SECTION 1
DESCRIPTION OF SERVICES TC "Section 1 - Description of Services" \f C \l "1"
1.1. SCOPE OF WORK. Except for the property and services specifically stated as Government-furnished in Section 3 of this Performance Work Statement (PWS), the contractor will furnish all personnel, equipment, tools, materials, supervision, and all other items and services that are required to perform B-52/B-1 Contract Aircrew Training and Courseware Development (CAT/CWD) at Barksdale AFB, LA and Dyess AFB, TX B-2 CAT/CWD at Whiteman AFB, MO may be included in the future by modification if funds become available. The contractor will perform to the standards specified in this PWS. Estimated workload for CAT/CWD is specified in Appendix 1. This contract is scheduled for one twelve-month base year (1 October 2016 to 30 September 2017) followed by four, twelve-month, option years (1 Oct 17 to 30 Sep 21). A phase in period is planned starting 1 September 2016 – 30 September 2016.
1.2. GOALS. The goals of the B-52/B-1 CAT/CWD Contract are:
1.2.1.
Maximize operational effectiveness and combat capability.
1.2.2.
Preserve Air Force personnel and material resources.
1.3.
STRIKE MITIGATION PLAN. If all or part of the workforce performing under this contract is or becomes unionized, the contractor will prepare a Strike Mitigation Plan. A collective bargaining agreement (CBA) is in place for employees at Barksdale AFB and Dyess AFB which expires on 15 July 2018. The Strike Mitigation Plan shall include the contractor’s identification of risks associated with personnel labor disputes, proposed mitigations, and their plan to ensure continuation of services in the event of a strike. This includes provisions for members recalled to active duty under Title 10 USC. This plan will be submitted to the Contracting Officer (CO) during Phase In for Barksdale AFB and Dyess AFB; and within 30 days of the date that a Collective Bargaining Agreement is signed by all parties for other performance locations.
1.3.1. At a minimum, the plan shall address:
(1) Alternate sources of manning to replace the striking workforce.
(2) Detail priority actions in the event the contractor cannot cover 100 percent of the requirement.
(3) List time phased actions to allow for ramp up of manpower, clearances, etc.
(4) Draw clear lines of authority.
(5) Identify the contractor’s personnel to be responsible for coordination with the CO, Contracting Officer’s Representative (COR), local Government Subject Matter Experts (SMEs), and Base Leadership, both prior to and during a strike.
(6) How the contractor plans to maintain security.
(7) Acknowledge the company’s responsibility of timely notification/communication and coordination with the CO from the time a known problem may exist.
1.4 GENERAL INFORMATION. The following sections contain those tasks required to accomplish CAT/CWD in accordance with the requirements of this PWS. The specific tasks for this contract are divided into three categories: (1) CAT, (2) CWD, and (3) General Tasks.
1.5. CONTRACT AIRCREW TRAINING (CAT). The contractor will conduct academic and training device instruction in support of formal course syllabi, training plans, and event lesson plans to formal course students in order to accomplish required event objectives and specific event tasks. The contractor may be required to provide mission qualification training, aircraft commander upgrade training, and continuation training to permanent party aircrew as described in Appendix 1. Academic instruction will be accomplished during the hours of operation as specified in Section 4 paragraph 4.4.1. Academic instruction will include platform academic instruction, remedial training, and may include monitoring of computer-based and self-paced instruction periods. Likewise, the training devices to include any Weapos System Trainer {WST}, Cockpit Procedure Trainer {CPT}, Part-Task Trainer {PTT}, Offensive System Mission Trainer {OSMT}, T-4, etc. will be used during the hours of operation as specified in this PWS. In addition to the specific tasks outlined below, instructor duties will consist of revision and development of student training lesson plans as syllabus or aircraft procedures change due to mission/event/technical order changes or safety requirements. This includes providing the TRSS Det/CC with event data to transform training device events into software format for entry into the training device. The TRSS Det/CC will channel the profile and requirements through AFGSC A3BT. The required mix of dual-qualified (academic and training device instructors) contract personnel will be left to the discretion of the contractor. Refer to Appendix 1 for work load estimates applicable to CAT.
1.5.1. Standard of Performance for Instructors. The standards of performance for instructors will be equivalent to completion standards of the applicable Main Weapon System (MWS) Instructor Upgrade Training Course and/or the Classroom Instructor Course or the Academic Instructor Course (AIC). The contractor will provide academic and training device instruction to allow students to achieve the learning objectives associated with applicable syllabi or training plans. In general, accomplishment of learning objectives will be evaluated by written tests, training device events, and in-flight instruction. Deficiencies in student academic objective achievement identified by test trend analysis will be presented at the Curriculum Reviews (refer to Section 1, paragraph 1.6.3.). The contractor will provide measures to correct identified trends. Contract instructors will have a working knowledge of all applicable publications listed in Appendix 3 of this PWS. Air Traffic Control service and radio calls used will be in accordance with the most current edition of the Federal Aviation Administration Order JO 7110.65V and local directives.
