PERFORMANCE WORK STATEMENT (PWS)

For

System Engineering Support (SES)

For

Air Force Global Strike Command (AFGSC)/A3 Directorate of Operations

1. DESCRIPTION OF SERVICES

1. General: The contractor shall provide System Engineering Support (SES) to support AFGSC priorities and programs. The Government shall not exercise any human resources related supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government shall exercise supervision over deliverables and other products required of the Contractor. All such items shall be reviewed by the applicable Branch Chief at a minimum and frequently the applicable Division Chief.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform SES as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2. Background:

1.2.1. HQ AF Global Strike Command (AFGSC) functions as an “organize, train, and equip” command for assigned AF units. AFGSC is responsible for conducting the Mission Area Assessment process to ensure subordinate units’ ability to accomplish the AF missions in specific Mission Areas. Further, AFGSC develops policy for ICBM and helicopter operations, to include developing tactics, techniques, and procedures. Finally, AFGSC, through subordinate and associated organizations, executes the operational test programs to ensure the weapon system meets warfighter requirements. To meet these responsibilities, HQ AFGSC requires extensive ICBM weapon system and helicopter expertise.

2.1. Scope:

2.1.1. Obtain, provide, manage and apply systems and specialty engineering resources to meet HQ AFGSC policy, procedural, and test responsibilities for the ICBM and helicopter weapon systems assigned to AFGSC units. Helicopter operations are integral to missile field activities and are a crucial enabler for safe, secure, and effective missile wing success.

2.1.2. Support and participate in technical interchange meetings, program status and design reviews, program audits, progress report meetings and other meetings having significant technical content.

2.1.3. Support and participate in AF meetings and briefings with other DoD and outside agencies. AFGSC requires support in planning, analyses, trade studies, problem resolution and associated systems engineering in order to meet mission needs as specified in Air Force instructions and Joint/DoD directives. The Command also employs required support in tasks necessary to develop, produce, deploy, operate, secure, test, and evaluate ICBMs and helicopters.

They also employ required support necessary to: ensure effective/reliable command, control and communications, assess basing modes, reentry and launch vehicle systems, and potential capabilities/ramifications of technology insertion. These functions apply to all SES contracted efforts.

3.0. Objective:

3.1. The objective of this task is to obtain contractor System Engineering Support (SES). SES tasks include planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to develop, produce, deploy, operate, maintain security, and test and evaluate ICBM and helicopter command control and communications, technology and basing, as well as ICBM reentry and launch vehicle systems.

4.0. Period of Performance: Performance is projected to begin 28 September 2017, with 100% of the contracted man-year equivalents (CMEs) in place by the end of the transition period. Base period will include up to 30 days transition after date of award for personnel to be at their designated work location. The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:

Base Year - 28 September 2017 – 27 September 2018 Option Year I - 28 September 2018 – 27 September 2019 Option Year II - 28 September 2019 – 27 September 2020

5.0. Tasks: The contractor shall provide CMEs on-site to assist in the following tasks. In the event of a vacancy, the contractor is required to replace the vacant position within 30 days.

5.1. Operations Support.

5.1.1. Employment Analysis Support (1X CME).

5.1.1.1. Duty location: Barksdale AFB, LA.

5.1.1.2. Possess Top Secret Clearance.

5.1.1.3. Minimum: 7 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency

5.1.1.4. Minimum: 10 years ICBM Operations experience, 3 years within the last 5 for currency.

5.1.1.5. Minimum: Engineering Bachelor’s degree required.

5.1.1.6. Travel as required to support AFGSC.

5.1.1.7. Review and assess accuracy, reliability and survivability data and apply engineering judgement to transform technical data into a format applicable to the development of weapon system inputs to support AFGSC's annual Planning Factors report to USSTRATCOM.

5.1.1.8. Perform data processing and flight test analysis necessary to support flight test failure analysis, and support any launch anomaly investigations and possible recovery efforts and review flight investigation/anomaly report.

5.1.1.9. Review and assess data, and provide recommendations and required actions to maintain performance fidelity of the deployed force, including: accuracy, reliability, availability, survivability, maintainability, and safety.

5.1.1.10. Review and assess system engineering estimates of system accuracy at system, subsystem, and component levels over entire range of flight test and operational missions.

5.1.1.11. Review and assess the Minuteman Operational Accuracy Reports (MOARs).

5.1.1.12. Review and assess Special Studies and Analysis to characterize the effect of component errors on system accuracy.

5.1.1.13. Review and assess derived weapon system ensemble accuracy parameters (biases and dispersions) and confidence limits at system, subsystem and component levels.

5.1.1.14. Review flight test database following each flight, including flight parameters and accuracy.

5.1.1.15. Review weapon system configuration data, provide technical advice, programmatic guidance and management analysis of ICBM LEPs, LRP efforts and test results. Identify the correlation and impact to the deployed ICBM force performance.

5.1.1.16. Provide assessment of modernization impacts, Aging & Surveillance tests, weapon system failures, parts deletion, anomalies and OTL performance on ICBM operational force reliability.

