Performance Work Statement
Personal Financial Readiness (PFR) Program
1 October 2016
1.0 Description of Services: The contractor shall provide the non-personal services required to run The United States Air Force Academy’s PFR Program. The objective of the PFR
Program is to provide education and counseling for DoD military and civilian card-holders and family members, tenant units, cadets and retirees. The contractor shall insure this objective is carried out according to guidelines in AF Instruction 36-3009, Airman and
Family Readiness Centers; paragraph 3.7, Personal Financial Readiness Services.
1.1 This program encompasses a range of financial education, counseling regarding financial-related issues, intervention and referral. Subjects include, but are not limited to, state and local laws and regulations, usury laws, insurance, consumer issues, credit issues and bankruptcy. The contractor shall provide technical financial counseling services to Airman and Family Readiness Center (A&FRC) customers, including, but not limited to:
1.1.1 Mandatory First-Duty Station Training within the first 90 days of arrival for officer and enlisted personnel to maintain financial stability and reach financial goals to include; an understanding of pay and entitlements, banking and allotments, checking account management, budgeting and saving (to include Thrift Savings Plan), insurance, credit management, car buying, permanent change of station moves, information on obtaining counseling or assistance on financial matters, investment tools, state or local liability laws, fraudulent business practices, and personal and family readiness. Training may be conducted either individually or as a class.
1.1.2 Timely, relevant financial training including presentations for military and
Department of Defense civilian personnel on subjects including, but not limited to, basic money management, budgeting and spend/debt plan preparation, saving and investing (including Thrift Savings Plan and retirement accounts), credit management (to include credit reports/scores), consumer protections (e.g., ID theft, avoiding predatory lending), and financial planning for retirement. The contractor will not provide tax preparation services, but will be conversant in tax issues relevant to military relocation, transition and retirement.
1.1.3 Provide individual counseling, education and assistance to address a wide range of personal financial issues as referred by chain of command or self-identified by individuals upon request to include, but not limited to, budgeting, saving and investing (including Thrift Savings Plan), paying down debt, understanding and improving credit scores, bankruptcy (including related security clearance issues), foreclosure issues, home-buying, car-buying and retirement planning strategies. In some cases, contractor shall refer customers to other organizations for assistance or advise unit commanders, first sergeants, and supervisors of financial situations that indicate other problems or potential problems that should be addressed.
1.1.4 The contractor shall assist deploying service members in establishing an
“extended-absence financial plan” in accordance with AFI 36-3009, para
3.7.3.
1.1.5 The contractor shall provide services (presentations and individual counseling) to focus on the educational needs of the local base population.
These educational services may include, but are not limited to, classes for
USAFA DoD civilians to help prepare them financially for federal retirement, and classes for cadets and cadet-candidates to discuss unique financial issues they face while at the US Air Force Academy.
2.0 General Requirements
2.1 The contractor shall develop and present programs which focus on assisting A&FRC customers in making major life decisions regarding their personal finances. The contractor shall host workshops at times and also make presentations at workshops held by other A&FRC staff members including the base Career Assistance Advisor for professional military education requirements (such as First-Term Airman Course and Noncommissioned Officer Professional Enhancement Course). The custormer’s surveys shall yield 70% customer satisfaction with the courses.
2.2 The contractor shall oversee and maintain a Financial Resource Library to include selecting and ordering books, pamphlets and other resources purchased by the government for patron use. The contractor shall submit requests for purchase of items to the A&FRC Director.
2.3 The contractor shall maintain current familiarity with Air Force and DoD regulations as well as Air Force Aid Society policies.
2.4 At all times, the contractor shall exhibit professionalism befitting a military installation. 100% of customer concerns shall be addressed within 5 working days from receipt and documented in AFFIRST.

4.0 Government Furnished Property
4.1 Not applicable for this contract. All property is a part of the work environment and is either under government or office control.
5.0 Appendices
5.1 Appendix A: Hours of Operation
The contractor shall operate the PFR office for 20 hours per week, Monday through
Friday, during the normal hours of the A&FRC, generally 0730HRS to 1630HRS.
Occasionally, the contractor will be required to provide services during weekends or evenings. These requirements will be coordinated with the A&FRC Director.
Service performed on weekends and evenings will be part of the weekly work schedule. The following Federal Holidays are observed by this installation:
New Year’s Day, January 1st or the Friday preceding or Monday following
Martin Luther King’s Birthday, 3rd Monday in January
Presidents’ Day, 3rd Monday in February
Memorial Day, Last Monday in May
Independence Day, July 4th or the Friday preceding or Monday following
Labor Day, 1st Monday in September
Columbus Day, 2nd Monday in October
Veteran’s Day, November 11th or the Friday preceding or Monday following
Thanksgiving Day, 4th Thursday in November
Christmas Day, December 25th or the Friday preceding or Monday following
5.2 Appendix B: Contractor Authorized Travel or Training
The contractor will normally provide services on the USAF Academy and in the designate PFR office in the A&FRC. The contractor may, on occasion, be required to provide training and/or counseling outside of the designated location, with the concurrence of the A&FRC Director. The contractor may be required to attend US
Air Force-approved training, meetings and/or conferences. Travel, per diem, registration fees, or course fees will be reimbursed in accordance with the Joint
Federal Travel Regulation (JFTR) and USAF directives.
5.3 Appendix C: Conflict of Interest
Contractor/subcontractors shall terminate any relationship with securities/insurance sales employers, as well as terminate state insurance licenses and securities registrations with the Financial Industry Regulatory Authority (FINRA) and
Securities Exchange Commission (SEC) to avoid a possible conflict of interest.
6.0 Additional Contractor Responsibilities
6.1 Testify as a witness at Article 32 hearings, courts-martial, discharge boards, or other legal proceedings, as requested.
6.2 The contractor is responsible for data entry and tracking in the Air Force Family
Integrated Results Statistical (AFFIRST) Data Management System. Tracking and maintaining of personal financial readiness information is critical to ensure the continuum of service if a customer is seen by a different A&FRC staff member, or relocates to another installation. The contractor will comply with local requirements to obtain and file a signed statement of understanding from each customer as well as provide relevant, accurate summary notes on the visit purpose and outcome.
6.3 In accordance with DoDI 1342.22, the PFR contractor shall be certified as a personal financial counselor via a national accreditation agency, such as the Association for
Financial Counseling and Planning Education (AFCPE). The PFR must keep the certification current at all times.
