JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
2.1. Background: The Air Force Global Strike Command (AFGSC), which stood up on 7 August
2009, is responsible for defining, training, sustaining, and evaluating the capabilities supporting the missions providing nuclear and conventional global strike forces; which includes
Intercontinental Ballistic Missile (ICBM), B52 bomber, and B2 bomber forces. A time-phased transition of the assigned forces from previous Air Force Major Commands (MAJCOM) ensured the successful transfer of ICBM forces on 1 December 2009 and bomber forces on 1 February
2010. With this transfer came the responsibility to provide a concerted Knowledge Management structure and Enterprise Information Services tools to our units and personnel to further
AFGSC’s capabilities towards meeting the nuclear and conventional global strike missions.
AFGSC purchased and started using the Task Management Tool (TMT) in August 2010 that included an initial purchase of 1200 core user licenses. Use of TMT requires the use of two licenses: Accenture TMT and Microsoft Customer Relations Management (CRM). Since TMT’s inception within AFGSC, we have expanded its use to our two numbered air forces (NAF) and six wings. The quantity of 1200 core user licenses was sufficient for use within the HQ staff but falls short when including two NAFs and six wings. Additional core licenses are required to realize the full potential and efficiency of a standardized enterprise task management system for use AFGSC-wide.
2.2. Scope: This order will provide AFGSC, with headquarters at Barksdale AFB, LA, with essential tools and capabilities to fully use TMT AFGSC-wide. Providing AFGSC personnel full access to TMT will create a versatile enterprise information management tool that will increase efficiency and lower the impact on email servers and storage facilities.
2.3. Objective: To purchase up to 3200 TMT and CRM software licenses to enable user expansion of AFGSC’s Task Management Tool. We currently own 1200 licenses and this purchase request will be for an additional 2000 licenses. This J&A is for the TMT licenses only.
A separate J&A has been created to justify purchase of additional Microsoft CRM licenses.
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
Proprietary TMT software assurance/TMT maintenance for up to 3200 licenses at a cost of
$ per license. This software is produced by only one manufacturer.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF
THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
Accenture is the sole manufacture of the software application defined as TMT. The use of TMT requires the use of two licenses, Accenture TMT and Microsoft CRM. AFGSC requires additional software licenses to expand the use of the Command’s task management system using
Accenture’s TMT software and Microsoft’s CRM platform that uses a SharePoint instance with structured query language (SQL) database server located at the Air Force Reserve Command enterprise environment, Robins AFB, GA. The Departement of the Air Force has adopted
Accenture TMT software as the system of choice to perform task management system processes
Air Force wide. Acquiring a suitable substitute is not an option with the amount of time, money and resources the Air Force has invested in this system. Accenture’s proprietory software is the only TMT software capable of providing the software assurance licenses described in Section III above as they are the only manufacture of the TMT software used by the Air Force and AFGSC.
The U.S. Air Force would experience substantial duplication of cost that could not be expected to be recovered through competition and without causing unacceptable delays in fulfilling its requirements. Therefore, this acquisition is for continued performance of a highly specialized service.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
Market research has indicated the Accenture software is proprietary software and is only available from Accenture Federal Services, LLC. There is no other source and no other software company’s products are compatible with the already purchased TMT licenses purchased from
Accenture. In accordance with FAR 5.202(a)(10), this requirement was not synopsized on the
GPE due to the requirement including brand name descriptions.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The anticipated cost of one year TMT Maintenance / Software Assurance for up to 3,200 TMT users is $ per license based on a request for quote from the OEM manufacturer Accenture dated 21 August 2014 (Tab 6). Based on this quote, the estimated cost for this acquisition is
The anticipated cost of $ per license will be considered fair and reasonable based on price analysis techniques referenced in FAR 15.404-1(b)(2)(ii), comparison of proposed prices to historical prices paid by the Government. The Defense Information Systems Agency (DISA) procured 500 licenses in June of 2013 at a cost of $ each for a total cost of $
This acquisition was executed as a sole source procurement via contract HC1047-13-F-4034.
The current quote for this requirement is $ less per license than the prices paid by DISA 15 months ago for a percentage decrease of %. Based on the price analysis technique using historical prices, the requirement for the use of cost or pricing data is not anticipated.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
Market Research was conducted by the user (AFGSC/DS) and the Small Business office (SB) to determine if small businesses were available to perform the tasks. In doing so, it became evident that TMT is proprietary software available only through its developer Accenture, which is not a small business in accordance with their submission of representations and certifications on the
System for Award Management (SAM) website. The software was previously purchased from its developer, Accenture. When doing research for the Microsoft product, CRM, the Microsoft representative for the TMT package stated that Accenture is the only seller of the TMT tool due to its proprietary nature. Additionally, research revealed that there are over 70,000 users of TMT across DoD and has been the primary solution for many organizations across the AF enterprise.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
For future acquisitions, we will continue to monitor the market for any indication of alternate sources through sources sought notices on the government point of entry (GPE), contacting knowledgeable individuals in Government, and other methods and will solicit those sources if they become available for any follow-on acquisitions.
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidences he has determined this document to be both accurate and complete to the best of his knowledge and belief IAW FAR 6.303-2(b)(12).
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(c)).