5.1.1.17. Assist in analysis and understanding of missile systems and the associated parameters required to operate and assess their performance.

5.1.1.18. Assist in meeting the flight test requirements and monitoring the results of ICBM tests.

5.1.1.19. Analyze test flights to include arming and fuzing.

5.1.1.20. Monitor the progress of the ICBM Fuze Program and provide advice on the feasibility of the proposed technical solutions based on the scientific database and models.

5.1.1.21. Provide technical advice, programmatic guidance and management/analysis of ICBM Life Extension Programs and Long Range Planning.

5.1.1.22. Provide management of fratricide support listed in 5.1.7.

5.1.1.23. Provide expertise in other significant warfighting issues requiring mathematical or engineering support.

5.1.1.24. Coordinate and support production of Air Force Global Strike Command Instructions (AFGSCIs) and Air Force Global Strike Command Checklists (AFGSCCLs).

5.1.1.25. Support Nuclear Surety Working Group (NSWG) meetings.

5.1.1.26. Provide briefings, papers, reports, memorandums and other documentation as required for the ICBM operations mission.

5.1.1.27. Provide other technical, administrative and programmatic support within the scope of the PWS as directed by applicable A3 Division Chief.

5.1.2. Current Operations Support (1X CME).

5.1.2.1. Duty location: Barksdale AFB, LA.

5.1.2.2. Possess Top Secret clearance.

5.1.2.3. Eligible for Special Compartmentalized Information (SCI) clearance.

5.1.2.4. Eligibility for Special Access Programs (SAP) including Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), Formerly Restricted Data (FRD) and Nuclear Command & Control – Extremely Sensitive Information (NC2-ESI) access.

5.1.2.5. Minimum: 10 years of ICBM hardware/software support experience;

Desired: 12+ years.

5.1.2.6. Minimum: 5 years headquarters (MAJCOM, NAF) staff experience, 3 years within the last 5 for currency; Desired: 7+ years.

5.1.2.7. Minimum: 10 years ICBM Operations experience; Desired: 12+ years.

5.1.2.8. At a minimum, Bachelor’s degree required. Engineering degree, required.

5.1.2.9. Travel as required to support AFGSC/A3

5.1.2.10. Provide ICBM Software Sustainment Program (IOSSP) Support.

5.1.2.11. Review Test Procedure Specifications for updates for:

5.1.2.11.1. Console Operating Program (COP)

5.1.2.11.2. Aerospace Vehicle Equipment (AVE)

5.1.2.11.3. Minuteman Operational Targeting Program (MOTP)

5.1.2.11.4. Wing Codes Processing System (WCPS) Minuteman Applications Program (WMAP)

5.1.2.11.5. Strategic Codes Processing System (SCPS) Applications Program (SAP) and Common Certification Operating System (CCOS).

5.1.2.11.6. Mission Planning Element (MPE) software suite, including; Personal Computer (PC)-Mission Planning Program (MPP,) PC-Execution Plan Program/Database Generator (EPP/DBG), PC-MERGER, and PC-Quality and Integrity Checker (QUICK)).

5.1.2.12. Provide technical support for requirements development and software/firmware testing (interim build demonstrations, integration testing, formal acceptance) of updated COP, AVE, MOTP MPE, WMAP, SAP and CCOS assessing functionality against software requirements specifications and war fighter functionality requirements.

5.1.2.13. Provide technical input and prioritization assistance to program bi-annual software updates to ICBM operations, planning and coding software programs to include COP, AVE, MOTP, MPE, SIOP Targeting and Applications Computer System (STACS), WMAP, SAP and CCOS and other systems as desired.

5.1.2.14. Provide technical support for requirements development and software/firmware testing (interim build demonstrations, integration testing, formal acceptance) of Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE), Extremely High Frequency [EHF] Terminal (ET), Advanced EHF Terminal (AT), Very Low Frequency/Low Frequency [VLF/LF] Terminal (VT) and Missile Procedures Trainer/Minuteman Enhanced Procedures Trainer (MPT/MEP) software sustainment to include providing deployment certification memorandums and maintaining the HAC/RMPE, ET, AT, VT and MPT AF Form 1067 (Modification Proposal) databases.

5.1.2.15. Update and rewrite the AFGSC Concept of System Support For Higher Authority Communications/Rapid Message Processing Element, Higher Authority Communications Test System, Extremely High Frequency Terminal, Advanced EHF Terminal, Very Low Frequency/Low Frequency Terminal, Missile Procedures Trainer, & Airborne Procedures Trainer document.

5.1.2.16. Prepare and assist in the conduct AFGSC Operations Control Board (OCB) activities to include preparation of meeting announcements, milestones/schedules, presentation materials, minutes, action items and meeting logistics for the HAC/RMPE, IOSSP, MMP/MMPU AEHF Terminals, MPT/MEP and APT programs.

