1. SCOPE

1.1. Scope. This specification covers the requirement for one type of Air Force Academy flight cap.

1.2. Classification. The caps will be of one type in the following sizes as specified (6.2):

3. REQUIREMENTS

3.1 FIRST ARTICLE. Before each production is commenced, the contractor shall submit to the contracting officer, for approval, the following item:

One finished cap, size 7 1/4, conforming to the requirements of this specification.

Note: This requirement may be waived if a prior contractor received the contract for this item.

3.2 BASIC MATERIAL. The basic material shall be cloth, elastique, wool, 18.0 ounce: color will be Academy blue - Shade 500, as specified in Specification MIL-C-3738K, dated 31 March 1987.

3.2.2 BRAID. The braid will be design #7678, Color 095 Blue, 0493 Gray nylon, as manufactured by A.

H. Rice Company, New York NY, OR EQUAL.

3.2.3 SWEATBAND. The sweatband will be 50% polyester, 50% cotton, black, weight 3.43 oz. per square yard. The band shall be cut on the bias and measure 7/8” wide finished, +/- 1/8”.

3.2.3.1 SWEATBAND INTERFACING. The interfacing for the sweatband shall be non-woven, 70% rayon, 30% polyester, black, weight 1.65 oz. per square yard. Recommended source: Karter Bias Corp., 104-10 Greene St., New York NY 10012.

3.2.4 THREAD. The thread used for all sewing shall conform to Type 1A3, 3 ply (cord), ticket Nos. 40, 50 and 70 of A-A-52094. The thread shall be vat-dyed black. The dyed thread shall show good colorfastness to wet-dry cleaning, perspiration, and light when tested in accordance with A-A-52094.

3.2.5 LINING. The material for the lining shall conform to Class I of MIL-C-368, and the color shall be gray.

3.3 CONSTRUCTION. The cap shall be constructed in accordance with the operations in Table I, but the manufacturer is not required to follow the exact sequence of operations as listed therein.

3.3.1 STITCHES, SEAMS, AND STITCHING. Stitches, seams, and stitching shall conform to FED- STD-751. Whenever two or more methods of seaming or stitching types are specified for the same operation, any one of them may be used. Where stitch type 101 is used, the looper (underthread) shall be on the inside of the cap.

3.3.1.1 ENDS OF STITCHING AND THREAD BREAKS. End of seams produced with stitch type 301, when not caught in other seams or stitching, shall be securely backtacked. Thread breaks (all stitch types) shall be securely backtacked. Thread breaks (all stitch types) shall be secured by stitching back of the break 1/2 inch.

3.4 PATTERNS. One master pattern, size 7-1/4, shall be furnished by the Government. The manufacturer’s working patterns shall be graded from the pattern furnished and be identical in shape to the Government-furnished pattern. The Government-furnished pattern shall not be altered in any way.

3.5 FINISHED MEASUREMENTS. The finished measurements of the cap shall conform to Table II.

3.6 IDENTIFICATION OF PRODUCT

3.6.1 CONTRACTOR’S LABEL. Each cap shall have a contractor’s label conforming to Type VI, Class 4, of DDD-L-20. The label shall measure 2-3/4 by 1-1/2 (+/- 1/8”) inches and is intended to be dry cleaned.

The label shall include the following information:

3.6.2 WOOL PRODUCT LABELING. Each cap shall be marked in accordance with the Wool Products Labeling Act of 1939. The information may be included in the contractor’s label.

3.6.3 SIZE/BARCODE LABEL. The ticket shall be approximately 2” by 3”. The numbers for the size shall be at least 1/4” in height. Label will also be bar-coded using type code 39 bar-code. Bar-code will consist of the Cadet Issue Division stock number for each size. Label will be attached to the outside of each plastic film bag for convenience of wand reading.

3.7 WORKMANSHIP. The cap shall be constructed in a thoroughly workmanlike manner. The finished cap shall be clean and shall be free from any defects that might affect appearance or serviceability.

