Q&A’s Solicitation

FA7000-14-R-0021

1. Can we use the IDIQ Contract as one project?

Response: Yes, or individual delivery orders.

2. Would it be viewed negative to pursue as a prime and as a sub consultant providing engineering services to small businesses that are pursuing as well?

Response: No. Each proposal will be evaluated using the evaluation criteria establish in solicitation FA7000-14-R-0021.

3. The subject solicitation SOW states, “Registered Architect or Professional Engineer licensed in the State of Colorado will be required in the performance of this contract.”

Please clarify if firms are only required to show evidence of one or more Colorado registrations/licensure within our Technical Team; OR whether a Colorado registration/license is required to be demonstrated for each and every discipline/team member we will show in our Section E resumes of key personnel.

Response: The lead for every discipline you show in your Section E resumes of key personnel should be licensed in CO.

4. How will the Colorado registration/license be evaluated/scored? Eval Factor #1- Professional Qualifications, states, “Responses will be evaluated to determine personnel:

education, training, project experience and professional registration of key personnel” but does not specifically reference the Colorado requirement stated in the SOW section of the RFP, if you can please help clarify.

Response: A firm with key personnel that have demonstrated project experience and professional registration in CO would score higher than a firm with key personnel that have not demonstrated project experience and professional registration in CO.

The firm shall assemble a team to fullfill the primary needs based on the preponderance of the work being in Colorado. If the firm chooses to do so, they may arrange partnerships in the additional GSU locations, as necessary when issued a request for proposal in those areas, though this is not a factor that will be rated in the evaluation for award selection because it is not expected to occur often.

5. Is the requirement for Colorado registration/licensure required to be in place at the time of submission, or are firms allowed to show “in progress” or “application in process” (if necessary) in our Section E resumes, without being penalized in the Source Selection scoring?

Response: Yes, must be in place at time of submission.

6. The solicitation shows a goal of 23% of total awarded dollars to go to small businesses.

In the past our small business plans showed 23% of all subcontracted dollars would go to small business. Can you please tell us which one is correct?

Response: The goal is 23% of total contract awarded dollars for small businesses.

7. Of the 23% of subcontracted dollars, there is 19% of targeted goals identified for SDB, WOSB, HubZone, SDVOSB, and VOSB. Is the remaining 4% to go to SB or is there as missing designation?

Response: This is for Small Businesses not in one of the other categories.

8. There is no evaluation criteria listed for SB teaming arrangements, so would it be viewed by the selection board as a detriment to not have a HubZone or SDVOSB team member if they do not exist locally or compliment capability?

Response: No.

9. The solicitation indicates a total contract value of $10M and also indicates 2/3 large business awards and 2/3 small business awards. Is each awarded total contract value to be $10 M or is the total for all awarded contracts $10M?

Response: $10M for each individual awarded contract.

10. Is the subcontracting requirement for large business awards 23% of the contract value or awarded task order value?

Response: Total contract value.

11. Is the focus of facility experience higher education and administrative facilities (AF Academy) or command & control, intelligence/data control centers & operational facilities ( Space command installations listed).

Response: Architect-Engineering (A-E) firms with a focus on multi-discipline services are required for the award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the design of various types of projects at the USAFA, Colorado and other locations listed above.

12. Para 5 indicates firm location near the identified installations will be awarded up to 10 points in selection process. Does experience working projects at these locations allow firms not located in this vicinity to receive this point consideration.

Response: Yes.

13. RFQ states that the font size shall be minimum 11 point Arial for narrative elements and tables. Would that be the same for all of the SF 330 forms (Part I, resumes, projects, etc.)? If the forms don't need to be 11 point Arial, what would the suggested size and font be?

Response: Yes, a minimum of 11 point Arial shall be used for the SF330 Part 1 & II.

14. I'd like to verify that sending the package to the Academy via UPS is also acceptable.

15. Under Evaluation and Selection Criteria, it states “Firms submitting recent (within the past 5-years), and relevant past performance in preparing design projects valued between $100K and $5M may result in higher rating”. Can you tell me if the referenced dollar values represent design fees or construction values?

Response: Design fees.

