Q1. Will the area adjacent to the training aides at 750, as referenced in CLIN 0003 & 0004, be included in this project?
A1. No.
Q2. Regarding CLIN 0003 & 0004, the intent/scope of the "Repair asphalt pavement" is not clearly stated in the statement of work. Is the asphalt to be milled & paved or is the asphalt to be replaced full depth? Please specify (minimum) depth of milling, paving, base, etc.
A2. Asphalt at hangar 747 and 746 to be milled (minimum 1.5”) and repaved. Asphalt at building 904 to be full depth replacement.
Q3. If the asphalt is to be milled & paved, the condition of the asphalt at building 904 is a concern.
The rutting and spider cracking of the entire area suggests that the underlying conditions are poor and/or a thin layer of asphalt exists.
A3. See response to Q2. Asphalt will be full depth replacement.
Q4. Can you provide a map of the haul route (on base and on airfield) and airfield gates to be used?
A4. Haul routes shall enter and exit the base through the commercial gate # 2. See attached “Haul route map.pdf”
Q5. Can you provide a CAD drawing of all of the airfield areas included in the project so that we can prepare preliminary drawings in order to develop our bid estimates?
A5. See attached “Dobbins Airfield.dwg”
Q6. The SOW requires two phases; Design and Construction (para 3.1.2). It also references two performance periods, 180 days and 270 days (para 5.2). Is the intent 180 days for design and 270 days for construction? I believe the design will take at least 120 days and the construction 180 days, not including the waiver time requirements.
A6. Performance period for design will be 120 days. Performance period for construction will be 180 days. Total performance period will be 300 days.
Q7. The section 1010 refers to airfield rubber removal and re-marking. Is it intended to be a template for editing?
A7. Yes, template for editing.
Q8. The new pavement joints IAW the UFC will not align with the existing pavement. For bidding purposes, does the entire perimeter adjoining the existing pavement require reinforcement?
A8. Yes, perimeter will require reinforcing.
Q9. For bidding purposes, does the asphalt pavement section extend to 24" deep like the concrete pavement?
A9. Yes.
Q10. For bidding purposes, is the soil below 24" assumed to be adequate to support the load? Testing will be required to determine this condition.
A10. Yes.
Q11. Can the area of the asphalt replacement be quantified?
A11. The area for measurement was made available at the site visit.
Q12. Can a pavement section for the repair of the asphalt areas be specified?
A12. Minimum 12” GAB, 3” intermediate asphalt, and 2.5” surface asphalt.
Q13. Does the entire infield get regraded and re-sodded? Or does just the area required to drain the new pavement required regrading and re-sodding?
A13. Grade and sod the area required to drain the new pavement.
Q14. What happens to the cracks on the concrete apron to the hangar?
A14. Seal the cracks with a high strength, high modulus, low viscosity epoxy resin.
Q15. Can you provide us with a copy of an existing utilities drawing for all of the areas of the project?
A15. Not available at this time.
Q16. Can you provide us with any geotechnical reports you may have for all of the areas of the project?
A16. Not available at this time.
Q17. Can we assume, for bid purposes, that the existing soil is uncontaminated and suitable for construction?
A17. Assume soils are uncontaminated and suitable for use as a construction material.
Q18. Can you provide us with wheel load distribution and type of aircraft/vehicle, tire pressure and other technical data to aid in the design of the different pavements required for the project?
A18. Aircraft type is C-17.