5.1.2.17. Provide technical expertise for requirements development and testing for new ICBM operational support programs, ICBM operational communication programs, ICBM codes programs, and ICBM Launch Control Center (LCC) programs to include:

5.1.2.17.1. LCC Block Update Program - Printer Replacement, Floppy Disk Drive Replacement, Oxygen Regeneration Unit (ORU), Journal Memory Loader (JML) and Voice Control Panel (VCP).

5.1.2.17.2. Strategic Automated Command and Control System (SACCS) Data Storage-Service Life Extension (DS-SLEP) Program (Mass Storage Unit Replacement).

5.1.2.17.3. SACCS Replacement Program.

5.1.2.17.4. Minuteman Minimum Emergency Essential Communications Network [MEECN] Program (MMP) Sustainment.

5.1.2.17.5. MMP Upgrade (MMPU) Testing, Deployment and Sustainment.

5.1.2.17.6. VLF/LF Replacement Program to include antenna and cabling.

5.1.2.17.7. Ultra-High Frequency (UHF) MILSTAR sustainment.

5.1.2.17.8. ICBM Cryptography Upgrade, Increment II (ICU II).

5.1.2.17.9. Patriot Excalibur (PEX).

5.1.2.17.10. Air Force Global Strike Command Automated Information System (AFAIS) to include TimePiece (scheduling) and Missile Code Component Tracking System (MCCTS).

5.1.2.17.11. Airborne Launch Control System (ALCS) Sustainment.

5.1.2.17.12. ALCS Replacement (ALCS-R) Program.

5.1.2.17.13. Other Major ICBM or ALCS Modification or Sustainment Programs, as assigned.

5.1.2.18. Provide technical expertise for development and test of ICBM Operations trainers (Missile Performance Trainer (MPT)/Missile Enhanced Procedures (MEP)) for all software sustainment and modification programs.

5.1.2.19. Coordinate/monitor development, acquisition, and implementation of ICBM operational hardware/software to technically assess operational impacts to crewmembers.

5.1.2.20. Accomplish Air Force Automated Information Systems (AFAIS) certification and accreditation under the DoD Risk Management Framework (RMF) to include supporting documentation.

5.1.2.21. Update the AFGSC Concept of Software Support for AFAIS software.

5.1.2.22. Prepare and conduct AFGSC OCB activities to include preparation of meeting announcements, milestones/schedules, presentation materials, minutes, action items and meeting logistics for the AFAIS suite of software.

5.1.2.23. Provide technical expertise and produce Technical Manual for the LCC NetLink system.

5.1.2.24. Provide technical expertise in planning future software revisions. Review briefings and prepare AFGSC for issues including operational impacts, deployment and cost/benefit analysis.

5.1.2.25. Provide technical expertise for AFGSC Hardness and Survivability program.

Acquire data, evaluate analysis, and advise responses to wide range of reliability and survivability issues.

5.1.2.26. Coordinate and support production of AFGSCIs and (AFGSCCLs).

5.1.2.27. Conduct analysis of Special Access Programs (SAP) requirements.

5.1.2.28. Advise Nuclear Surety Working Group (NSWG) and Nuclear Weapons Systems Safety Group (NWSSG) meetings on technical aspects of ICBM operation.

5.1.2.29. Review proposed changes to associated Technical Orders (T.O.s) for weapon system integration, usability and accuracy.

5.1.2.30. Provide expertise to 625th Strategic Operations Squadron (625 STOS):

5.1.2.30.1. Technical support in planning, creating, validating and testing the Execution Plan Program (EPP) and Message Analysis (MA) databases.

5.1.2.30.2. Technical support in planning, preparing and resolving case input data, assisting with resolution of operational execution plan data issues, and verifying compatibility with STRATCOM requirements.

5.1.2.30.3. Technical support in resolving Targeting and Force Direction Message (FDM) operational targeting issues, FDM format and/or transmission issues, and verifying compatibility with STRATCOM requirements.

5.1.2.30.4. Technical support to Mission Planning Element (MPE) formal qualification and regression testing.

5.1.2.30.5. Technical support to Minuteman Operational Targeting Program (MOTP) qualification testing at the Strategic Missile Integration Complex (SMIC) located at HAFB, UT. Support shall include test coordination with the SMIC and on-site technical support to the targeting team during execution of the testing.

5.1.2.30.6. Technical support to the integrated Console Operations Program (COP), MOTP, and Operational Ground Program (OGP) Weapon System Test (WST), and the Targeting End-End Testing performed at the SMIC including development of WST procedures, on-site support executing WST and resolving WST anomalies.

5.1.2.30.7. Technical support to COP formal qualification testing.

5.1.2.31. Develop operational concepts and provide technical and test expertise for integration of the Ground Based Strategic Deterrent (GBSD) into ICBM Operations.

5.1.2.32. Provide briefings, papers, reports, memorandums and other documentation as required for the ICBM operations mission.