16. I have a question about teaming for this RFQ response. I work for a small business (Business B) that intends to submit as a prime contractor on this RFQ. We have a large business (Business X) and two small businesses (Business Y and Business Z) that we intend to include on our team as subcontractors.

We just learned that Business X also intends to submit on this RFP as a prime, along with the same Business Y and Business Z (and, potentially one other small business that is not on our team.

Our team submitting for a small business selection:

Business B: Prime (small business) Business X: subcontractor (large business) Business Y: subcontractor (small business) Business Z: subcontractor (small business)

Business X's team submitting for a large business selection:

Business X: Prime (large business) Business Y: subcontractor (small business) Business Z: subcontractor (small business) (and maybe one other small business subcontractor)

Since there would be two teams, nearly identical, one in which a small business is submitting as the prime in hopes of winning one of the small business selections, and one in which the large business will submit in hopes of winning one of the large business selections, would this situation disqualify either or both teams? Would this be considered a conflict?

Response: No.

17. Would each of these two teams be able (if we had highest qualifications) to win a selection, one as a small prime and the other as a large prime?

18. The solicitation for the above referenced project refers to “Cavalier AFS, AK” (see paragraph one). Does the AF intend to refer to Cavalier AFS, ND? Perhaps the AF means to refer to Clear AFS, AK or other?

Response: Yes, the reference in the solicitation to Cavalier AFS, AK is incorrect and should read Cavalier AFS, ND.

19. EVALUATION and SELECTION CRITERIA, Question 6. VOLUME OF WORK. The last sentence of Question 6 states ‘Note that the volume of CONUS, Alaska and Hawaii, is for all work (federal, DoD, and other).’ Please clarify what is intended by the word ‘other.’

Response: Private sector.

20. EVALUATION and SELECTION CRITERIA, Question 3. PROFESSIONAL CAPACITY, d. Demonstrate active ongoing CONUS, Alaska and Hawaii, (domestic) work; (Address current dollar value of work of the Team, established Team and Prime office that can support such work and work requirements outlined in the USAFA AE services requirements and management approach to ongoing work) Question – Regarding ‘Address current dollar value of work of the Team’, does USAF want this information from the prime only, or the prime with subcontractors current dollar value of work included?

Response: For the prime and the subcontractors.

21. SCOPE OF WORK, paragraph 3 defines the services that may be required for primary disciplines. This list includes landscaping and forensic investigation/remediation. Please define both roles, and if there are any required professional registrations or certifications.

Response: Forensic engineering is the investigation of materials, products, structures or components that fail or do not operate or function as intended, causing personal injury or damage to property. The consequences of failure are dealt with by the law of product liability. Landscape Architecture which is the design of outdoor public areas, landmarks, and structures to achieve environmental, social-behavioral, or aesthetic outcomes.

Architectural and Engineering Services are defined as professional services of an architectural and engineering nature required to be performed or approved by a person licensed, registered, or certified to provide these services. Responses will be evaluated to determine personnel: education, training, project experience and professional registration of key personnel. Evaluations will also judge the depth and experience of the firm and other firms submitted as part of the team.

22. SELECTION CITERIA. Please clarify the selection criteria per FAR Subpart 36.6. It is not clear which specific selection criteria will be used and the relative values of each.

Response: (REF: Solicitation FA7000-14-R-0021, Section, EVALUATION and SELECTION CRITERIA, 1, 2, 3, 4, 5, 6, 7, The assigned values for each critieria category are stated in the solicitation.

23. COVER LETTER. Since an Organizational Chart is included in the SF 330, please clarify the need for it to be in the cover letter as well. Is that required?

Response: Prime contractor organization chart in the cover letter. The SF 330 Block D is a ORGANIZATIONAL CHART of PROPOSED TEAM and is required.

24. COVER LETTER. Since references with contact information are required with each project description (PD), please clarify what you are looking for in requiring 3 references in the cover letter. Are these to be ones selected from the PDs or are they required to be 3 different references for other projects? Please clarify.

Response: Any references that meet the following: (REF: Solicitation FA7000-14-R- 0021, Section, Required Submittals, 3. (3) references for offeror’s work, including company name, phone number and name of contact, description of work, location, and total dollar amount.