1.5.1.1 Academic Instruction Specific Tasks. The contractor will perform academic instruction using lesson plans to accomplish required lesson tasks. The contractor will perform the following tasks:
1.5.1.1.1.
Prepare classroom for instruction.
1.5.1.1.2.
Issue any lesson-related student materials. This does not include individual student publications distributed by Government personnel, such as, any operational Technical Order (T.O.), Air Force Manual (AFMAN), Air Force Handbook (AFH), Air Force Instruction (AFI), MAJCOM and/or Wing Instruction.
1.5.1.1.3.
Perform academic instruction as required by the applicable syllabi or training plans.
1.5.1.1.4.
At the Government’s direction, provide the appropriate Instructor/Subject Matter Expert to be available for student assistance during selected self-paced and computer-based instruction. During these sessions the contractor will be responsible for the proper use of the equipment in the Learning Center and will report any equipment problems to the TRSS Detachment.
1.5.1.1.5.
Provide make-up instruction of academic lessons to students who have missed class or have failed an examination. Report failed examination in accordance with the syllabus and local Formal Training Unit (FTU) written policy.
1.5.1.1.6.
Provide remedial student training. Remedial training will be in accordance with the appropriate syllabus or training plan. Remediation will be scheduled by the contractor and coordinated in accordance with the local FTU written policy. Remedial training will be scheduled to allow continued normal progression in the syllabus or training plan.
1.5.1.1.7.
Provide Instrument Refresher Course (IRC) instruction as required in B-52/B-1 syllabi.
1.5.1.1.8.
Coordinate and conduct aircraft preflight required to support the syllabi.
1.5.1.1.9.
Review desired learning objectives with students in preparation for examination.
1.5.1.1.10.
Administer and score examinations. The minimum passing score will be as directed by the syllabi and local directives. All examinations will be debriefed to one hundred percent (100%).
1.5.1.1.11.
Accomplish trend analysis and evaluation as described in AFMAN 36-2234 and AFH 36-2235, Volume 2. Analyze all examination results for trends toward faulty questions and deficient instruction. Analysis results will be documented in the Training Evaluation Document (Refer to Style Guide).
1.5.1.1.12.
Develop, review, and respond to end-of-phase and end-of-course critiques of academic instruction. Overall results and changes will be provided to the Government in the monthly contract status report.
1.5.1.1.13.
When required, perform as flight evaluation board or mishap (i.e., safety and/or accident) investigation board witness.
1.5.1.1.14.
Manage academic programs (i.e., configuration control) to comply with AFMANs and AFIs.
1.5.1.1.15.
Maintain continuity folders for each area of responsibility (i.e., Site Manager, Courseware Manager, Instructors/Subject Matter Experts (SMEs), Scheduling, and Administration), which may be periodically inspected by the TRSS Detachment QA program.
1.5.1.1.16.
Maintain production folders for each course taught, which may be periodically inspected by the TRSS Detachment QA program.
1.5.1.1.17.
Maintain audiovisual library, films, tapes, computer graphics files, and lesson courseware. This includes as a minimum, posting changes, maintaining the master lesson courseware (approved contractor produced courseware only) for all syllabus required lessons (including Air Force taught lessons).
1.5.1.1.18.
Manage and control academic equipment (i.e., projectors, televisions, computer learning stations, etc.). If applicable, this includes uploading of Computer-Based Training (CBT). It is the responsibility of the contractor to maintain positive control of the equipment and ensure that the equipment remains in the assigned room.
1.5.1.1.19.
Maintain reference material used in support of academic courseware. This includes any T.O., reference notes, publications, IRC material and publications, etc.
1.5.1.1.20.
Maintain Training Tasks List (TTL) database for B-52/B-1 crew training.
1.5.1.2. Training Device Instruction Specific Tasks. The contractor will perform training device missions/events using event lesson plans to accomplish required event tasks. The contractor will perform the following tasks:
1.5.1.2.1. Review each applicable student's grade book prior to brief.
1.5.1.2.2. Thoroughly prepare students to perform the scheduled event.
1.5.1.2.3. In accordance with the approved simulator instructor/mission pre-briefing guide, conduct a thorough event pre-brief for all training device events. All syllabus required items will be covered.
1.5.1.2.4. Address 100% of all required items in the simulator instructor/mission briefing guide within the allotted briefing time period.
1.5.1.2.5. Accomplish 100% of the specified event tasks during the training device period, unless lack of student progress or maintenance problems will not allow completion. Non-effective training device events will be rescheduled in accordance with the local FTU written policy. Work-arounds due to training device non-availability will be conducted in accordance with the applicable syllabus.
1.5.1.2.6. Instruct students in such a manner that with normal student progression the end-of-course level of proficiency will be met by the end of the academic phase.