5.1.2.33. Provide other technical, administrative and programmatic support within

5.1.3. Emergency War Order (EWO) Support (1X CME).

5.1.3.1. Duty location: Barksdale AFB, LA. and F. E. Warren AFB, WY.

5.1.3.2. Possess Top Secret/SCI Clearance.

5.1.3.3. Eligibility for Special Access Programs (SAP) including Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), Formerly Restricted Data (FRD) and Nuclear Command & Control – Extremely Sensitive Information (NC2-ESI) access.

5.1.3.4. Minimum: 7 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency; Desired: 10+ years

5.1.3.5. Minimum: 10 years ICBM Operations experience; Desired: 12+ years.

5.1.3.6. Minimum: 10 years Emergency War Order (EWO) experience; Desired:

5.1.3.10. Draft and support production of AFGSCIs, checklists, and other documents to support crewmember execution of STRATCOM requirements.

5.1.3.11. Conduct detailed review of new or changed publications for impact on crew procedures and advises appropriate offices so any affected documents can be updated.

5.1.3.12. Prepare and conduct EWO Conference activities to include preparation of meeting announcements, milestones/schedules, presentation materials, minutes, action items and meeting logistics.

5.1.3.13. Provide technical review and on-site expertise for 20 AF document production. May require document drafting/review, monitoring, tracking, and reporting the results from weapon system hardware/software testing, etc.

5.1.3.14. Provide technical expertise and data review for AFGSC’s support to CJCS Vol VII requirements.

5.1.3.15. Update and publish the Communication and Reporting Directive (CARD).

5.1.3.16. Provide analytical expertise to AFGSC for computation of the ICBM Force Commit for AFGSC/CC submission to USSTRATCOM.

5.1.3.17. Conduct analysis of national level EAP direction and assess impact on ICBM crew procedure timelines.

5.1.3.18. Develop and assist with administering EAP Timing Studies for new/modified ICBM crew procedures. Monitor, gather and compile report data supporting Force Commit times reported to USSTRATCOM as part of CJCS direction for ICBM crew reaction timelines.

5.1.3.19. Coordinate/monitor development, acquisition, and implementation of ICBM operational hardware/software to ensure STRATCOM requirements are met.

5.1.3.20. Provide expertise in other significant war fighting issues requiring mathematical or engineering support.

5.1.3.21. Provide briefings, papers, reports, memorandums and other documentation as required for the ICBM operations mission.

5.1.3.22. Provide expertise in the development, review, and testing of revised ICBM Command, Control, and Communications procedures.

5.1.3.23. Draft and coordinate responses to EWO Guidance and Clarification memorandums received from subordinate units.

5.1.3.24. Monitor and operate AFGSC’s Missile EWO Procedures (MEP) trainer.

Report monthly usage and maintenance to owning contractor and perform software loads, as required. Support MEP operations when needed to perform demonstrations to AFGSC staff, replicate field conditions for anomaly investigations, support development of scripts used for HHQ inspections/evaluations, etc.

5.1.3.25. Design, draft, write, program, test, and administer ICBM crewmember Global Strike Challenge simulator scripts.

5.1.3.26. Review briefings, papers, reports, memorandums and documentation from internal and external DoD agencies for ICBM/EWO equity or impact.

5.1.3.27. Provide other technical, administrative and programmatic support within

5.1.4. ICBM Targeting Support (1X CME).

5.1.4.1. Duty location: Barksdale AFB, LA.

5.1.4.2. Possess Top Secret Clearance.

5.1.4.3. Eligibility for Special Access Programs (SAP) including Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), Formerly Restricted Data (FRD) and Nuclear Command & Control – Extremely Sensitive Information (NC2-ESI) access.

5.1.4.4. Minimum: 7 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency. Desired: 10+ years.

5.1.4.5. Minimum: 10 years ICBM Operations experience. Desired: 12+ years.

5.1.4.6. Minimum: 5 years USSTRATCOM Plans experience. 3 years within the last 5 for currency.

5.1.4.7. At a minimum, Bachelor’s degree required.

5.1.4.8. Travel as required to support AFGSC.

5.1.4.9. Develop AFGSC sortie requirements for OPLAN 801X and USSTRATCOM Operations Order (OPORD) Global Citadel (OGC).

5.1.4.10. Provide expertise with establishing AFGSC policy for nuclear targeting operations supporting CJCS/USSTRATCOM requirements.

5.1.4.11. Formulate AFGSC policy on ICBM force status, configuration, and availability for USTRATCOM planners.

5.1.4.12. Coordinate and monitor development, acquisition, and implementation of ICBM operational hardware/software to assess impacts on crewmember targeting procedures.

5.1.4.13. Perform ICBM capability analysis in support of ICBM sustainment, modernization, and upgrade decisions.

5.1.4.14. Propose AFGSC policies supporting ICBM combat crew targeting and related training/evaluation procedures.

5.1.4.15. Provide technical advice and analysis of ICBM Life Extension Programs (LEPs) and Long Range Planning (LRP).

5.1.4.16. Conduct analysis of modernization impacts on ICBM force reliability.

5.1.4.17. Participate in planning ICBM force structure and maintenance activities required to ensure ICBM Hedge, New Strategic Arms Reduction Treaty (START), and Nuclear Posture Review (NPR) compliance.

