CE & Cadet Support Services Questions
Reference Comments Question/Answer 1 RFP 3.5.6.1.3, Subfactor 3 – Staffing Plan. The Offeror is required to provide
Position Descriptions.
Will the Government provide existing negotiated CBA position descriptions as applicable to the current contract?
Response: The only document that will be provided at this time is Attachment 5, CBA 27 Jun 2013. This document was posted to FBO on 31 Jan 2014.
2 Amendment 1 The proposal deadline has been extended until 02:00 PM 21 Mar 2014.
In light of the clarifications/changes made by Amendment 1 to response requirements (in particular Subfactor 1, Emergency Response/Resolution and Crisis Management Plan, and exclusion of Position Descriptions from the page count), and since many questions are still unanswered, would the Government consider extending the deadline at least one additional week?
Response: The deadline will not be extended at this time;
however, montior FBO for any RFP changes.
3 RFP Section 3.6: Instructions for Part II – Past Performance (Factor 2), Paragraph 3.6.1: The Government has stated in responses to several questions that Offerors are required to submit past performance information into the PPI Tool. It is our understanding that the PPI Tool is an MS Access Database with no upload/uplink capabilities. Once we complete the PPI tool, the output is a populated Access Database file on our individual computers.
If the government does not want a hard copy of the PPI Tool Report, how will the government access the information we’ve input into the PPI tool? How will the Government even know that we’ve done it?
Response: The Government will require the contractor to submit an electronic copy of the saved PPI database file with their proposal. See Amend 2 to SF 1449 posted on
FBO.
4 (Attachment 16) – PPI tool instructions, Page 8 Printing Reports and Submitting PPI Tool. The Government responded previously in Question and Answer #69 that “The PPI tool will not be included in the proposal as a hard copy/CD.
The PPI tool is a database that you must input the applicable PP information.” However, Attachment 16, page 8, Printing Reports and Submitting PPI Tool states “4. Follow the submission instructions. Hard copies of the
Please confirm we should disregard these instructions and NOT submit a hard copy of the PPI report. We are to submit ONLY Attachment 15 even though there is additional information requested in the PPI tool that is not contained in Attachment 15.
Response: A hard copy of the PPI tool will NOT be required. Only a saved PPI database file will be required.
Please see instructions (attachment 16). Attachment 16 has been updated and posted to FBO. This response corrects response #69 posted on FBO on 3 March 2014.

5 Attachment 15 – Section C; Contract Specifics
(a) Item 5. Original Contract Value (Do Not Include Unexercised Options).
Is the Government requesting the original intended value of the contract (including option years if they were exercised), or is the Government requesting the Base Year and Transition costs only? Please confirm this is the dollar value awarded to date for services performed.
Response: Number C.5 on Attachment 15 should reflect the orginial contract value at the time of award not including unexercised options.
Number C.6 on Attachment 15 should reflect the current contract value to date including any exercised options (if applicable).