1.5.1.2.7. Critique students verbally on all errors committed during the course of the training.
1.5.1.2.8. Instruct students in techniques and corrective procedures to help students avoid repetition of errors.
1.5.1.2.9. In accordance with (IAW) the approved debriefing guide, conduct a thorough event debrief for all training device events, using all available equipment. All syllabus required items will be covered.
1.5.1.2.10. Record student performance on individual event grade sheets IAW AFGSCI 11-464. End-of-course minimum standards are listed in the applicable formal course syllabi. Tasks that are not accomplished will be annotated on the student's "not accomplished" task logs.
1.5.1.2.11 Report any training device event graded as “Non-Effective for Student Non Progression” in accordance with the local FTU written policy.
1.5.1.2.12. Develop, review, and respond to end-of-phase and end-of-course critiques of training device instruction.
1.5.1.2.13. Provide TRSS Det/CC with event data required to modify training device scenarios.
1.5.2.
Training Workload Management Plan. The contractor shall develop, produce, and provide a Training Workload Management Plan and submit it with the contractor’s proposal. The plan will outline the contractor’s management, approaches, methods, and policies to ensure crewmembers are trained in accordance with this PWS. This plan shall include workload analysis, short and long range planning, as well as proposed scheduling procedures. The plan shall include the contractor’s manning levels, specialty mix, and work locations to accomplish student training and courseware development requirements represented in the workload tables in Appendix 1. It will also identify the lines of authority and responsibility among personnel (both prime and any sub-contractors), and formal and informal lines of communication between the contractor organization and Government personnel.
1.6.
COURSEWARE DEVELOPMENT. Contractor personnel will produce, update, and revise courseware to support academic and training device instruction, and flight phases of the training system covered under this contract. The contractor will develop all courseware using the current, updated model of Instructional Systems Development (ISD) as defined in AFMAN 36-2234 and AFH 36-2235. Courseware materials will support formal course programs and CT programs, and may be used for resident and non-resident training. Courseware materials are affected by aircraft hardware, software, tactics, local course rules, flight information publications, and safety publications. The contractor will provide the required number of SMEs for CWD.
1.6.1.
Existing Courseware. All existing courseware is Air Force property and will be transferred to the contractor in its current condition. Courseware will not be destroyed or disposed of without knowledge and consent of the TRSS Det/CC. During solicitation, all interested parties will have a chance to view existing courseware at a date and time specified by the CO. On a non-interference basis, courseware will be made available to the contractor during the phase-in period.
1.6.2.
Courseware Materials. The contractor will develop and produce the following courseware materials described in Appendix 4, Deliverables. NOTE: Refer to Appendix 1 for workload estimates applicable to CWD.
1.6.2.1.
Courseware Development Specific Tasks. The contractor will perform the following:
1.6.2.1.1.
Analyze, develop, and review all scheduled courseware and related materials.
1.6.2.1.2.
Analyze exam items and cumulative data for trends for all courseware (as defined in AFMAN 36-2234 and AFH 36-2235, Volume 2). Maintain analysis results in corresponding lesson production folder.
1.6.2.1.3.
Pursue the use of current technology, teaching tools, and techniques that are compatible with Government media systems.
1.6.2.1.4. Build training materials IAW current ISD guidance set forth in AFI 36-2201 and AFH 36-2235 Vols 1-12. Contractor shall use DoDI 1322.20, Development and Management of Interactive Courseware (ICW) for Military Training and research/report ICW in the Defense Instructional Technology Information System (DITIS) IAW ACCI 36-2250. The contractor shall use the following standards and objectives to develop courseware:
1.6.2.1.4.1. Advanced Distributed Learning System (ADLS) Network, Sharable Courseware Object Reference Model (SCORM) 2004 (or current version). Courseware interchange and run time requirements (such as SCORM) shall allow flexibility of content use and deployment of the courseware.
1.6.2.1.4.2. Employ metadata characteristics including a listing of commonly defined fields for each learning object. These fields shall adhere to an accepted set of rules. Creating, handling, and storing the data and electronically transferring the information shall use common standards of operability.
1.6.2.1.4.3. All training material must be developed to run on the current Air Force Network Integration Center (AFNIC) approved products list (APL) and standard desktop configuration (SDC)-compliant computer hardware and software configurations.
1.6.2.1.4.4. Contractor-developed CBT will be a minimum of level 2 interactivity as defined in ACCI 36-2250.
1.6.2.2.
Courseware Review and/or Revision. Courseware materials are reviewed and/or revised on scheduled, out-of-cycle, and urgent requirements. The contractor will review and/or revise courseware materials as stated in Appendix 1.
1.6.2.2.1.
Scheduled Survey, Review and/or Revision. Scheduled survey, review and/or revision occurs during the normal revision cycle which is once every 24 months. Survey is assigned a development rate of 1% and is intended for minor courseware updates or to ensure concurrency between initial qualification course lessons and virtually identical transition course lessons. Review during the normal cycle is assigned a development rate of 10% and is intended to evaluate the courseware for further revision and to incorporate minor courseware changes. Revision during the normal cycle involves a more substantial work effort and is assigned a higher development rate of 30%. As a minimum, all courseware materials and lessons will go through the survey/review/revision process once every other year. Some transition syllabi lessons use the initial qualification syllabi lesson’s presentation media (PPT or CBT) but have different Instructor/Student guides. In this case, when the initial qual lesson goes through the review/revision process, the transition lesson will also go through the process.
