determine interest and capabilities but only You Visit has the experience, capability, and existing platform to merge all of the components (360-degree walking simulation through physical locations at eye-level, positional media and triggers, seamless display within our website, analytics, 508 compliance, virtual tour guide narrations) into a web-hosted capability.
A Notice of proposed Contract Action will be posted to FedBizOpps.gov IAW FAR 5.201 for a minimum of 10 days prior to award IAW 5.203(a)(1); this notice will also meet FAR 13.501(a)(1)(iii) for making the justification publicly available.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prior to making award, the Contracting Officer will determine that the proposed price is fair and reasonable IAW FAR 13.103-3(2), using price analysis techniques.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted through a Sources Sought/RFI posting to FedBizOpps, closing 28 April 2017. Five (5) vendors responded:
. Further investigation revealed that only YouVisit has the fully developed platform that merges all the required components. While capabilities have advanced in the last year, recent vendor surveys show none of the five (5) vendors who responded to the April 2017 Sources Sought Notice have demonstrated experience in providing all aspects of the required services. YouVisit remains interested and capable and has fully developed integrated platform that other vendors do not have. In an effort to update market research and seek competition, two (2) additional vendors were identified through internet searches of other colleges and universities: specializes in virtual tours, but their online presentation does not merge all components into one platform. was contacted by email and telephone, and expressed interest in providing this service, though they are not yet registered in the System for Award Management (SAM) and have not yet done business with the government. While appears to have capability to
March 2018 FOR OFFICIAL USE ONLY Page 5 of 5 provide portions of the USAFA requirement, they have not demonstrated capability of providing all the required aspects of this project together in one service. The risk of being unable to deliver in accordance with Chapel closure timelines is high, and cost savings from competition, if any, would not outweigh the risk to the government for delayed implementation of the tour.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
There are no other facts that are not already contained in this document to support other than full and open competition.

All sources listed expressed interest in the Virtual Campus Tour requirement by email, but several have expressed, either verbally or implied through lack of response to follow-up contact efforts, that they are no longer interested in the requirement.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Technology is rapidly changing in this field, and it is anticipated that vendors will develop similar platforms and capabilities to YouVisit in the future. All content rights will be retained by the Government through the use of the clause at DFARS 252.227-7020 -- Rights in Special Works. This will enable another contractor to develop a platform, host, and maintain the Virtual Campus Tour in the future. The Government anticipates re-acquisition of the Virtual Campus Tour will allow for competition among vendors who are currently developing this technology.
