Reference Comments Question/Answer 1 3.4 Proposal Format 3.4.1 Font size-Times New Roman, 12 Font. Is there a line spacing specification to be followed?

Response: There is no line spacing specification; however, proposals must not go over the page count specified.

2 3.4 Proposal Format 3.4.1 Font size requirement does not apply to charts, graphics, tables, etc. However, font for these items must be reasonable and easily readable.

May a font other than Times New Roman be used in charts, graphics, tables, etc.?

Response: Other font may be used in charts, graphics and tables.

3 3.4 Proposal Format 3.4.3 What is Not Included in the Page Count. … OCI Mitigation Plan (if any) …

If an OCI Mitigation Plan is to be included, where shall this document be placed?

Response: The OCI Mitigation Plan (if applicable) should be included in Volume II (Past Performance).

4 3.4 Proposal Format 3.4.5 Electronic Copies … Each volume shall be in a single searchable, file and stored in a folder that corresponds to the proposal volume it represents …

Does this mean that volumes may be combined on a single CD?

Response: Each volume may be combined on a single CD.

5 3.5 Instructions for Part I – Technical Capability (Factor

1) (52.212-1)

3.5.6.1.1 Subfactor 1- 3 Response/Resolution. The

offeror will provide a Crisis Management Plan that addresses how the contractor will respond to emergency situations as described in PWS paragraph 3.13.2.

PWS paragraph 3.13.2 describes Preventive Maintenance (PM) requirements, not emergency situations. Please provide the correct reference.

Response: The corrected PWS reference is paragraph 2.6.2.

The description of the Crisis Management Plan in the CE PWS was also updated.

6 3.5 Instructions for Part I – Technical Capability (Factor 1)

3.5.6.1.3 Subfactor 3 – Staffing Plan. … Provide details

and justification if offeror’s proposed organizational structure differs from HQ USAF Program Action Directive 12-03 Implementation of Enterprise-Wide Civil Engineer Transformation Appendix XVI Installation Organizational Structure.

Will the government provide a copy of HQ USAF Program Action Directive 12-03 Implementation of Enterprise-Wide Civil Engineer Transformation Appendix XVI Installation Organizational Structure?

Response: PAD 12-03 in its entirety can be found in the Technical Library, Folder 19.

7 4.0 CE Evaluation Factors (52.212-2)

4.1.1.1 Subfactor 1: Emergency Response/Resolution.

The offeror will provide a Crisis Management Plan that addresses how they will respond to emergency situations as described in PWS paragraph 3.13.34.

Paragraph 3.13.34 does not exist. Please provide the correct reference.

Response: The corrected PWS reference is paragraph 2.6.2.

8 4.0 Evaluation Factors 4.1.1.1 Subfactor 1: Emergency Response/Resolution.

The offeror will provide a Crisis Management Plan that addresses how they will respond to emergency situations …

Please clarify whether the Government will require the Crisis Management Plan with the proposal, as indicated in 4.1.1.1, or NLT ten (10) calendars prior to the full performance date, as indicated in the PWS.

However, PWS Paragraph 2.6 Base Exercises and Crisis Management, states that (under 2.6.2 Crisis Management Plan): The SP shall submit a Crisis Management Plan to the CO NLT ten (10) calendar days prior to the full performance date.

Response: As indicated in section 4.1.1.1, a Crisis Management Plan will be required with the proposal for evaluation purposes. An updated Crisis Management Plan with work locations and approval signatures will be required IAW paragraph 2.6.

9 4.0 Evaluation Factors 4.2.5 Relevancy. For each past performance citation reviewed, the relevance of the work performed will generally be assessed for Technical subfactors and the Price factor, however, all aspects of performance that relate to this acquisition may be considered.

Does this just mean that PP contracts should be of similar value to this acquisition?

Response: Please see definitions located in ADDENDUM TO 52.212-2, EVALUATION - COMMERCIAL ITEMS, section 4.2.5, Table 4.