1.6.2.2.2.
Out-of-Cycle Changes. These revisions occur outside the normal review and/or revision cycle. The contractor will update existing academic and training device courseware in response to formal syllabus, T.O., equipment modification, or AFI changes which affect the content of the lesson. The TRSS Det/CC will notify the contractor of the requirement for the change and will furnish all required event details. The contractor will coordinate with the TRSS Det/CC to determine actual need date and provide an updated CDS outlining the delivery date of the out-of-cycle courseware. The TRSS Det/CC will not mandate a delivery date that is less than 14 calendar days from the date of notification.
1.6.2.2.3.
Urgent Action Directive (UAD). The contractor will develop new courseware or revise existing courseware in response to each UAD issued by HQ AFGSC on an as-required basis. The TRSS Det/CC will furnish all required event details. The contractor will coordinate with the TRSS Det/CC to determine actual need date and provide a delivery date for the UAD courseware. Due to the potentially short timeframe, an update to the CDS will be at the TRSS Det/CC’s discretion. The TRSS Det/CC will not mandate a delivery date that is less than 48 hours from the time of notification.
1.6.2.2.4.
Major Block or System Changes. The contractor will develop new or revise existing curriculum in response to major block or system changes to the B-52/B-1 aircraft. The government will furnish all required event details, timelines, and all required technical data to the contractor as soon as it is available. The contractor and the TRSS Detachment will develop a realistic timeframe for the contractor to develop the new or revised courseware. The Courseware Development Schedule (CDS) will then be updated to reflect the change as agreed to by both the TRSS Detachment and the contractor. If the TRSS Det/CC determines the courseware development effort required by the block or system change cannot be accomplished within the workloads identified in Appendix 1, a contract modification will be negotiated.
1.6.2.2.5. Courseware Delivery. Courseware in any medium, once submitted by the contractor and accepted by the Government may be reproduced in whole or part for use by Combat Air Force (CAF).
1.6.3.
Curriculum Reviews. As required, curriculum review meetings will be conducted at least quarterly after training services have begun and will be on dates recommended by the contractor and approved by the Government. These meetings will be held at the place of performance in a facility designated by the Government. The purpose of these meetings is to develop class schedules and to review course updates and the impact of hardware and software problems. Training problem areas, scheduling, and open training issues will be discussed and resolved. If resolution of problem areas or training issues requires action outside the scope of this contract then required actions must be approved by the CO. Minutes of these meetings will be reduced to writing by the contractor and will be signed by both the TRSS Det/CC and the Site Manager.
1.6.4.
Courseware Review Meetings. As required, courseware review meetings will be conducted and will be on dates recommended by the contractor and approved by the TRSS Det/CC. These meetings will be held at the place of performance in a facility designated by the TRSS Det/CC. The purpose of these meetings is to discuss revisions to the current training systems and CWD progress. Courseware problem areas and open courseware issues will be discussed and resolved. If resolution of problem areas or training issues requires action outside the scope of this contract then required actions must be approved by the CO. Minutes of these meetings will be reduced to writing by the contractor and will be signed by both the TRSS Det/CC and the Site Manager.
1.6.5. Instrument Refresher Course CBT. The contractor will review/revise the Instrument Refresher Course CBT annually to confirm that it accurately reflects the latest guidance found in AFMAN 11-210, AFMAN 11-217V1, AFI11-202V3, Flight Information Publications (FLIP), and the AFH 11-203V1 and V2. If changes are required, they will be validated by HQ AFGSC/A3TV and approved by HQ AFFSA prior to being posted on ADLS.
1.7 GENERAL TASKS:
1.7.1.
Instructional Systems Development (ISD). CWD personnel will have a working knowledge of the Air Force model of current ISD commensurate with his or her level of involvement in the ISD process. CWD personnel will also have a working knowledge of all applicable regulations, instructions, procedures, T.O.s, and other publications listed in Appendix 3 of this PWS. Completion of the Air Force ISD course is required for some positions and desired for others (see section 4 of PWS for details).
1.7.2.
ISD Management Plan. The contractor will develop, produce, and provide an ISD Management Plan to the CO concurrently with the contractor's proposal. The contractor's ISD Management Plan will describe the ISD activities to be performed during the analysis, design, development, and implementation of the training for each aircraft. The principle use of this ISD Management Plan is to provide the program management agency a basis for evaluating the effectiveness of applying the ISD process over the life cycle of the training system. After contract award, the ISD Management Plan will be converted to a stand-alone document. See para 1.7.2.3.
1.7.2.1.
Format and Content. The plan will be in contractor format. The plan will include the following sections:
1.7.2.1.1.
