REPAIR & ADD TO FLIGHT SIMULATOR TRAINING FACILITY, BLDG 600

AMENDMENT 1

1. QUESTION: Phasing – Will all furniture, equipment & workstations be removed by the owner before a new phase of work begins?

ANSWER: Drawing PH-101 and PH-102: General Notes 1: Contractor is responsible for moving furniture. The area for storage will be coordinated with the facility manager and COR. Computers and electronic equipment will be removed by occupants.

2. QUESTION: RFP – Please provide an Asbestos and Lead Paint Survey for the building.

ANSWER: Bldg. 600 was built in 1997; consequently there should be no lead-based paints except for any yellow floor stripping and/or bollards. Note: All paint does contain small amounts of lead and OSHA worker safety regulations need to be followed. Similarly, there should be no large amounts asbestos containing materials in the building. Some floor mastics and roof flashings may contain asbestos. Care should be used when handling these materials or they could be tested prior to removal.

3. QUESTION: Drawing A-151/Note 3 – Please provide quantity and locations of the “Failed of Deteriorated Sealants” to be removed and replaced.

ANSWER: Drawings will be used to determine the quantity and location. The entire roof needs to be inspected and repaired.

4. QUESTION: Drawing A-151/Note 4 – Please provide quantity and locations of the

“Cracks in the Mortar Joints at the Brick Masonry Veneer” to be repaired.

ANSWER: Drawings will be used to determine the quantity and location.

5. QUESTION: Drawing A-151/Note 5 – Please provide the quantity and locations of the

Sheet Metal Counter Flashings to be installed. Please provide quantity and locations of the Kick-Out Flashings to be installed.

ANSWER: Drawings will be used to determine the quantity and location.

QUESTION: Drawing A-151/Note 6 – Please provide the quantity and locations of the

Pipe Boot Flashings to be removed and replaced.

ANSWER: Drawings will be used to determine the quantity and location. The entire roof needs to be inspected and repaired.

6. QUESTION: Drawing A-151/Note 8 – Please provide information about the existing roof warranty, and who installed the existing metal roof.

ANSWER: MBCI – Metal Building Components, Inc. Installed 1997 – Had a 20 year weathertightness limited warranty. Roofing contractor L.C. Gaskins

7. QUESTION: Drawing P-102 – Natural Gas Meter & Piping - Will the Utility Service

Provider provide the new natural gas meter at no cost to the contractor, or will the contractor be required to pay for this?

ANSWER: The contractor will be required to pay for this.

8. QUESTION: I-001 – There are Porcelain Pavers listed in the materials types (PP-1 & PP-

2). Please provide a quantity and location of where these pavers are required.

ANSWER: Government does not understand intent of question.

9. QUESTION: IS-101 – There is EMP-1 and EMP-2 type signage required. Please provide more information about this signage, and the quantity and locations where these 2 types of signage are to be installed.

ANSWER: IS107 specifies EPM-1 signage location

10. QUESTION: E-402/Key Note 1 – Control Room A121 & A122 – There are conduits & circuitry to be installed from Panels HD, LD1 & LD2 into the New Flight Simulator

Trench. The Key Note says these conduits are to be routed underground. The trench does not extend all the way to the wall where these panels are located, so there is no accessible route from the panels into the trench. Please provide more information for the routing of these conduits. Can they be run overhead inside the Control Room, then down into trench?

ANSWER: The conduit will be run down from the panel in the new placed concrete to the trench.

11. QUESTION: Is there an Asbestos and Lead Paint Survey available?

ANSWER: Liquidated Damages are not incorporated into this Solicitation.

13. QUESTION: RFP – Please provide Communications / Security / Access Control Drawings

& Specifications.

ANSWER: Not available.

14. QUESTION: RFP – Please provide Landscape Drawings.

ANSWER: None available.

15. QUESTION: RFP – Will Air Barrier testing be required?

ANSWER: Not required.

16. QUESTION: RFP – Please provide Specification 01 45 35 – Special Inspections.

ANSWER: Available from whole building design guide website.

17. QUESTION: RFP – Please provide As-Built Drawings for the building.

ANSWER: Will provide upon award of contract.

18. QUESTION: Drawing I-101, General Note 12 – please provide information on the existing wall coverings to estimate removal costs.

ANSWER: No information available.

19. QUESTION: Drawing I-001 – SC-1 – Specialty Coating – Please provide the thickness required, and the type of coating required, for the new coating on the simulator bay floors.

ANSWER: See specifications.

20. QUESTION: Drawing I-001 – WIN-1 – Window Shade – Please provide locations and sizes where Window Shades will be required.

ANSWER: I-101 & I-102 specifies the location. A-601 specifies size.

