FA7000-16-R-0003 CLEANING OF GREASE LADEN VAPOR EXHAUST SYSTEMS
10 CONS/LGCA at the United States Air Force Academy, CO is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Cleaning of Grease Laden Vapor Exhaust Systems. The requirement is anticipated to be for a 1-year base period with 4 option years. The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. There is no solicitation at this time. There will not be reimbursement for any costs associated with providing information in response to this synopsis or any follow-up information requests. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
DESCRIPTION OF REQUIREMENT:
The North American Industry Classification System (NAICS) code is 561790, Other Services to Buildings and Dwellings, and the small business size standard is $7.5 million.
The contractor shall provide all management, tools, vehicles, equipment, and labor to perform the cleaning of grease laden vapor exhaust systems at the United States Air Force Academy. The contractor shall clean all kitchen and grill vapor exhaust systems in accordance with the National Fire Protection Association (NFPA) STD 96 and OSHA, Safety and Health Requirements Manual, and as specified below.
The contractor shall have on hand at the start of work all tools necessary for satisfactory accomplishment of work. Prior to performing work on the vapor exhaust system, the contractor shall disable all electrical power to the particular system being cleaned. Electrical power shall be turned off at the main circuit panel and the main disconnect switch. The contractor shall red tag both switches to indicate power is not to be restored until completion of cleaning. The contractor shall thoroughly clean kitchen and grill vapor exhaust systems beginning with interior of the hood or canopy and extending through to the final point of exhaust. This will include, but not be limited to, cleaning the hood including the filter, the interior above the filter, ceiling grills or registers, fan blades and housing, turning vanes, screens, louvers, contaminated area of roof walls and exhaust wells resulting from kitchen discharge. The contractor shall remove all deposits of grease, dirt and any other foreign substance from the entire grease vapor exhaust system. The contractor shall clean the system down to bare metal or surface. The contractor shall return all electrical switches, detection devices and system components to an operable state by qualified personnel when cleaning procedures are completed. The contractor shall replace cover plates and position damper and diffusers for proper air flow. Upon completion of cleaning, the contractor shall remove all red tags that he/she had installed. The contractor shall insure that all screws and bolts are secure on access panels, screens and louvers. If any of the screws or bolts are missing the contractor shall furnish and install new ones. The contractor shall take precautions to ensure that cleaning substances do not come in contact with or adversely affect fusible links, nozzles, or any other detection devices of the automatic extinguishing systems. The contractor shall clean all areas affected by the duct cleaning of debris, grease, and residue generated by the cleaning process. The contractor shall not leave the job site until all clean-up activities are complete. The contractor shall adhere an adhesive label to the outer surface of the hood showing the date of cleaning. Upon completion of the cleaning, the contractor shall submit a cleaning and inspection report to the QAP.

The Government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become Government property and will not be returned. No basis for claim against the Government shall arise as a result from a response to this sources sought.