Executive Summary. This section will summarize the purpose and scope of the ISD effort and associated support effort. It will address the program management and technical management objectives, quality control methods and procedures, and the standards used to establish the organization, structure, manning, and skill levels of the program team. This section will also describe how ISD organizational functions, responsibilities, Learning Management System/Courseware Management System (LMS/CMS) and support requirements are implemented at each training location. Summary scheduling information and program phasing of major task breakouts will be included. Program tasks will be correlated with key ISD tasks or events that can be observed and verified. Lastly, this section will summarize the total magnitude of the ISD effort for each aircraft in terms of the overall work effort, time required, impacts, expected results, and products.
1.7.2.1.2.
Technical Approach. This section will describe the specific technical approach, use of LMS/CMS for CWD, methods, and procedures used to apply the ISD process at each training location (refer to AFH 36-2235 for guidance). This section will describe the built-in mechanisms used to control and manage the technical requirements for the ISD process. This section will also describe how ISD principles and practices are incorporated into the design and development of the training system. ISD tasks will be correlated with the completion of deliverable products (i.e., data, courseware and software). Work units will be identified with the technical requirements of the training program.
1.7.2.1.3.
Program Management. This section will describe how the ISD effort is managed for the total training program. Special emphasis will be given to ISD management of the training system by functional areas of: Management, Administration, Delivery, Evaluation, and Support (refer to AFH 36-2235, Volume 3). Functional areas of the ISD process will be grouped by ISD phases as follows: Analysis, Design, Development, and Implementation (refer to AFH 36-2235, Volume 3).
1.7.2.1.4.
Program Constraints and Assumptions. This section will describe constraints (i.e., limiting factors) to, and assumptions of, the ISD effort. This section will also describe any impacts these constraints and assumptions could, or will, have on the overall training program. Lastly, this section will describe any new or revised procedures which could affect the Managerial, Acquisition, or Technical aspects of the program as a result of applying ISD constraints and assumptions.
1.7.2.1.5.
Risk Management. This section will describe the systematic approach used to identify and manage the risks associated with the application of the ISD process, especially the CWD effort. This section will also include a description of the technical performance measures (i.e., metrics) used to evaluate the effectiveness of applying ISD principles and practices to the training system over its life cycle. Technical performance measures will include criteria to measure the quantity, quality, and timeliness of performance parameters selected for surveillance of the ISD effort (e.g., development hours required per hour of computer-based instruction).
1.7.2.1.6.
Milestones. This section will identify milestones and time phasing of each CWD task included in the Services Delivery Summary (SDS) of this contract (refer to Section 2). Special emphasis will be given to the development, review, revision, and delivery of courseware.
1.7.2.1.7.
Organization and Staffing. This section will describe the organizational structure that will meet the ISD requirements of the training program. The organizational elements responsible for implementing the ISD process in the training program will also be described, along with their relationship to other supporting organizational elements (e.g., System Engineering, Logistics, Test, etc.). The extent of authority delegated to each element for accomplishment of the ISD effort will be clearly defined. Organizations participating in the management of, or contribution to, the ISD effort will be identified and their specific roles, responsibilities, functions, and interactions will be delineated and will be displayed in a functional matrix.
1.7.2.1.8.
Coordination and Communication. This section will describe the plans for ensuring effective communications among all ISD participants. The processes and procedures to be used for coordination of the ISD effort, use of LMS/CMS and data exchange between agencies, and within the chain of authority, will also be described.
1.7.2.1.9.
Acquisition and Utilization of Resources. This section will describe how resources will be acquired and utilized for accomplishment of the ISD effort over the life cycle of the training system. This section will also identify and describe the quantities and types of resources required for the total ISD effort to include LMS/CMS and supporting server(s). Resources include manpower, personnel, equipment, materials, and facilities. Long-lead items and critical items such as those that may affect concurrence of the training system with the parent system, will also be identified in this section. Lastly, this section will identify resource problem areas which could affect scheduling, funding, or personnel-loading and will describe feasible solutions to these problem areas.
1.7.2.1.10.
Training of Personnel. This section will describe the training provided to personnel to accomplish the ISD effort. Special emphasis will be placed on a description of any required training in the specific technical approach, LMS/CMS, methods, and procedures used to apply the ISD process to the training system. This section will also identify the quantities, types, and skills of personnel requiring ISD training. This section will present scheduling information for ISD training and include a description of the events, periods, and duration of training. Scheduling information should be tied to, and correlated with, other significant program milestones.
1.7.2.1.11.
Other Considerations. This section will contain any ISD considerations that are not addressed in other sections of the contractor's ISD Management Plan.
1.7.2.2 Evaluation of the ISD Management Plan. The ISD Management Plan is an integral part of each offeror's proposal. As such, the ISD Management Plan of each offeror’s proposal will be evaluated by the Government during the Technical Evaluation according to the criteria in the solicitation.
1.7.2.3.
