Performance Work Statement For Cadet Falconry Master Falconer Advisor

1. Description of Services/General Information

Description of Services: Contractor shall provide all labor, material, equipment, training, supervision, and transportation necessary to provide for Master Falconer advisory oversight to the Cadet Falconry Program in support of USAFA mission requirements and in compliance with DOD Directive 3216.1, Federal Title 50, and Colorado Division of Wildlife regulations. Contractor shall:

1.1 Provide the oversight, advisory, teaching, and mentoring services necessary to operate the Cadet Falconry Program at building 2187, Falconry Mews.

1.2 Interact directly with the cadets and permanent party in the daily handling, feeding, and training of the USAFA’s falcons.

1.3 Attend daily falconry practices, approximately, but not limited to, 1530 to 1800, Monday through Friday excluding federal holidays and cadet holiday breaks.

1.4 Be available to answers questions by telephone when not present on site at USAFA outside of practice hours or when traveling away from primary performance area.

1.5 Provide verbal and or written recommendations as to required equipment and facilities in support of falconry training and handling.

1.6 Support permanent party in the care and feeding of the falcons during periods when the cadets are on leave from the Academy.

1.7 Assist in preparation for State and Federal inspections, approximately a total of two inspections per year.

1.8 Be able to artificially inseminate falcons and assist in the raising of the falcon eyasses (young) before full-grown as required in support of the USAFA falcon breeding program.

1.9 Contractor shall provide regular coping of falcon beaks and talons as required, approximately twice a year for each falcon.

1.10 Travel:

1.10.1 Contractor shall be able to travel with the cadet falconers and/or falcons as to support USAFA or the falconry program. Such travel may be necessary for transporting an injured/ailing falcon to an area veterinarian, accompanying the cadets on a presentation, and/or assisting in the transfer or acquisition of a bird to or from a local breeder or raptor center.

1.10.2 Contractor shall obtain Contracting Offer or Contracting Officer Representative approval prior to any travel.

1.10.3 Contractor will be reimbursed for approved travel per the Joint Federal Travel Regulations.

1.10.4 Contractor shall have no restrictions or conditions preventing travel on military airlift.

1.11 The contractor shall obtain a Common Access Card (CAC) because:

1.11.1 Travel with USAFA personnel to presentations and/or training often involves military airlift, and NORTHCOM regulations now require personnel traveling on military aircraft to have a CAC.

1.11.2 Contractor must have 24 hours a day/7 days a week access to the USAFA Falconry Mews to provide falconry advice and, as required, be able to escort visitors to see or care for the birds, such as the attending veterinarian.

1.12 Contractor shall be able to access USAFA, including the Cadet Area, obtain base identification, and required vehicle pass.

2. PERSONNEL QUALIFICATIONS

The Contractor shall possess a valid Colorado Falconry License and U.S. Fish and Wildlife Service propagation permit including but not limited to Peregrine Falcon (Falco peregrinus); Prairie Falcon (Falco mexicanus); and Gyrfalcon (Falco rusticolus). Contractor shall be a Master Falconer in good standing with the Colorado Division of Wildlife for no less than the past five calendar years. Contractor shall present a copy of Falconry License and propagation permit that will be maintained on file at the USAFA Falconry Mews. Contractor must have successfully bred falcons for at least 15 calendar years. Contractor shall have over 30 calendar years practicing falconry and worked with “long wing” raptors at least the past three calendar years. All certifications are at the contractor’s expense and no additional charge to the government.

3. CERTIFICATION OF SERVICES FOR PAYMENT: The Contractor shall submit quarterly invoices to the Falconry Officer in Charge or his/her designee for certification of performance. The quarterly invoice shall include total due for the quarter. The contractor shall be responsible for filing any applicable social security, federal, or state taxes.

4. DUTY HOURS: Approximately, but not limited to, 1530 to 1800, Monday through Friday excluding federal holidays and cadet holiday breaks.

5. GOVERNMENT FURNISHED PROPERTY AND SERVICES

The Government shall provide falconry facilities, equipment, and falcons in support of USAFA falconry operations. The Government shall furnish all office space and equipment necessary for the contractor to perform work on site.

5.1. FACILITIES. The Government shall furnish or make available facilities needed to fulfill this PWS. No alterations to the real property shall be made without specific written permission from the Contracting Officer. The Government will provide all maintenance and repair of Government-Furnished Facilities.

5.2. EQUIPMENT. The government-furnished equipment to perform falconry care and operations. Equipment includes, but not limited to, leather leashes and jesses, gloves, telemetry, hoods, lures, and shears.

5.2.1 Obtaining Replacement of Government Furnished Equipment.

The contractor shall submit written requests for replacement of government-furnished equipment to the Falconry Officer-in-Charge. Requests for replacement of damaged items must include circumstances relating to damage. Written requests can be in the form of an e-mail. The contracting officer, on a case-by-case basis, will determine liability.

5.2.2. Government-Furnished Equipment Repairs.

Except for routine cleaning, the government will provide all repair of government-furnished equipment due to normal wear and tear. Equipment items that are unserviceable must be reported to the Government within 24 hours of discovery.

5.3. SERVICES. Government-furnished services include services provided by Government activities as well as other contracted services.

5.3.1. All reasonable quantities of utilities will be made available from existing utilities to the contractor without charge.

5.3.2. The government will provide law enforcement, fire protection, and security.

5.3.3. The government will provide emergency medical treatment for contractor personnel. Treatment will be at the contractor’s expense.

6. SECURITY: The contractor shall comply with all Air Force computer and information security requirements in order to obtain a Common Access Card (CAC) as well as Proximity Card access to the Cadet Area.