5.1.4.18. Support AFGSC Hardness and Survivability program. Acquire data, evaluate analysis, and advise responses to wide range of reliability and survivability issues.

5.1.4.19. Provide expertise in other war fighting issues or studies requiring mathematical or engineering support.

5.1.4.20. Provide technical review and on-site support for 20 AF document review/production and software testing, as required.

5.1.4.21. Provide briefings, papers, reports, memorandums and other documentation as required for the ICBM operations mission.

5.1.4.22. Monitor ICBM sortie availability, configuration, and reporting requirements to ensure compliance with USSTRATCOM OGC; notify applicable Division personnel of deficiencies/discrepancies.

5.1.4.23. Provide other technical, administrative and programmatic support within the scope of the PWS as directed by applicable A3 Division Chief.

5.1.5. Operational Test and Analysis Support (1X CME).

5.1.5.1. Duty location: Barksdale AFB, LA.

5.1.5.2. Possess Top Secret / SCI Clearance.

5.1.5.3. Eligibility for Special Access Programs (SAP) including Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), Formerly Restricted Data (FRD) and Nuclear Command & Control – Extremely Sensitive Information (NC2-ESI) access.

5.1.5.4. Minimum: 10 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency.

5.1.5.5. Minimum: 15 years ICBM engineering experience; 3 years within the last 5 for currency.

5.1.5.6. Minimum: 15 years ICBM Operational test and evaluation experience.

5.1.5.7. Minimum: Bachelor of Science degree; Desired: engineering degree.

5.1.5.8. Travel as required to support AFGSC.

5.1.5.9. Provide mission analysis support to assist in defining the scope of future ICBM modification programs and GBSD test missions in order to meet test objectives, range sensor, and range safety constraints.

5.1.5.10. Recommend mission designs for ICBM modification programs and GBSD relative to accessibility, flight safety analysis and key state vector and sequence event data.

5.1.5.11. Provide engineering expertise for ICBM modification programs and GBSD for potential Launch Analysis Groups (LAG) in order to investigate flight test anomalies and provide analyses in determining causes/malfunctions and develop corrective action solutions that mitigate recurrence.

5.1.5.12. Provide expertise to ICBM modification programs and GBSD flight test failure analysis, and any launch anomaly investigations and possible recovery efforts and contribute to any Flight Investigation/Anomaly Report.

5.1.5.13. Assist in meeting ICBM modification programs and GBSD future flight and ground test requirements and monitoring the results of ICBM tests as related to ICBM future modifications and GBSD.

5.1.5.14. Assists in other significant ICBM modification programs and GBSD flight test and other technical issues requiring mathematical or engineering support.

5.1.5.15. Provide technical support, reach-back, and continuity for ICBM modification programs and GBSD future operations support and testing programs as directed by AFGSC/A3.

5.1.5.16. Provide engineering support, reach-back, and continuity to AFGSC/A3 as part of the GBSD Task Team embedded in ICBM Sustainment Project Officer’s Group, Interface and Control Subgroup, Joint Test Working Group, Requirements Subgroup, Safety and Reliability Subgroup, Maintenance and Logistics Subgroup, and Joint Test Working Group.

5.1.5.17. Interface with AFNWC, NNSA, SNL, LANL, LLNL, and other entities to provide engineering support, reach-back and continuity to A3X for the Interoperable Warhead and other future Warhead Life Extension programs.

5.1.6.1. Duty location: Vandenberg AFB, CA.

5.1.6.2. Possess Top Secret security clearance.

5.1.6.3. Eligibility for Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), Formerly Restricted Data (FRD) and Nuclear Command & Control – Extremely Sensitive Information (NC2-ESI) access.

5.1.6.4. Minimum: 10 years ICBM Operations experience.

5.1.6.5. Minimum: 7 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency

5.1.6.6. Minimum: 5 years Developmental and/or Operational Test and Evaluation experience.

5.1.6.7. Ability to attain and maintain COMSEC access.

5.1.6.8. Minimum: Bachelor’s degree required; Desired: computer science or engineering degree.

5.1.6.9. Travel as required to support 576 FLTS.

5.1.6.10. Develop and coordinate test plans, test sequence documents, performance reports, and other required documentation for OT&E ground tests (SELMs, Software Operational Tests, Future Programs/Other Operational Tests).

5.1.6.11. Provide test analysis support to assist in defining the scope of test missions in order to meet test objectives.

5.1.6.12. Provide expertise during test design to include scenarios and procedures to match current operations.

5.1.6.13. Perform 24-hour Message Generator (MG) and Squadron Data Simulator (SDS) programming and operation in support of operational tests.

5.1.6.14. Provide engineering and analytical support to anomaly investigation teams for determining causes/malfunctions and develop corrective actions that mitigate recurrence.

5.1.6.15. Perform data processing and test analysis necessary to support test failure analysis, and submit appropriate reports.