10 4.0 Evaluation Factors 4.2.5 Relevancy. …For CE services, consideration will be given to work in the areas involving the skills required for installation management, engineering and facilities infrastructure maintenance and repair that exhibit similar magnitude of workload, scope and complexity as outlined in the PWS.

The synopsis for this solicitation, and PWS section 1.3 Scope both also included Emergency Management among Civil Engineer Services required. Has this requirement been dropped and/or will it be considered with regard to relevance of Past Performance projects?

Response: Emergency Management is considered a part of installation management when determining the relevancy of Past Performance.

11 3.7 Instruction for Part III – Price (Factor 3)

Requirements include: 3.7.2.2 Indication that the required Online Representations and Certifications have been completed at https://www.sam.gov.

Will a copy of the opening page of our Online Representations and Certifications suffice as indication that these have been completed? If not, what indication is required?

Response: Please provide a copy of the Reps & Certs pages.

12 Section SF 1449 –Delivery Information

CLIN 0001-0018 POP 01-SEP-14 to 31-JUL-15 CLIN 0019 POP 01-AUG-14 to 31-AUG-14

Please verify that the Base Year and Opt. Years (0001-0018) will fall under the Wage Effective Dates of 09/01/14 per Addendum A in the CBA; and that the Transition Year (0019) falls under the Wage Effective Date of 09/01/13 per Addendum A in the CBA.

Response: Please review Attachment 5 “CBA 27 Jun 2013”.

The wages effective dates for the CBA begin on page 28.

13 List of Attachments Attachment 17 – PPI We are unable to open or download this document. Please provide a replacement document.

15 3.6.1.7 Past Performance Questionnaires

Requirement states: “The Government requests that offerors provide PPQs to each of the Points of Contact (POCs) identified on the offeror’s PPI sheets in the Past Performance Volume for only those references for which CPARS data is not available.”

Please clarify. Do offerors need to submit CPAR data with their proposal? Or will the Government access the CPAR date themselves for each referenced Past Performance contract?

Response: The Government will access CPAR data.

16 3.6 Instructions for Part II – Past Performance (Factor 2)

3.6.1 Contents states that, “In addition to providing a

volume for past performance, offerors must use the PPI Tool (Attachment 19) (Use latest version from FBO.gov) in order to electronically submit the PPI portion of the Past Performance Volume in accordance with the RFP.

The PPI Tool is available for download (see Attachment 18 for instructions on downloading tool)”

Please verify that electronic PPI submittals are due at 2 p.m.

MST on March 17, 2014.

Response: PPI information must be submitted NLT the proposal due date and time.

17 Attachment 13 Cross Reference Matrix

The sample provided indicates cross-references are required for Section (x), Section 6, and Section 7.

As there are no Sections 6 or 7, please verify what these references need to be.

Response: Attachment 13 has been revised and uploaded to

FBO.

18 4.2.5 Relevancy This section states that, To be considered RELEVANT regarding CE services, the offeror must demonstrate at least three of the following criteria:

- Asset Management of diverse facilities in terms of size, age, and composition on the scale of the structures found at USAFA.”

Will the government provide a summary of facilities (size, age, composition) at USAFA? Will SAF-MIL(A)7115 Report provide this kind of detail?

Response: The 7115 Report is in the Technical Library, Folder 16, and shows facility sizes and year constructed. Data for the composition of facilities is not available.

19 3.5.6.1.3 Subfactor 3 – Staffing Plan.

This section says that the offeror will provide a staffing plan that describes their proposed manning levels and skill mix, to include position descriptions.

Does the government require position descriptions for every position represented within our organizational structure, or should these be limited to managerial, supervisory, lead, and specifically skilled/certified/licensed positions?

Response: No, the government does not need position descriptions for job titles already listed in wage determinations or the CBA being proposed in performance of the contract. The purpose of requesting position descriptions is to gain understanding of skills required for job titles which are unique to the offeror or members of their team. Again, only those titles which are not already in the WD or CBA need be addressed.