1. CUTTING.

a. The cap shall be cut in a strict accordance with patterns, showing size, shape, and notches for proper assembly of all parts. All wool parts of the cap shall be cut on the straight in the direction of the warp of the material.

b. Any parts containing a hole or weakening defect, such as a smash, multiple floats, or a loose slub that might develop into a hole, shall be replaced at the time of the cutting.

c. Any parts damaged by needle chews that might develop into a hole, scissors or knife cut, tear, hole, mend, or burn shall be replaced during the manufacturing process.

2. SHADE MARKING.

a. All parts of the cap shall be marked or ticketed to insure the proper assembly of size and shade.

3. Crown pieces and side pieces.

a. The label shall be applied or attached to the left-side lining before the lining piece is joined to the cap. If a cloth label is used, the bottom of the cloth label shall be centered on the left-side lining 1 inch above the bottom of the lining piece and stitched on all four sides to the lining only. If the label is applied by stamping, care will be taken to assure that all required information is included.

b. The lining and the outer shell crown pieces shall be overedge stitched together.

c. The crown pieces shall be folded in half lengthwise and shall be single stitched at the seam at the center, tapering to notching at each end of the crown piece, with the ends of the stitching securely backstitched.

d. The lining side pieces shall be joined at each end, starting 1/4 to 5/16 inch from the top end and backstitching the bottom end.

4. Curtain.

a. The tape of the cord-edge braid shall be joined to the upper edge of the curtain.

b. The raw edges of the seam and the edge of the tape of the cord-edge braid shall be overedge stitched together, or the curtain raw edge may be overedge stitched separately, the tape of the coed-edge braid need not be overedge stitched.

c. The cord-edge braid shall be turned over and the curtain edge shall be double stitched, 1/8 inch or 3/16 inch gage, with the first row of stitching 1/16 inch from the edge.

d. The cord-edge braid shall be sewn onto the curtain evenly so that the cord-edge braid or the curtain will not be wavy or puckered.

e. The cord-edge braid at the under lapping end of curtain (left side of cap as worn) shall extend to the end of the curtain.

5. Joining curtain to cap.

a. The raw edge at bottom of curtain shall be overedge stitched.

b. The curtain overlap in the front on the right side shall be stitched through the curtain from the top to the bottom edge of the curtain.

c. The notches of the curtain shall be matched with the front and back seams of the side panels.

The cord-edge braid shall cross at the front fold of the cap (tolerance of 1/4 inch from alignment permitted), with the overlapping end on the right side of the cap as worn. Ease in fullness mostly adjacent to the notches with a 1/4 inch seam, edges overlapped.

6. Sweatband. The sweatband tape shall be interfaced with raw edges of the tape turned under 1/4 inch. Both edges shall be stitched to the cap with the bottom edge stitched through the seam allowance, and the top edge stitched through the side piece. The seam of the sweatband will not be more than 1-3/8 inches to the right or left of the seam at the back of the cap. The sweatband shall not be exposed beyond the bottom edge of the cap, and the lower edge shall be not more than 1/8 inch above the bottom edge of the cap. The stitching shall not show on the outside of the curtain. The cap shall be pressed before sewing in the sweatband.

a. The sweatband shall be cut to the required length. One end of the sweatband shall be turned under, overlapping the other end, and joined with a row of stitching.

b. The top and bottom edges of the sweatband shall be stitched to the side pieces of the inside of the cap. The lower edge covers the curtain seam. The curtain shall be turned up.

Note: In lieu of No. 6a and 6b, the sweatband may be attached to the curtain in continuous strips as specified in No.6c. A two-piece sweatband shall not be used.

c. The sweatband shall be stitched through the curtain seam allowance and the side piece with the ends of the sweatband overlapping 3/5 inch (plus or minus 1/4 inch) and the line of stitching overlapped. The ends of the sweatband shall not overlap at the seam at the back of the cap. The top edge of the sweatband shall be stitched through the side piece.

d. The overlapped end of the sweatband shall be covered with a size ticket, which is stitched into the sweatband seams.