5.1.6.16. Assist in meeting test requirements during test execution and monitor/compile the results of OT&E tests.

5.1.6.17. Assist in other significant test activities requiring mathematical, programming, or engineering support.

5.1.6.18. Provide technical support/reach-back for ICBM support and testing programs as directed by AFGSC/A3T.

5.1.6.19. Provide briefings, papers, reports, memorandums and other documentation as required for the ICBM operations mission.

5.1.6.20. Provide other technical, administrative and programmatic support within the scope of the PWS as directed by 576 FLTS/CC or applicable A3 Division Chief.

5.1.7. Fratricide Support (2X CMEs).

5.1.7.1. Duty location: Omaha AFB, NE.

5.1.7.2. Possess Top Secret Clearance.

5.1.7.3. Minimum: 10 years Fratricide experience, 3 years within the last 5 for currency.

5.1.7.4. Minimum: 10 years USSTRATCOM Plans experience, 3 years within the last 5 for currency.

5.1.7.5. Minimum: STEM Bachelor’s degree required.

5.1.7.6. Travel as required to support AFGSC.

5.1.7.7. Maintain currency and accuracy of Footprint (FTPRNT) software for development of products delivered to USSTRATCOM for use in fratricide analysis.

5.1.7.8. Generate/upgrade FTPRNT documentation.

5.1.7.9. Perform a system analysis of the footprint generation process and recommend improvements for implementation.

5.1.7.10. Maintain tools and databases required to support fratricide work.

5.1.7.11. Update Re-entry Vehicle (RV) fratricide ellipse data.

5.1.7.12. Generate a parallel set of fratricide data based on "sure safe" criteria.

5.1.7.13. Continually upgrade the processing capability, graphic display and output product capability.

5.2.1. Helicopter Operations Test Support (1X CME).

5.2.1.1. Duty location: Barksdale AFB, LA.

5.2.1.2. Possess a Top Secret (SCI) Security Clearance.

5.2.1.3. Minimum: 7 years headquarters (MAJCOM, NAF) staff experience; 3 years within the last 5 for currency.

5.2.1.4. Minimum:10 years of USAF Helicopter Pilot experience.

5.2.1.5. Graduate of USAF Test Pilot School and/or USAF Weapons School highly desired.

5.2.1.6. Operational and/or Developmental helicopter test experience highly desired.

5.2.1.7. Helicopter Unit CC/DO experience highly desired.

5.2.1.8. Missile Wing Rotary-wing support experience highly desired.

5.2.1.9. Previous close air support (CAS) and aerial gunnery employment experience highly desired.

5.2.1.10. At a minimum, Bachelor’s degree required.

5.2.1.11. Experience with tactical data links (TDL) desired.

5.2.1.12. Travel as required to support tasks as required.

5.2.1.17. Coordinate with MAJCOM/A2 and other intelligence resources to evaluate and update local ICBM area threat assessments and interface with tactician participation in applicable phases of equipment acquisition to mitigate concerns as the helicopter is integrated into the security scheme of each ICBM operating location.

5.2.1.18. Initiate requests, provide inputs, and develop flows to meet the Tactics Review Board (TRB) timetable.

5.2.1.19. Support A3TW development of MAJCOM recommendations on proposed courses of action and timetables etc. for all Tactics Improvement Processes (TIPs) submitted. Ensure TIPs focus upon the best way to improve helicopter support of the ICBM security mission.

5.2.1.20. Disseminate MAJCOM TRB TIPs disposition to subordinate operational and training units and NAF/A3s. Ensure timely flow of tactics information with other MAJCOMs.

5.2.1.21. Provide expertise to A3TT/A3TW during interaction with organizations outside AFGSC in matters regarding ICBM security, tactics, and helicopter security training.

5.2.1.22. Provide expertise in AFTTP 3-1, 3-3 and other tactics development directives. Ensure concepts of operations are published prior to the initiation of test projects.

5.2.1.23. Provide other technical, administrative and programmatic support within the

5.2.2. Helicopter Operations Support (1X CME).

5.2.2.1. Duty location: Barksdale AFB, LA.

5.2.2.9. Travel as required by A3TW to support AF nuclear security.

5.2.2.10. Provide helicopter expertise to the Battlespace Awareness Tiger Team (BATT) in development of future nuclear security C4ISR.

5.2.2.11. Provide expertise during development and integration of the HQ AF/A4S Nuclear Security Roadmap. Provide technical input to insure AFGSC programs are accurately represented in overall product.

5.2.2.12. Provide Systems Engineering Support for helicopter Sustainment and modernization programs to support nuclear security roadmap.

5.2.2.13. Perform engineering analyses and studies to assist AFGSC and 20 AF in performance management of the operational helicopter fleet in support of the security training requirements integrating the helicopter with nuclear security tactics, techniques and procedures.

5.2.2.14. Coordinate with MAJCOM/A2 and other intelligence resources to provide evaluation and support of local ICBM area threat assessments and interface with tactician participation in applicable phases of equipment acquisition to mitigate concerns as the helicopter is integrated into the security scheme of each ICBM operating location.

