REQUEST FOR INFORMATION

AFGSC Technical Order Library and Maintenance Data Support (TOLMDS)

This Request for Information is being utilized for market research in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). This is not a Request for Proposal, and the government does not intend to make an award on the basis of this RFI or otherwise pay for the information solicited herein.

The Air Force Installation Contracting Agency (AFICA) is seeking to identify sources that may be capable of providing commercial services for AFGSC Technical Order Library and Maintenance Data Support for Air Force Global Strike Command (AFGSC).

The purpose of this acquisition is for the contractor to provide all personnel, equipment, tools, materials, management, supplies and services (except as specified in Part 3, Government-Furnished Property and Services) necessary to perform Technical Order (TO) Library and Maintenance Data Support (TOLMDS) activities at F.E. Warren AFB, Wyoming; Malmstrom AFB, Montana; Minot AFB, North Dakota; and Vandenberg AFB, California, as defined in this Performance Work Statement (PWS).

The Air Force Standard Technical Order Management System is used for the configuration management, storage, and distribution of TO management and content data. The scope of the Air Force Standard TO Management System includes activities from the creation and publication of TOs to their eventual decommissioning. The system includes hardware and software, personnel and facilities, and all manuals developed or acquired for organic operation, maintenance, inspection, modification, or management of centrally-acquired and managed Air Force military programs and end items. These TOs are developed IAW Technical Manual Specifications and Standards, non-embedded personal computer software which automates the function directed by a TO, contractor-developed manuals adopted for Air Force use, and approved Commercial Off-The-Shelf (COTS) manuals. The principal automated TO management applications is the ETIMS. These applications are employed to establish and manage information about Air Force TOs, disseminate current information on available TOs, manage TODO accounts for the ordering of TOs and the maintenance of TO records, and enable the viewing of eTOs online in the ETIMS connected mode and on eTools in the ETIMS disconnected mode.

There is a contract in place to perform TOLMDS services at the present time and the incumbent contractor is Delta Solutions and Strategies, LLC.

The current North American Industrial Classification System (NAICS) code is 541519 with a size standard of $27.5 Million.

The Government is seeking industry input on the questions provided below. A draft PWS is included with this RFI. Information provided will be used to determine if this requirement should be a small business set aside or if it should be full and open competition advertisement. It would be beneficial for small businesses (SB) to respond to this RFI if it is their belief they can perform the work. Based on SB responses the contracting officer can make a determination if the requirement should be set aside for SB.

The expectation for this RFI is to collect relevant information to identify companies who have the capabilities to perform the services above. The intent is not for any interested party to feel like they must provide a lengthy time consuming response to these questions as if they are answering a request for proposal. All information will be reviewed, no matter how brief, and included in the contracting officer’s market research report.

All interested parties are requested to send company and/or descriptive literature decribing their capabilities (in Microsoft Office or Adobe pdf format) along with responses to the questions below and any additional comments to Maj Patrick Graham via e-mail at patrick.graham@us.af.mil and Capt Tiffany Carter at tiffany.carter@us.af.mil. Subject line of the email should be “Response to AFICA TOLMDS RFI.” Respectfully request all responses be received no later than 12:00 PM CST on 30 Mar 18. Telephone responses are encouraged but a follow up email with capability statement is requested. If you have additional questions or comments, please submit your questions in writing (e-mail is preferred). Funds are not currently available and the Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
