STATEMENT OF WORK
Personal Financial Management Program (PFMP)
1.0 Description of Services: The contractor shall provide all personnel, tools equipment, materials, supervision and other items necessary to perform duties of the PFMP with the exception of the Government Furnished Property identified in Section 3, of this statement of work. The objective of the PFMP is for employees of the USAF Academy, tenant units, military, (including cadets), Department of Defense civilians and their family members, to be better informed and educated consumers and managers of their personal finances. The PFMP facilitates this through information, education and counseling. The contractor shall insure this objective is carried out according to the guidelines in AF Instruction 36-3009, Personal Financial Management Program, paragraph 4.
1.1 This program encompasses a range of financial education, counseling regarding financial related issues, intervention, and referral. Subjects include, but are not limited to, state and local laws and regulations, usury laws, insurance, consumer issues, credit issues, and bankruptcy. The contractor shall provide technical financial counseling services to Airman and Family Readiness Center (A&FRC) customers, including, but not limited to:
1.1.1 Provide mandatory personal financial management training for all military, E-4 and below. (i.e., First Term Airman Center and Airman Leadership School).
1.1.2 Provide timely, relevant financial training to military members, family members, and Department of Defense civilian personnel on subjects including, but not limited to, basic money management, investments, tax preparation, and consumer issues, if subject matter courses are not available in USAF community agencies, at no charge to participants.
1.1.3 Provide recommendations to the unit commander on requests for financial hardship discharge and other action upon receipt of written requests.
1.1.4 The PFMP contractor must be able to provide general information as well as make presentations in the following areas of interest, specific to the USAFA community: Military Financial programs (i.e., Thrift Savings Plan, Survivor Benefit Plan, Dependent Indemnity Compensation, Military Pay and Allowances, etc.) The PFMP will not provide tax preparation services, however he/she will be conversant in tax issues relevant to military relocation, special pay, etc.
1.1.5 Testify as a witness at Article 32 hearings, courts’ martial, discharge boards, or other legal proceedings, as requested.
1.1.6 Provide education, counseling, and reference materials to customers that address a wide range of personal financial matters, including the Air Force Aid Society programs.
1.1.7 Assist recent widows/widowers on financial planning/management issues.
1.1.8 The contractor will provide a weekly schedule of activities and appointments to A&FRC Director.
1.1.9 Provide counseling, education and assistance in resolving military pay or personal financial issues.
1.1.10 Assist military members in resolving discrepancies in pay or to obtain clarification from the military pay branch.
1.1.11 Work closely with community consumer organizations and financial institutions on matters related to and benefiting military members.
1.1.12 Refer customers to other organizations or advise the unit commander if assessment of financial situations indicates other problems, or potential problems, that should be addressed. After consultation with A&FRC Director.
1.1.13 Conduct formal workshops on specific financial management issues to address client needs. These courses may include, but not be limited to, financial planning, creating a spend plan, creditwise debt management, auto purchase, consumer savvy, retirement planning, education expense planning, purchasing a home, and investing.
2. Services Summary and Method of Observation
2.1 Contractor develops and presents programs which focus on assisting active duty military (including cadets), DoD civilians, and family members in making major life choices regarding the management of their finances. Contractor will provide the A&FRC Director a written overview of each class/seminar to include a consolidated critique summary. When critiques are below satisfactory an improvement plan will be provided to A&FRC Director.
2.2 Contractor will control and maintain the existing Financial Resource Library. Contractor will review library on a quarterly basis to ensure material is current and applicable. The books, pamphlets, and other resources that make up this library will be purchased through the A&FRC budget. Requests for resources will be submitted to the A&FRC Director. All programs and products developed or purchased in support of the PFMP are the sole property of the USAF.
2.3 Contractor will prepare correspondence, staff summary sheets, narratives and statistical reports. This will also include articles, brochures, client files and other written documentation in accordance with A&FRC Directives. The PFMP will maintain AF Form 2800 for 3 months following the last contact with the client. The PFMP contractor will become proficient in the use and application of AFFIRST to include entering all client contacts.
2.4 Contractor will interact effectively with other A&FRC personnel to consult and make appropriate referrals to other staff members. This includes attending staff meetings, assisting in team briefs, assists with special events, and contributes to workshops held by other staff members.
2.5 The contractor shall maintain current familiarity with and apply Air Force and local regulations and publications concerning PFMP, Air Force Aid Society and related areas.
2.6 Customer complaints will become an area of remediation when they exceed three per month.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 The government will furnish an adequate office of approximately 90 square feet, a computer with appropriate software and other office equipment as needed to support the PFMP, including a Financial Resource Library as described in paragraph 2.2.

Appendix A HOURS OF OPERATION
The contractor shall operate the PFMP for 20 hours per week, Monday through Friday, during the normal hours of the A&FRC , generally 0730HRS to 1630HRS. Occasionally, the contractor will receive requests for services during weekends or evenings. These requests will be coordinated and approved by the A&FRC Director. Work performed on weekends and evenings will be given credit on an hour for hour basis.
Appendix B Contractor Authorized Travel
The contractor will NORMALLY provide services on the USAF Academy and in the designated PFMP office in the A&FRC . The contractor, may on occasion, provide training and/or counseling outside of the designated location, with the concurrence of the A&FRC Director. Travel to and from these locales is authorized. The contractor may be scheduled for US Air Force approved training, meetings and/or conferences. Travel, per diem and registration fees, in accordance with the Joint Federal Travel Regulation and USAF directives, is authorized and will be reimbursed when the contractor has been placed on official orders.
Appendix C Conflict of Interest
Contractor/subcontractors must terminate any relationship with securities/insurance sales employers, including terminating the Financial Industry Regulatory Authority (FINRA) registrations to avoid a possible conflict of interest. The Agency Central Registration Depository (CRD) will be checked to verify terminations.
