About this file
This document contains questions and answers regarding a Performance Work Statement for a Minuteman III Crew Resource Management courseware development and training contract opportunity with the Department of the Air Force Global Strike Command. Key details include that the contractor shall provide all personnel, facilities, equipment, materials, and services necessary to develop CRM courseware and conduct training, with initial training to begin in the second quarter of calendar year 2021 at multiple locations. The Performance Work Statement and associated timeframes throughout will require adjustment to account for the delayed contract award. Security clearance is beneficial but not required for instructors, and the government will provide subject matter experts to support contractor-developed CRM courses.

30 June 2020 Questions on MMIII CRM Draft RFP Documents
RFP#: FA6800-20-R-0007
No.
Reference
Contractor Discussion/Question
Government Response
001
PWS Page 3, Para 1.1, fifth sentence
States, “SF classes will start in option year 1.”
Question: Should this sentence change to read, “SF initial classes will begin in the latter part of the Base Year, then SF CT and instructor classes will begin in option year 1”?
No, feedback from the original contract stated that it takes a lot longer to create and customize the contract than expected. Plus it will allow SF time to incorporate the training into their schedule. CT courses will not be needed until 2022 which has been updated in the table on para 1.5.
002
PWS Page 7, Para 1.5.3, table showing course implementation dates
Second line of table lists “New SF Course.”
Question: Should that read “New SF CT Course”?
Yes, this is referring to the CT course. PWS will be updated.
003
PWS Page 16, Para 3.5.1
Discusses subject matter advisors for MMIII operators.
Question: Will the Government also provide advisors for MMIII SF CRM courses?
Yes, expert POCs will be provided.
004
PWS Page 22, Para 4.11.22
Defines a “syllabus.”.
Question: Is the contractor responsible for developing the syllabi for CRM courses or is that a Government function?
Contractor is responsible for developing the syllabus.
005
PWS Page 23, Para 4.13
States security clearance beneficial for CRM instructors.
Question: What level of clearance is desired by the Government?
Secret would be beneficial but is not needed for the contract. Although some case studies maybe based on classified cases the wings can sanitize the reports to be unclassified.
006
PWS Page 27, Appendix 1, Para 1.2, second sentence
States, “The government desires initial training to be provided at the locations below starting no later than the third quarter of CY20.” Third quarter of CY20 includes Jul, Aug, & Sep of 2020; phase-in where SF initial CRM course is developed will be 20 Jul 2020 to 19 Jan 2021.
Question: Should the target time frame for implementation of SF initial course be changed to second quarter of CY21? Allows for completion of initial course by 19 Jan 2021 in first quarter of CY21 and review/coordination with Government.
Most time frames will be bumped forward due to the delay in awarding the contract.
007
PWS Page 27, Appendix 1, Para 1.2, last sentence
States, “A follow-on visit to each location will be conducted in the first or second quarter of CY21 in order to provide initial training to any personnel that were not available during the extended visit.”
Question: Should timeframe for completion of initial SF CRM training be changed to “third or fourth quarter of CY21? Allows for implementation to begin in second quarter of CY21 from previous question.
Most time frames will be bumped forward due to the delay in awarding the contract.
008
PWS Page 27, Appendix 1, Para 1.2, last sentence