21. QUESTION: Drawing I-001 – Please provide a detail of any new floor striping requirements for the simulator bays.

ANSWER: See specifications.

22. QUESTION: Drawing C-400 – Is there a place on-site or on-base where excess dirt can be placed?

ANSWER: Onsite disposal is not allowed. Refer to Dobbins environmental 0-15-60 specifications.

23. QUESTION: Drawing C-400 – Can junction box structure S-2 be constructed with brick instead of Cast-in-Place? (see detail on Drawing C-601)

ANSWER: Cast in place only.

24. QUESTION: Mechanical – Where will the temporary chillers be required to park/be placed?

ANSWER: Coordinate with Facility manager/COR. Site construction activities will dictate.

25. QUESTION: Drawing M-407, Keynote 6 – Please provide information on the existing roofing and roof warranty, to be able to properly seal and maintain warranty when new combustion air & exhaust ductwork is installed.

ANSWER: MBCI – Metal Building Components, Inc. Installed 1997 – Had a 20 year weather tightness limited warranty. Roofing contractor L.C. Gaskins

26. QUESTION: Drawing F-205 - There are 4 device on the drawing that are identified as door holders. Are these truly door holders or are they the door magnetics for access control? Is there any other area that require access control? Would it be possible to get access control drawings for the building so we don’t miss any tying into the fire alarm system?

ANSWER: The door holder devices are existing and will remain in place. Further clarification with the DOR required. If more information is received prior to bid submission date, further clarification will be posted on FBO.gov.

27. QUESTION: Drawing F-201 – Electrical Room A118 - After looking in room A118 at the job walk we do not feel there is adequate space for the existing systems and the new systems to be co-located. Please advise.

ANSWER: Location of new and existing panels will be addressed after award of contract.

28. QUESTION: Drawing F-201 - Will the contractor be required to supply a strobe in each simulator and a control relay to shut down the simulator if the alarm system is activated?

ANSWER: Only devises shown on fire protection plan will be installed. Shop drawings need to be submitted as per the submittal register. Refer to UFC 3-600-01.

29. QUESTION: Specification 28 31 64.00 10 3.3 – The specification requires “Maintain existing fire alarm equipment fully operational until the new equipment has been tested and accepted by the Contracting officer…..” This will require new conduits, wiring and devices be installed and operational before existing system can be removed. Many of the

FA devices are served by conduits within CMU walls. Will new conduit and devices be installed surface-mount on CMU walls before existing devices are removed? Will the walls where the existing devices are removed need to be repaired later? Many of the devices are mounted on drywall ceilings. Will new conduits and devices be surface-mounted, and will the drywall ceilings need to be repaired after the existing devices are removed? For example: A lot of the devices will be located at the same location as the existing devices. Example - they won’t be installing a new flow switch on an existing sprinkler riser and the old monitor module will have to stay connected till the new system is accepted. With the new system replacing devices at the same location there may be limited space. Or the location for the device is in a exposed CMU wall. Would you want us to surface mount these devices next the flush mounted existing device? Please clarify the requirement for the FA System.

ANSWER: Instructions will be provided after award of contract. Consult with COR.

30. QUESTION: Please provide the extent of the exterior painting required.

ANSWER: Refer to drawings finish schedule and specifications.

31. QUESTION: Drawing A-201, Keynote A - Please provide product information for the

Exterior Split-Face CMU Trims (manufacturer, color, water-table and trim profiles) so we can match the existing masonry.

ANSWER: Match existing.

32. QUESTION: Drawing A-111 and 1/A-311 – Is glazed CMU required on the interior wall surface of the new Simulator Bay, including the Control Room walls? If so, please provide product information for the Glazed CMU (manufacturer & color) so we can match the existing masonry.

ANSWER: Match existing CMU for infill.

33. QUESTION: The fire sprinkler subcontractor who is quoting this for us (who is the same subcontractor who installed the existing system) asked about Drawing F-211, which is referenced in Note 1, Sheet F-102. There is no Sheet F-211 in the set of Drawings sent via FBO. Can this be provided?

ANSWER: Sheet F-201 should be referenced.

34. QUESTION: Drawing C-300 & C-600 / Construction Joint Layout Detail – There is a

Doweled Construction Joint (DCJ) just behind the removable bollards, which will require a fairly small area of concrete pavement to be poured in 2 pours. This will increase the price of this pavement area (to the government) and is structurally unnecessary. Can this pavement joint be installed as a Contraction Joint (CJ) instead?

ANSWER: Will be discussed after award of contract.

35. QUESTION: Specification 08 71 00 - Will a Door Hardware Schedule be supplied by the government A/E?

ANSWER: Refer A-601
