BRAND NAME DETERMINATION
REPAIR SEQUENCE FLASHING LIGHTS AND APPROACHING LIGHTS -
REPAIR THRESHOLD LIGHTS ON EAST/WEST END-R2
FGWB 10-0034 & FGWB 12-0017
TOTAL ESTIMATED COST: $148,000.00
Identification of Agency and Contracting Activity:
USAF
Dobbins ARB
94 CONF/LGC
1538 Atlantic Ave.
Dobbins ARB, GA 300069
Nature/Description of Action:
Based on the justification provided herein, a portion of subject acquisition will be made by other than full and open competition:
Description of Supplies:
Dobbins ARB is procuring construction services to repair Airfield Lighting - The current
Honeywell sequence flashing lights control unit and software are not compatible with installed Siemens sequence flashing light system.
Statutory Authority:
The statutory authority permitting other than full and open competition is 10 U.S.C.
2304(c) (1) as cited in FAR 6.302-1 (a)(2)(ii), “Only One Responsible Source.” The
Siemens sequence flashing light system required by Dobbins ARB is available from only one responsible manufacturer and no other type of equipment will fully satisfy our requirements.
Demonstration of Contractor’s Unique Qualifications:
The approach lighting system for runway 11 needs to be modified so the Simplified Short
Approach Lighting Configuration can be used when conditions warrant. The Airfield
Approach Lighting System for Runway 11 and 29 will remain non-compliant with UFC
3-535-01, para. 3-1.4.1 which can result in loss of life and property. The existing
Honeywell Control System was supposed to be compatible with Siemens; however, that is not the case and it must be replaced with a Siemens controller. This is a brand name justification, not single source.
Solicitation of Potential Sources:
This acquisition is a 100% Small Business Set-Aside allowing submission of offers from all small businesses. The project specifications for the Siemens controller will be included in the solicitation specifications. Additionally, this Brand Name Determination will be posted with the solicitation on the Federal Business Opportunities website at www.fbo.gov.
Determination of Fair and Reasonable Cost:
It is determined that the price of the prime contract, including the price of the Siemens controller, will be fair and reasonable. The overall competitive nature of this Invitation for Bid (IFB) will entice bidders to seek the most advantageous pricing from Siemen’s authorized distributors and suppliers.
Market Research:
Existing sequence flashing lighting system was made by Siemens which sold their airfield lighting; known now as ADB Airfield Solutions. A Siemens strobe controller is the only control system that is compatible with the existing sequence flashing lights. At present there is one other company that supplies airfield lighting control systems as a normal course of business, Cooper - Crouse Hinds; however, the software and interface equipment is not interchangeable between these two suppliers. To correct the airfield lighting deficiency, a Siemens control system must be installed to control the in place/existing Siemens flashing lighting system.
Actions Taken to Remove Barriers to Competition:
Once a system is chosen/installed the owner captive to the supplier used for software and programming changes and upgrades; thereby leading to sole source/brand name circumstances when modifying or adding to and existing airfield control system. This situation will only change when software companies design/allow their products to work on competitor's systems. Dobbins' sequence flashing light system is Siemens and requires a Siemens controller to operate effectively. Future actions to remove barriers to competition will include continued efforts to identify other manufacturers of air handling units compatible with the Siemens sequence flashing light system.