Review/Modification Process and Acceptance of the ISD Management Plan. After contract award, the ISD Management Plan will be converted to a stand-alone document and reviewed by the TRSS Det/CC and the COR during Phase In. Not more than 30 calendar days after receipt, the CO will notify the contractor of acceptance of, or the required modifications to, the ISD Management Plan. The contractor will make appropriate modifications and obtain acceptance of the revised ISD Management Plan by the CO within 14 calendar days of receipt of notification for modifications. As required, the contractor will review and update the ISD Management Plan. The Government will have 30 calendar days to accept the updated plan or required modifications to the plan.
1.7.3.
Master Files. The following table reflects the required working documents and related Master Files for the different products of the ISD process. The Master Files will be maintained as electronic files, hard copies, or any other media (as is applicable). The Government shall have unlimited rights to any and all items delivered under this contract. These rights apply as soon as the Government explicitly or constructively accepts the delivered item. At the completion of this contract, all Master Files will be turned over to the Government in hard copy and/or electronic format. The Government will also have access to completed and accepted master materials prior to the completion of this contract. The contractor will provide to the Government a complete backup of all current courseware monthly.

1.7.4.
Academic Scheduling. The contractor will develop, produce, and provide a definitive academic training schedule for contractor taught platform academic sessions and training device events. The training schedule will be updated weekly and available for review on the LMS. The contractor will develop their academic training schedule to closely integrate academic requirements with Government-taught sessions and flying training requirements to ensure maximum training efficiency.
1.7.5.
Courseware Delivery (CWD) Schedule. The contractor will develop, coordinate, and produce a definitive CWD schedule that will identify the milestones and time phasing of CWD that will occur during the next fiscal year. Special emphasis will be given to milestones at which key ISD tasks or events produce deliverable data or intermediate products of the CWD process. The contractor will provide the initial CWD schedule to the TRSS Det/CC no later than 15 days after the start of Phase In. For subsequent option years, the contractor will provide the CWD schedule to the TRSS Det/CC annually no later than 30 calendar days prior to the beginning of each fiscal year in which it is to be effective. The TRSS Det/CC will have 15 calendar days to notify the contractor of acceptance of, or the required modifications to, the CWD schedule. The CWD schedule will be updated as necessary throughout the contract to accommodate changing CWD priorities or to re-flow work pre-empted by out-of –cycle, urgent action directives or major block or systems changes.
1.7.6.
Conference/Meeting Minutes. The contractor will prepare and submit the minutes from the Curriculum Review, and Courseware Review Meetings, and any other conferences/meetings required by the terms of this contract. Conference/meeting minutes will include, but are not limited to, the following: Purpose and objective of the conference meeting, location, summary of discussions, summary of decisions or agreements reached, resultant action items, and a list of attendees (by name, rank, position, or title, and activity represented). The contractor will publish and distribute the minutes to each attendee and the TRSS Det/CC within 5 business days of the conference/ meeting. In the event Performance Evaluation Meetings are requested and conducted by the CO or the contractor, the contracting office will prepare the minutes and submit them to the contractor and appropriate Government personnel.
1.7.7.
Master Files. All master files are the property of the Government. At the completion of this contract, the contractor will provide the Government with the Master Files for all products developed under this contract. Requirements for the Master Files are defined in paragraph 1.7.3. During the term of this contract the Government may request access to completed and accepted Master File materials prior to the completion/termination of this contract. In this regard, upon request, the contractor will provide the Government access to Master Files.
1.7.8.
Operational Test and Evaluation (OT&E) Support. The contractor may be required to provide support for OT&E of training devices at the place of performance. If OT&E support is required then a negotiated modification to this contract will be accomplished.
1.7.9.
Phase-in/Phase-Out Plan. The contractor shall develop a phase-in/phase-out plan which details how it will ensure continuity of services during transition into and out of this contract, including discussions of workload estimates, priority allocations of personnel and resources, scheduled completion dates of key events and plans for mitigating risk factors associated with the transition. This plan shall be submitted with the proposal.
1.7.10.
Phase-in/Phase-out Responsibilities. The incumbent contractor shall train the initial instructor cadre of the incoming contractor. The incoming contractors shall provide training to qualify any replacement, or additional contract instructors (other than the initial cadre). The initial cadre of instructors shall be certified IAW the incoming contractor's approved training and certification plan, prior to the beginning of their training responsibilities. The incoming contractor shall interface with Government personnel in a manner that minimizes disruption of training activities during the phase-in period. The incumbent contractors shall also provide all continuity books and software user guides, which upon request shall be made available to the Government. The incumbent contractor shall coordinate with appropriate (2 BW/307 BW/7 BW) agencies IAW Local Operating Procedures (LOP) to establish transfer of site licenses for incoming contractor provided that software will be retained by the Government.
1.7.11.
Required Reports. The contractor will prepare and submit reports as required by this contract. At a minimum, the contractor will submit a monthly Contractor’s Progress, Status, and Management Report in accordance with the Style Guide.