20 INSTRUCTIONS TO

The instructions for Attachment 15—Past Performance Instruction Information includes missing paragraph references, and also refers to a “Section L”:

21 Section SF 1449 Evaluation Factors Para 4.3.2

Top Ten Planned Program and Planned Sustainment Work (TTPW) Coefficients. The Government will evaluate proposed TTPW coefficients by dividing the estimated project total value of $1.8M per year by the 4 coefficients ($450,000.00) and multiplying each proposed coefficient by $450,000.00. the subtotal for each coefficient will then be added together to determine the total price for CLIN X010

What is included in the calculation of the Coefficients? Will it include Overhead, G & A, Fee, etc.?

Response: The coefficients calculation includes O/H, G &A and Fee.

22 PWS 3.2.1 Perform Asset Management Functions

3.2.1 General Requirements. ….maintain

BCAMP/BAMPs using Government-designated databases such as IWIMS, ACES, A-File, S-File, BUILDER, and NexGen IT IAW Air Force BCAMP instructions.

Does the phrase “Air Force BCAMP instructions” refer to a specific document? Please provide the document in question.

Response: Detailed information on Activity Management Plans are found in the Playbook of the same name in the Technical Library, Folder 20.

23 4.1.1.1 Subfactor 1:

Emergency Response/Resolution.

This section states that, “The offeror will provide a Crisis Management Plan that addresses how they will respond to emergency situations as described in PWS paragraph 3.13.34.”

If this entry intended to refer to an Installation Emergency Management Plan (PWS paragraph 3.15.1), does this instruction mean that the offeror must address how they will respond to emergency situations in general, or more specifically to particular situations, as found in AFI 10-2501?

Response: The Crisis Management Plan is a separate and distinct requirement from the Installation Emergency Management Plan. See answers to Questions 5 and 8.

24 2.9.5 Performance Evaluation

This section states that, “The Government will evaluate the SP’s performance under this contract IAW the inspection terms outlined in FAR 52.212-4(a), Primary tasks to be evaluated are listed in the Performance Requirements Summary (PRS) of this PWS. For those tasks listed in the PRS, the COR will follow the methods of surveillance specified…”

Will the Government provide a PRS for this PWS?

Response: The PRS is in a separate document titled “CE Performance Requirement Summary.” COR surveillance methods are not shared with the SP.

Response: The CE Playbooks are in the Technical Library, Folder 20. Key Performance Measures and Common Levels of Service are not available at this time.

27 RFP Section 3.1.A, page 83 of 100

“Offerors may choose to submit a proposal for only one requirement. However, in order to be eligible for award of both requirements, you must submit two separate proposals and the combined price proposal.”

Because efficiencies are lost when providing proposals for the Civil Engineering Services and Cadet Support Services independently, the combined price proposal will not reflect the efficiencies and innovations gained in cross utilization of work force in the separate technical submittals. Will the government consider a separate technical submittal for the combined services?

Response: No, separate evaluations will be conducted for CE and Cadet Support Services. The offeror must be selected as the best value for each separate requirement(CE and Cadet Support) in order to be eligible for the combined contract. A technical evaluation will not be conducted on a combined effort.

Can the government reconsider allowing the submittal of the combined services and only one of the two requirements?

Response: No, please see the response to question 27.

29 RFP Section 3.5.6.2.1, page

Subfactor 1 – Event Scenario, “The offeror will provide a plan that addresses event support from planning through execution and closeout of an annual USAFA graduation event which meets the requirements of

31 PWS Section 2.6.2 Crisis Management Plan

The SP shall submit a Crisis Management Plan to the CO NLT ten (10) calendar days prior to the full performance date.

Is this plan in addition to the plan required for submission in RFP Section 3.5.6.1.1?

Response: Yes. See answer to Question 8.

32 4.0 Evaluation Factors 4.2 Past Performance Factor, 4.2.5 Relevancy, Paragraph 5. Bullet 3 references Cadet Services and PWS paragraph 3.1.1.6.