7. Cleaning. All ends of the outside stitching shall be trimmed. Loose threads shall be removed from the cap. All spots, stains, and pin tickets shall be removed.

8. Pressing.

a. The cap shall be pressed with a heated pressing iron or a pressing machine, using a two-piece, flat envelope form joined at the bottom.

A separate form accurately sized and shaped to extend fully the top and the sides of the cap shall be used for each size of cap. The side-piece patterns shall be used as a guide for shaping the forms. The curtain shall be smoothly and evenly pressed along the bottom edge. After pressing, the sweatband shall not be exposed below the bottom folded edge of the curtain nor more than 1/4 inch up from the bottom edge. The crown piece shall not extend beyond the topstitched upper edge of the side piece.

b. The crown edges shall be evenly pressed.

The gloss shall be removed. The pressing impression marks shall be removed from the left side of the curtain.

*Tolerances:

The tolerance for the head size shall be plus 1/4 or minus 1/8 inch.

The tolerance for the over-all height shall be plus or minus 3/16 inch.

The tolerance for the curtain height shall be plus or minus 1/8 inch.

The tolerance for the over-all height at front and back shall be plus or minus 1/8 inch.

4. QUALITY ASSURANCE PROVISIONS.

4.1 SUPPLIER’S RESPONSIBILITY. The supplier is responsible for the performance of all inspection requirements as specified herein. Expect as otherwise specified, the supplier may utilize his own or any other inspection facilities and services acceptable to the Government. Inspection records of the examination and tests will be kept complete and made available to the Government as specified in the contract or order.

The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

4.2 INSPECTION FOR ACCEPTANCE. Unless otherwise specified hereafter, inspection shall be in accordance with ANSI-Z1.4.

4.2.1 TESTING OF COMPONENTS. Except that this specification shall govern in the event of conflict, testing of components shall be made in accordance with applicable subsidiary specifications and drawings referenced herein to the extent applicable.

4.2.1.1 SAMPLING FOR TESTING. Unless specifically requested by the Government, Government-furnished materials shall not be sampled or tested. The sample unit for testing each component shall be the quantity necessary to perform all required tests one time each. The inspection level shall be L-1 of ANSI- Z1.4, and the acceptable quality level for each characteristic tested shall be 6.5 defects per 100 units.

4.2.1.2 TESTING CRITERIA. The unit for expressing lot sizes and the sample unit for testing each component shall be in accordance with applicable subsidiary specification. The lot size for threads shall be bobbins (when used), and the sample unit for testing shall be sufficient number of bobbins to total 360 yards.

When threads are purchased on cones, spools, or bobbins, each shall be tested.

4.2.2 EXAMINATION OF END ITEM. The cap shall be examined for defects.

4.2.2.1 CLASSIFICATION OF DEFECTS. Except for defects with an asterisk (*) in the classification column, defects found during examination shall be classified in accordance with 4.2.2.2, 4.2.2.3, and 4.2.2.4.

Defects with an asterisk in the classification column shall be classified as a major defect when affecting appearance or serviceability seriously and as a minor defect when affecting appearance or serviceability but not seriously.

5. MATERIAL DEFECTS AND WORKMANSHIP DAMAGES.

Material defects and workmanship damages that are inconspicuous and that do not definitely weaken the material shall not be classified as defects. When the condition definitely does weaken the material or when the condition does not definitely weaken the material but is conspicuous when the cap is worn, the material defects and workmanship damages shall be classified as indicated.

a. Any weakening defect, such as a smash, multiple float, loose slub, etc., * that might develop into a hole.

b. Shade bars, slubs, dye or finishing streaks *

c. Hole, scissor or knife cut, tear, mend or burn or a needle chew that might * develop into a hole.

d. Ruptured fibers in the line of sewing (usually caused by broken, blunt, or hooked needles), affecting appearance.

h. Stitch tension. Puckering is evidence of tight tension. When puckering is evident, seam shall be tested by exerting normal pull in the lengthwise direction of seam or stitching.