5.2.2.15. Initiate requests, provide inputs, and develop flows to meet the Tactics Review Board Timetable.

5.2.2.16. Develop MAJCOM recommendations on proposed courses of action and timetables etc. for all TIPs submitted. Ensure TIPs focus on the best way to improve helicopter support to the ICBM security mission.

5.2.2.17. Support dissemination of MAJCOM TRB TIP disposition to subordinate operational and training units and NAF/A3s. Ensure timely flow of tactics information with other MAJCOMs.

5.2.2.18. Provide support during interaction with organizations outside AFGSC in matters regarding ICBM security tactics and helicopter security training.

5.2.2.19. Provide expertise in AFTTP 3-1, 3-3 and other tactics development directives. Ensure concepts of operations are published prior to the initiation of test projects.

5.2.2.20. Coordinate scheduling of munitions, ranges, operational unit support, and waivers for Tactics Development & Evaluations projects in support of 20th AF security training needs.

5.2.2.21. Provide other technical, administrative and programmatic support within the scope of the PWS as directed by applicable A3 Division Chief.

5.3. Overtime, Special Projects, and Reachback.

5.3.1. Flexibility may be required in any given year during the performance period for up to 3 months of extra tasks not yet characterized or foreseen. This may entail extra hours required for current tasks, an unforeseen task that requires contractor effort, or reachback to individuals with certain expertise to assist with issues or problems that arise. For example, the Command is undertaking analysis for GBSD and a replacement helicopter at the same time it is trying to sustain the capabilities of the existing platforms. In the case of the helicopters, the Command is also currently developing tactics, techniques, and procedures for arming them. Not knowing yet where these efforts will lead, the Command must be postured to handle new tasks/projects without sacrificing support in existing areas.

6.0. Security:

6.1. The work to be performed under this contract is up to the TOP SECRET level, and the government will provide all processing, storage, and other accommodations for that and all other classified information. There is, however, a requirement for the company to possess a SECRET Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB) and the company must either possess said clearance or demonstrate the plan for obtaining it at time of proposal submission.

6.2. The contractor and its personnel shall follow the security requirements outlined in the contract’s DD254, Department of Defense Security Classification Specification. The contractor and its personnel shall not divulge any information about files, data, processing activities, functions, user IDs, passwords, or other knowledge that may be gained to anyone who is not authorized to have access to and a need to know such information.

6.3. The contractor and its personnel shall acknowledge that failure to ensure proper control of classified and restricted distribution information may be sufficient cause for termination.

Furthermore, such conduct may be cause for criminal prosecution and imposition of severe criminal and civil penalties.

6.4. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

6.5. Key/Access Control: The Contractor shall establish and implement methods of making sure all keys/access cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include access cards.

No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan.

Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/access cards to the Contracting Officer.

6.5.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

6.5.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

6.5.3. Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.

6.6. Privacy Act Information: Contractor personnel working on this requirement may have access to Privacy Information and, therefore, all said personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, and all applicable agency rules and regulations.

6.7. Core Working Hours.

6.7.1. (1880 hours/47 weeks per year). The Contracting Officer (CO) and Contracting Officer’s Representative (COR) determine core working hours, but will typically consist of 8 working hours per day, 5 days per week. If contractors are required to work extended hours, contractors are expected to adjust their hours before and after these extended hour periods to stay within the proposed total number of hours identified for the current period of performance. Only the Contracting Officer with AFICA/KG can authorize work hours that extend beyond the “core working hours”. This includes weekends, holidays, AFGSC Family Days and any work week that exceeds the typical 40 hour work week as defined by Federal Labor Laws. The contractor shall not exceed these hours without prior approval from the Contracting Officer.

6.7.2. Federal Holidays & AFGSC Family Days:

The following are a list of the standard Federal Holidays. Those listed with an asterisk (*) may also have an additional corresponding AFGSC Family Day:

- Birthday of Martin Luther King Jr. - Columbus Day

- Washington’s Birthday - Veterans Day

- * Memorial Day - * Thanksgiving Day

- * Independence Day - * Christmas Day

6.7.3. Contractors will not account for hours not incurred on the Government site and without oversight. In the event of a declared Federal Holiday (i.e. day after Christmas), normal Federal Holidays, Family Days, inclement weather, etc., in which no Government oversight is available and no written authorization has been approved by the CO prior to time of need, the contractor shall not account for hours not incurred. If the CO does authorize the contractor to work at an off-site location, this location shall be an approved corporate facility in which the supervisor/team lead shall be present to ensure all work being accomplished is directly attributable to their task order. In addition, the COR must submit, in writing, authorization for the contractor to work at their corporate off-site location to the Contracting Officer prior to the need. A home office is never an approved off-site work location. CORs shall allow contractors to adjust their schedules to compensate for missed times and have the option to work extended workdays, if desired.