We were unable to locate the PWS paragraph 3.1.1.6. Please clarify the location of this paragraph.

Response: The correct Cadet Support PWS reference is paragraph 3.1.1.

33 CE PWS PWS 3.13.6 Other, page 37 of 61 Please provide the USAFA Master Calendars referenced in this section. Will the Government provide a more detailed description of the civil engineering support required regarding event support, as opposed to the very limited sentence provided as an introduction to Table 1, to correspond with this significant work requirement.

Response: The USAFA Master Calendar and Events calendars are combined and are attached. USAFA Plans with detailed description of CE support are in Tech Library Folder 15. Also see answer to Question 159 for more information.

34 RFP Section 2.0 Formal Communications. This section states all questions/communications must be submitted in writing to the POC no later than 10 calendar days prior to the closing date specified in Block 6 of the SF 1449.

Does the Government intend to reference Block 9 instead of Block 6?

Response: Block 8 should have been referenced. The RFP will be amended and posted to FBO.

This directive is in conflict with instructions under Site Visit, which states questions are due by February 18. Please provide clear direction as to the final date to submit questions to the Government regarding the solicitation documents.

Response: The final date to submit site visit questions to the Government is 18 February 2014 by 1:00 PM MST.

35 Civil Engineering PWS PWS 3.9 Provide Housing Management Services, page 27 of 61.

Please clarify who is responsible for buying and/or paying for replacement furnishings.

Response: The SP shall manage and identify furnishings needing replacement. The government will fund and purchase all new furnishings.

36 CE Workload Data 6.1.4.3 Other Work, page 15 of 21.

Please provide additional information with regard to the Work Type line items and what is entailed to give a frame of reference for the large average annual estimates associated with them.

Response: Additional information on subcontracted services, 1219 work, and USAFA events are in Tech Library Folder 7.

Annual workload estimates for pavement cracks and potholes/spalls are the projected repair requirements.

Will the Government provide a summary of all water and wastewater distribution/collection systems?

Response: Descriptions of the water and wastewater distribution/collection systems are in the documents titled “Water Distribution and PODs” and “Wastewater Collection and PODs”.

41 CE PWS PWS 3.13.11.3 “The Point of Demarcation (POD) on privatized natural gas service lines to facilities at USAFA is located at the gas meter to each facility. The SP is responsible for the gas meter and all infrastructure (pipes, fittings, etc.) upstream of the meter. The Government owns and the SP shall maintain all infrastructure downstream of the natural gas meter to include all piping and appurtenances inside facilities.”

Will the Government provide a summary of all gas meters and associate piping and appurtenances?

Response: The quantity of govt-owned meters the SP is responsible to read, maintain, and calibrate is Electric (45), Water (65), Energy (35), and Natural Gas (1). The quantity of meters owned by others is not available.

PWS 3.13.13.1 HVAC Systems.

Will the Government provide a summary of all applicable HVAC systems?

Response: HVAC systems listings can be found in the 7115 Report (Tech Library Folder 16) and in the PM Active RPIE Assets (Tech Library Folder 7).

Will the Government provide a summary of all applicable industrial control systems, fire alarm systems, and security intrusion detection and alarm systems?

Response: A list of EMCS systems are attached.

Will the Government provide a summary of all current fire extinguishers?

Response: A Fire Extinguisher Inventory is attached.

PWS 3.15.1.2 “The SP shall serve as the 10 CES Plans POC for all USAFA Plans….”

PWS 3.3.3.3 Surveying Services states, “The SP will provide assessment, emergency management assessment, and engineering surveying support.

Perform assessments surveys such as utility conditions, damage assessment, space utilization, cemetery plot layouts and pavement condition surveys.”

Some of these surveys particularly engineering surveys, such as pavements, roofs, utilities and space utilization surveys are traditionally contracted to a third party throughout the Air Force. It is important for bidders to know which surveys the SP is required to self-perform and those the government will contract to a third party and for which the SP will manage the process. Would the government please assist bidders to assess the need by perhaps providing a table that lists the survey, how often it is required, when last performed, and whether or not the SP will be required to self-perform?