4.2.2.4 FINISHED MEASUREMENT DEFECT. Any finished measurement deviating from nominal dimensions and tolerances specified in Table II shall be classified as a finished measurement defect.

4.2.2.5 INSPECTION LEVELS AND ACCEPTANCE QUALITY LEVELS. Inspection levels and acceptable quality levels shall be from ANSI-Z1.4.

4.2.3 EXAMINATION OF PREPARATION FOR DELIVERY REQUIREMENTS. An examination shall be made to determine if packaging, and marking requirements of Section 5 of this specification have

been met. The lot size shall be the number of containers in the inspection lot. The inspection level shall be 1-4 of ANSI-Z1.4, and the acceptable quality level shall be 4.0 defects per 100 units. The sample unit shall be one shipping container fully packed and selected just prior to the closing operation. Shipping containers fully prepared for delivery shall be examined for defects of closure and shall be scored as follows:

5. PREPARATION FOR DELIVERY

5.1 PACKAGING.

5.1.1 LEVEL A. Each cap shall be inserted in a transparent plastic film bag made of 0.0015-inch gage polyolefin conforming to type I, grade A, B, or C, finish 1 or 2 to L-P-378. The polyolefin bag shall not be sealed and shall be a minimum of 1 inch longer than the cap. Label requested in paragraph 3.5.3 shall be attached to the outside of each bag.

5.1.1.1 INTERMEDIATE PACKAGING. Forty caps of one size only, packaged as specified in 5.1.1, shall be packed in a fiberboard box conforming to type I or II, class 1, style FTC of ASTM-D1974. The minimum bursting strength of the box shall be 175 pounds per square inch (psi). The inside dimensions of the box shall be approximately 15 inches in length, 12-1/2 inches in width, and 5-1/2 inches in depth. the box shall be closed by applying a minimum 2- inch width tape across the lengthwise seams and extending along the bottom and up the side of the box at least 2 inches.

5.1.2 LEVEL C. Caps shall be packaged in accordance with Industry’s practice.

5.2.1 LEVEL A. Two-hundred and forty caps of one size only, packaged as specified in 5.1, shall be packed in a fiberboard shipping container constructed, closed, and reinforced to conform to type I or II, class 2, style OSC of ASTM-D1974. The minimum bursting strength of the container shall be 275 psi. The shipping container shall be securely sealed by applying adhesive (glue) throughout the entire area of contact between the flaps or by a combination of metal stitching and bottom flaps and sealing the top with adhesive.

5.2.2 LEVEL B. Two hundred and forty caps of one size only, packaged as specified in 5.1, shall be packed in a fiberboard shipping container constructed and closed to conform type I or II, class 1, style OSC of ASTM-D1974. The minimum bursting strength of the container shall be 275 psi. The shipping container shall be securely sealed by applying adhesive (glue) throughout the entire area of contact between the flaps or by a combination of metal stitching the bottom flaps and sealing the top with adhesive.

5.2.3 LEVEL C. Caps shall be packed in a manner to insure acceptance by the carrier and safe delivery at destination. Containers shall be in accordance with Uniform Freight Classification Rules or regulations of other carriers applicable to the mode of transportation.

5.3 MARKING. Interior boxes and shipping containers shall be marked in accordance with MIL-STD- 129.

5.3.1 POLYOLEFIN PACKAGES. A white paper label with the nomenclature and the quantity and the size of the caps legibly printed or stamped thereon shall be inserted into each polyethylene bag so that it is readable through the polyolefin.

6. NOTES.

6.1 Intended Use. The cap covered by this specification is intended for use as flight and duty headgear by male cadets of the United States Air Force Academy.

6.2 Ordering Data. Procurement documents should specify the following:

a. Title, number, and date of this specification

b. Selection of applicable levels of packaging and packing.

6.3 STANDARD SAMPLES. Standard samples of the end items may be obtained from the Procuring Activity.

6.4 FIGURE. Figure 1 shows the general design of the caps and are for information only.