1.7.12.
B-1/B-52 Learning Management System (LMS)/Courseware Management System (CMS). The contractor shall provide a B-1/B-52 LMS/CMS. The contractor shall provide an internet based LMS/CMS that identifies and tracks student progress and deficiencies, provides graduate critiques, and serves as a central location for instructor and student academic/courseware needs. In addition, the LMS/CMS shall provide the ability to record and maintain training accomplishment reports for all syllabi training events (academic, training device, and flight). Proposed system will have access controls that allows access to users identified by the government (i.e. access to the LMS/CMS will be available not only to students, but also to B-52/B-1 aircrew at the discretion of the TRSS Det/CC or FTU DA). Access to certain parts of the database (e.g., Master Question Bank) may be restricted to on-site locations as approved by the TRSS Det/CC or FTU DA.
1.7.12.1.
All unclassified material shall be accessible from the FTU/TRSS unclassified LAN from military or civilian workstations, while all classified material shall be located on a classified server that can be accessed via a SIPRNET web page, with password controls (if SIPRNET is not available, then electronic media will be made available to the instructors). Passwords will be provided to all current students, instructors, and upon request through the Detachment CC, to operational unit personnel. LAN access shall be approved IAW LOP.
1.7.12.2.
This capability shall be provided with no additional workload on the FTU/TRSS LAN and information management staff. The contractor will possess network operating and maintenance capability sufficient to support this database and to meet the computer/network needs of all contractor personnel.
1.7.12.3 All systems must be compatible with and approved by the FTU/TRSS LAN manager. Additionally, all systems and their operation must be in compliance with all government security regulations.
1.7.12.4. LMS/CMS will accomplish the following:
1.7.12.4.1. Perform all functions of B-1/B-52 Academic Database system(s) that were in place at contract award. Proposed system must be functional at the end of the phase-in period.
1.7.12.4.2. Provide worldwide 24/7 access for requalification students and operational units at deployed locations with 97% reliability. Down time response shall be less than three hours from notification.
1.7.12.4.3. Track student progress on CBTs including time spent using individual CBTs.
1.7.12.4.4. Provide ability to upload and view files created on Air Force standard programs (e.g., Microsoft PowerPoint) by any user.
1.7.12.4.5. Track student progression on courses including automated cues to safeguard syllabus deviation and facilitate course flow.
1.7.12.4.6. Provide instructor documents (e.g., Training Accomplishment Reports, Mission Comment Sheets) to be used by all contract and FTU instructors.
1.7.12.4.7. Provide an “electronic grade book” to track and record student accomplishments, training records, and progress throughout all syllabus training events.
1.7.12.4.8 Back up all courseware at least weekly to ensure no data/files/training material is lost in the event of primary system failure (hardware, software or combination of both).
1.7.12.4.9 Proposed systems will accept data from current academic database with no loss of material or fidelity. (Current system is Structured Query Language (SQL) -based )
1.7.12.4.10. Provide customizable views and printable products to support class-level course management and monitoring of student progress through all syllabus events.
1.7.12.4.11 Provide automated syllabus and post-graduation feedback processes including a module to solicit and compile survey data from Operational Squadrons. These will include surveys for each graduated student as well as their follow-on supervisors.
1.7.12.5. The contractor will:
1.7.12.5.1. Provide initial training to Government users on the LMS/CMS functions and follow-on training for any system upgrades or major changes.
1.7.12.5.2. Ensure proposed LMS/CMS will accept all data, files, records, lessons, reports, etc. from the currently in use Academic Database without loss of data. Coordinate with outgoing contractor to facilitate the transfer of data from old system to new system.
1.8.
EMPLOYEE TRAINING.
1.8.1.
Training and Certification Plan. The contractor will develop, deliver, and implement a Training and Certification Plan to ensure contractor instructors and CWD personnel meet the standards outlined in this PWS. The plan will include, as a minimum, the instructor qualification requirements for each major block of lessons and each specific training device to be instructed, initial and continuation training of all CAT and CWD personnel, and certification of instructors. The contractor will deliver the Training and Certification Plan to the CO concurrently with the contractor's proposal. The plan will be evaluated by the Government during the technical evaluation process in accordance with the criteria established in the solicitation. During Phase In, the contractor will submit a stand-alone version of the plan for review by the TRSS Det/CC and FTU DA/DAS. The CO will notify the contractor of acceptance or required modifications to the plan not less than 15 calendar days after plan submission. As required, the contractor will make appropriate modifications and obtain acceptance of the revised plan from the CO within 15 calendar days of receipt. Upon acceptance of the plan, the contractor will deliver a copy of the plan to the TRSS Det/CC under this contract within 5 calendar days.
1.8.2.