Response: The referenced PWS requirements are examples of surveys performed by the SP using surveying and mapping techniques and equipment as part of the Firm Fixed Price contract. See FAR Subpart 36.601-4(a)(4) for additional information. Note that Engineering Surveys referenced in your question are actually engineering studies and is answered in Question 50.

50 CE PWS PWS 3.4 Provide Planning Services states, “The SP shall perform full service comprehensive planning to include the Installation Development Plan (IDP) and Area Development Plans (ADPs).”

These plans are traditionally contracted to a third party throughout the Air Force. It is important for bidders to know which ones the SP is required to self-perform and those the government will contract to a third party and the SP will manage the process. Would the government please assist bidders to assess the need by providing a table that lists the plan, how often it is required, when last updated, and whether or not the SP will be required to self-perform updates?

Response: The USAFA IDP and ADPs were initially developed by a third party. The SP shall perform all annual updates to the IDP and ADPs. Additionally, the SP shall complete a major update to the IDP and ADPs once every 5 years. Note that the special graphics in the IDP and ADPs must be updated with graphics of comparable quality. See IDP and ADPs Schedule attached.

51 CE PWS

PWS 3.12.4 Environmental Impact Analysis Process (EAIP) states, “The SP shall manage and execute the EIAP IAW 32 CFR Part 989 and National Environmental Policy Act (NEPA) requirements. Prepare and manage documents such as Environmental Assessments (EA), Environmental Impact Statements (EIS), Findings of No Significant Impact (FONSI), Mitigation Plans, Categorical Exclusions (CATEX), and AF Form 813 and submit these documents to the FAS for acceptance.”

These documents are traditionally a mix of in-house efforts and contracts to a third party throughout the Air Force. It is important for bidders to have workload data that identifies this workload broken out by self-perform and contracted to a third party. Response: The workload estimates are shown below. The quantity varies based on the number of work orders or projects submitted/approved/constructed each year.

AF813 — all in-house (15 to 45 per year).

CATEX — all in-house (40 to 80 per year).

EBS — smaller documents prepared in-house (20-30 per year). Larger documents are programmed for Govt funding to a third party.

EA — In-house EAs (1-2 per year). Complex EAs are programmed for Govt funding to a third party.

EIS — All EISs are programmed for Govt funding to a third party.

Response: As noted in the instructions, if you are proposing on both requirements, you must submit two separate proposals. The instructions for the past performance volume refers to each separate proposal.

Response: A list of RPIE items sortable by facility number and some install dates is in Tech Library Folder 7. The 7115 Report in Tech Library Folder 16 shows major RPIE items sorted by facility number with install dates.

Response: Bidders are required to comply with Davis Bacon, SCA or CBA wages. Bidders should use the wage that is appropriate for how the contractor allocates the work.

Response: The latest Davis Bacon Wage Rate is attached to RFP. All work is identified in the estimated workload data.

c. Will the Government provide the historical cost of materials for PM and DSW for the last 5 years?

Response: The average annual materials costs for DSWs are found in Tech Library Folder 7. The average annual materials costs for PMs are included in the new CWON data file attached.

d. Will the Government consider establishing Material Reimbursable CLIN(s) for this contract?

Response: No. Material costs (except for Top Ten Program and Planned Sustainment Work) will be included in the offeror’s firm fixed price proposal.

82 CE PWS para 3.13.9, Provide Support for Medical Clinics Will the service provider be required to provide PM and DSW completion data to the Medical Clinic’s Facility Management Representatives to meet Joint Commission record keeping requirements.

Work approved to be subcontracted require at least three offerors. Work approved for in-house execution are paid on actual labor and materials expended.

88 CE PWS Section 2.12 Hours of Operation states that, "Normal duty hours are 0730 to 1600, Monday through Friday except Federal holidays." Reference 2: RFP section

4.3.2 Top Ten Planned Program and Planned
