No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This announcement does not constitute the combined synopsis/solicitation.
This is a pre-solicitation announcement for a commercial acquisition. All applicable provisions and clauses will be included in the actual solicitation which will be issued as a combined synopsis/solicitation. This electronic announcement constitutes the only pre-solicitation announcement being issued.
The solicitation package, which will be made available on Electronic Posting System (EPS) Government Point of Entry (GPE) web site at http://www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site is available at https://www.sam.gov.
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
Description The commercial acquisition for a Closed Circuit Television (CCTV) System at the United States Air Force Academy, CO.
The requirement is to provide and install a high image quality and high reliability CCTV system intended to cover select areas of USAFA, and to integrate legacy CCTV system equipment into a consolidated package. The system includes approximately 1,700 cameras as well as ancillary equipment. The cameras are removable from the mounting hardware and are not an integral part of the facilities. The CCTV system will provide camera monitoring, video recording, video storage, and video playback for the purposes of personnel safety and security. The 100% CCTV system design is based on project meetings, field verification of existing conditions, discussion with security authorities and building management teams during field observation, and available as-built information. The camera equipment purchase has significant incidental construction work that is substantial in its own right such as conduit, trenching, electrical work, dry wall patching, and abatement.
The project is broken down into 7 phases. The basic project (phase 1A) plus 6 optional projects (phases 1B, 2, 3, 4, 5 & 5A) that cover additional areas of USAFA.

The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications, and other attachments included with the solicitation.
This acquisition is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), all others will be deemed ineligible for award. The North American Industries Classification System (NAICS) code is 561621 Security Systems Services (Except Locksmiths) and the Small Business Administration (SBA) small business size standard is $20.5M. The proposed contract would be awarded to one vendor as a firm-fixed price commercial contract. Phases will be performed sequentially. The Government will issue a Notice to Proceed for each phase upon its award. Delivery dates will be adjusted based on the issuance date of the Government’s Notice to Proceed.
A Sources Sought announcement was posted for market research purposes for this requirement on 23 May 2017 under solicitation # 0001A. All future notices will be posted under the current solicitation number (FA7000-17-R- 0007). A solicitation is not available at this time; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
A combined synopsis/solicitation is anticipated to be posted on or about 9 August 2017. There will be a pre-proposal site visit, tentatively scheduled for 17 August 2017. However, the government is under no obligation to issue a solicitation, and the solicitation, if issued, will contain specific information for the site visit.