6.8. Travel: Contractor employees may be required to travel from their regular duty location at to a temporary duty location under this contract. All contractor travel shall be coordinated through the COR and approved by the CO prior to its occurrence. Contractors are not authorized to travel until a Letter of Identification (LOI) – Official Travel of Government Contractors has been signed by both the COR and CO. Lodging and meals shall be reimbursed in accordance with (IAW) Joint Travel Regulations (JTR) guidance/rates. Airfare must be most cost effective commercial rate available at the time of booking travel (cannot use General Services Administration (GSA) City Pair rates IAW JTR Appendix E3 para B.1). Likely temporary duty (TDY) locations include (but are not limited to): Hill AFB, UT, Vandenberg AFB, CA, Offutt AFB, NE, FE Warren AFB, WY, Kirtland AFB, NM, Malmstrom AFB MT, and Minot AFB ND, with potential for other locations supporting AFGSC activities.

6.9. Deliverables. The deliverables specified herein shall be produced in hard and soft copy using media compatible with government software applications. The contractor may use its own format, but the format is ultimately subject to the approval of the government.

6.9.1. Monthly Activity Reports: Contractor shall prepare a monthly summary on activities accomplished and program status.

6.9.2. Conference Meeting Minutes and Trip Reports. These reports are required to document the results of trips, studies, and analyses as requested by the government. Contractor shall present a trip report to the government within five (5) working days after completion of travel.

6.9.3. Presentation and Briefing Material. Copies of presentation material shall be provided for Government approval at least two (2) working days before distribution or presentation, unless otherwise specified. Copies will be given for review in at least soft copy format and readable through standard formatting.

6.9.4. Topic Papers, Bullet Background Papers (BBPs), Item of Interest (IOIs), Official Memoranda, and Staff Summary Sheets. As described in AFH 33-337.

6.9.5. Ready-to-send (RTS) E-mails.

6.10. Quality Control: The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. At a minimum, the contractor shall develop quality control procedures that address the areas identified in section 7, Services Summary. The contractor’s quality control plan shall be submitted to the Contracting Officer and COR within 30 days of contract award.

6.11. Quality Assurance: The government shall evaluate the contractor’s performance by appointing a COR, to monitor performance to ensure services are received. The COR shall evaluate the contractor’s performance through intermittent inspections of the contractor’s quality control program and receipt of complaints from supported government personnel.

6.12. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

6.13. Attire:

6.13.1. All contractor personnel must wear appropriate business attire when performing contract tasks. The Government will not furnish any attire associated with performance of this contract.

6.13.2. Appropriate attire is normally business casual year round. For men, this includes a tucked-in collared shirt, slacks or khakis, and an optional sport coat. Inappropriate items include blue jeans, sandals, tennis shoes, untucked shirts, or cargo pants. For women, business casual includes a business suit or conservative blouse with slacks, skirt lower than mid-thigh), conservative capris, or a conservative sun dress. Inappropriate items include blue jeans, tank tops, and tennis shoes. The Government can provide a pictorial of variations of male and female dress combinations for different occasions.

6.13.3. Some situations require employees to wear more formal business attire. For men, this includes sport coat & tie or business suit & tie. For women, this includes a dress or pants suit.

Situations where employees must wear business attire include attending General Officer (GO)/Senior Executive Service (SES)-level meetings as a principal attendee, hosting distinguished visitors, when directed by the COR, or when TDY where business attire is appropriate (i.e., attending GO/SES-level meetings as a principal attendee or when directed by the conference guidance).

6.13.4. On Fridays, employees may wear a collared shirt that meets business casual guidelines.

Collared shirts bearing the contractor’s name or logo are acceptable upon approval by the COR.

6.13.5. The COR may also allow exceptions to daily dress standards to conduct duties for short periods of time as required.

6.14. Working Space/Material/Equipment.

6.14.1. The Government will provide access to relevant Government organizations, information, documentation, manuals, briefs, and associated materials as required and available.

6.14.2. The Government will provide access to facilities, office space, supplies, and services to include workstations, computers, and phones. Access to classified and unclassified military local area network (LAN) services, LAN support, telephones, and reproduction facilities will be granted. If the contractor determines additional equipment is required, the contractor shall notify the Government, in writing, of the applicable information/equipment required to accomplish the requirements.

6.14.3. Contract employees will be allowed unescorted access to Government buildings on Barksdale AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be IAW Basic Award DD-254.

6.14.4. The government abides by a 100% paper shredding policy for discarded documents of any type. The government will provide contractor access to shredders for all levels of classified material.

6.15. Data Rights.

6.15.1. The Government has unlimited rights to all deliverables under this PWS. The Government shall retain custody of all records associated with the contractor deliverables and shall have exclusive control in the distribution of all written deliverables.

6.16. Organizational Conflict of Interest.

6.16.1. In the course of performance pursuant to this task order, the contractor shall access nonpublic information, including Planning, Programming, Budgeting and Execution (PPBE) information. The contractor agrees that they shall not use or disclose any such information unless authorized by the CO or COR. Contractor further agrees that they will use their best efforts to ensure their employees, and others performing services under this task order, will not use or disclose any such information unless authorized by the CO or COR.
