FEDBIZOPS NOTICE OF INTENT FOR SOLE SOURCE:

The 10 CONS/PKA, Operational Contracting Office, 8110 Industrial Ave, USAF Academy, CO 80840 is contemplating a HUBZone Sole Source award for Silvicultural services to Bell Forestry, 205 N Murray Blvd Lot 17, Colorado Springs, CO 80916 under solicitation number FA7000-17-T-0072. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95, effective 13 January 2017. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Part 13.

The North American Industrial Classification System (NAICS) number is 115310, Support Activities for Forestry, the business size standard is $7.5M and the Service Code is F018, Other Range/Forest Improvement Services (Non-Construction).

The Government intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract processed in accordance with (IAW) Federal Acquisition Regulation (FAR) Parts 12 and 13 for the following Silvicultural requirement:

Services maintain forest health and provide data to guide out-year forest management activities. Individual trees inaccessible by vehicle become infested by bark beetles throughout the year (primarily from March through November). To prevent the spread of bark beetles to adjacent trees, infested trees must be removed as soon as they are identified and the material properly disposed. Due to their distance from roads, these trees cannot be easily disposed and they will need to be debarked to prevent the spread of bark beetles to other trees. Other beetle-infested trees that are close to roads and are easily accessible can be felled and transported to the Natural Resources (NR) woodlot.

Additionally, several stands on USAFA have endemic populations of dwarf mistletoe.

Damage to individual infested trees with a Hawksworth rating of 3 or lower can be mitigated by pruning infested branches from the tree. A stand of 80.4 acres of mature ponderosa pine forest on USAFA is overstocked. To improve forest health and reduce flame lengths from potential wildfires, there is a need to thin the forest and dispose of the slash. Finally, USAFA collects stand data in the form of stand exams to inform forest management decision making.

Any HUBZone offerors believing they can provide the required Silvicultural services with all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this service and are a certified HUBZone company. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received No Later Than 1:00 pm Mountain Time on

3 July 2017. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.

The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/.

The Government intends to award a firm fixed price contrac IAW FAR Parts 12 and 13.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