Continuation Training for Contractor Personnel. B-52 training device instructors are required to meet minimum AFI 11-2-B-52 Vol 1 CT requirements for training devices (e.g., WST, OSMT, CPT, T-4, etc.). Requirements are based on experience level. B-52 only: All continuation training device events may be accomplished from the console. B-1 training device instructors will accomplish one CT WST training event every 180 days, to be accomplished at the crew position vice taking credit for instructing from the device console. For both B-52 and B-1 contract training device instructors: The contractor will develop, maintain and administer written tests equivalent to AFI 11-2-B-1 Vol 2 and AFI 11-2-B-52 Vol 2 testing (i.e. open book general knowledge test, weapons test and IRC test). Results of written tests will be included in the contract instructor’s training file.
1.8.2.1.
As required by the TRSS Det/CC, contract personnel will attend scheduled phase briefings, flight safety meetings, commander calls, crewmember meetings, and intelligence briefings. Academic instructors will attend continuation training to stay current on the latest TTPs for the areas they are qualified to instruct. Attendance will not be required if it precludes performance of academic or training device events.
1.8.2.2.
As agreed on by the contractor, TRSS Det/CC, and AFGSC COR, contract personnel will attend Air Force special schools, conferences (e.g., USAF Weapons School academics, Electronic Warfare School, AFMSS Conference etc.), training sessions and any other appropriate meeting as requested by the TRSS Det/CC or DA/DAS to enhance the employee’s expertise. In the event the Government requests the contractor to travel in performance of this contract, the contractor will be reimbursed IAW DoD Joint Travel Regulations. A travel request will be coordinated with the TRSS Det/CC and sent to the COR at least two weeks prior to the proposed travel for processing/approval. All travel requests shall be submitted using the Letter of Identification (LOI) – Official Travel of Government Contractors template and approved by the CO prior to commencing travel.
1.8.2.3. All contract personnel participating in courseware development must maintain proficiency in CWD software tools (such as MS Office, specialty CWD writing programs, etc) as the Air Force Network Integration Center (AFNIC) approved products list (APL) and/or standard desktop configuration (SDC) are updated with new versions.
1.8.3.
Instructor Training, Certification, Qualification, De-Certification, and Retraining and Re-Certification:
1.8.3.1.
Instructor Certification. The Government will certify in writing the contractor instructors. This certification will be accomplished after the qualification training is complete. The contractor will ensure that each initial cadre who will perform instructor duties is certified by the TRSS Det/CC prior to that individual performing formal student instruction. Grand-fathering certification/qualification for previously certified/qualified employees shall be at the discretion of the TRSS Det/CC.
1.8.3.2.
Instructor Qualification. The outgoing contractor will provide qualification training for the initial cadre of contractor instructors only. All subsequent instructor qualification will be accomplished by qualified contractor instructors. Instructors will qualify in each lesson block and for each training device that they instruct. Instructor qualification will include satisfactorily demonstrating instruction of students under the observation of a qualified instructor. The contractor will provide the TRSS Det/CC written notification that an individual is qualified to instruct, without supervision, a major block of lessons or in a specific training device prior to actual unsupervised instruction by that instructor in that major block of lessons or training device. Written notification will include the name of the individual upgrading to instructor, a description of the qualification received, the name of the instructor verifying the accomplishment of the training, and the date the training was accomplished. Additional requirements for specialty instructors are below:
1.8.3.2.1. Instrument Refresher Course (IRC) Instructor Qualifications. IRC instructors must meet AFMAN 11-210 requirements and be graduates of one of the following: Air Force Advanced Instrument School (AFAIS), Strategic Air Command Instrument Flight Course/Air Force Instrument Flight Course formerly conducted at Castle AFB, CA or Instrument Pilot Instructor School formerly at Randolph AFB, TX. IRC instructors must be qualified instructor pilots per PWS paragraphs 4.2.9.1. or 4.2.9.2.
1.8.3.2.2. Night Vision Goggle (NVG) Instructor Qualifications. In accordance with AFI 11-202 volume 1: be a prior AFRL/AETC/AATTC/MAJCOM FTU certified NVG instructor OR an NVG-qualified WIC graduate. (N/A B-52 FTU) 1.8.3.3.
Instructor De-certification. As a result of observation by a Government Subject Matter Expert (SME), valid customer complaint, or student critique, the CO may direct the contractor to de-certify or remove any instructor under this contract.
Reasons for de-certification and removal will include, but are not limited to the following:
1.8.3.3.1.
Substandard performance during academic instruction.
1.8.3.3.2.
Training device event aborted or non-effective due to inept instructor performance.
1.8.3.3.3.
Failure to protect or properly care for Government property or equipment.
1.8.3.3.4.
Acts that endanger the health or safety of Government or contractor personnel.
1.8.3.4.
Instructor Re-training and Re-certification. Re-training and re-certification of contractor employees de-certified will be done at no expense to the Government. The COR, TRSS Det/CC and FTU DA/DAS will approve the re-certification of an individual prior to the resumption of instructor duties.
1.8.4.
Removal of Substandard Personnel. As a result of observation by a Government SME, valid customer complaint, or student critique, the CO may direct the contractor to remove any employee under this contract.The contractor will be…
