PERFORMANCE WORK STATEMENT

ABSORBENT MATERIALS DIVERSION

25 JUNE 2009

1 DESCRIPTION OF SERVICES

The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform Absorbent Diversion services at Dobbins Air Reserve Base.

The contractor shall perform to the standards in the contract as well as all local, state and federal regulations. Estimated workload factors are in Appendix A and collection locations are in Appendix B.

The purpose of this service contract is to divert used industry-standard white (hydrophobic) absorbent materials and shop towels contaminated with organics from being solid wastes. The contractor shall be able to clean these absorbent pads and shop towels if any of the following organics contaminate them: jet fuel, gasoline, engine oil, turbine oil, synthetic oil, hydraulic fluid, synthetic hydraulic fluid, grease, petroleum distillates, methyl ethyl ketone, or alcohol. Solid wastes are often disposed of at a landfill, or are incinerated, which transfers the contaminants to land or air. Contaminants in solid wastes are often transferred to water through a traditional water wash laundering method, which then requires a treatment plant to treat the contaminants in the water. Dobbins must divert their used absorbents and shop towels from being solid waste and from contaminant transfer to reduce legal liability associated with these other methods. Dobbins requires the use of an environmentally responsible method which utilizes environmentally preferable cleaning agents (e.g. does not include: EPA-17 chemicals, perchloroethylene, ozone depleting substances, toxic materials, etc.), and which reuses, reconditions or recycles both the contaminated absorbent materials and the fluid and volatile organic contaminants removed from the absorbents during the cleaning process.

1.1 SUPPLIES TO BE PROVIDED BY CONTRACTOR

1.1.1 MATERIALS. New and/or cleaned absorbent materials shall be requested of the contractor on a weekly basis. New absorbent materials shall be industry standard white hydrophobic (aka “oil-only”) square pads, designed to absorb only organic liquids. New and/or cleaned shop towels shall be made available in the industry standard for a washcloth style wiping rag in regular, lint-free and static-free fabrics which are completely dry-cleanable for reuse.

1.1.2 DRUMS. New and/or cleaned materials shall be delivered inside a 55 gallon metal drum which meets DOT shipping requirements for the shipment of hazardous materials (i.e. the drum shall be in good shipping condition with no large dents, creases or other signs of structural integrity damage). Drums shall have locking ring lids. These drums shall be used to collect the used absorbent materials and shop towels together for transport off base to the recycling/reconditioning/reuse facility. The drum shall be prelabeled “Absorbent Materials for Recycle”, and shall be uniquely numbered in order for the contractor to track the location where the drum was provided as well as for the contractor to track weights of individual drums collected.

1.1.3 SUPPLIES STANDARD OF SERVICE. The Contractor shall include the costs for all of the following activities into one CLIN price per drum. The standard service per drum shall include:

1.1.3.1 The provision of one 55-gallon UN certified hazardous materials drum (capable of shipping flammable liquids) that is not contaminated with any liquid, debris or residue. The drum shall have a locking ring lid. The drum shall serve as the delivery container for absorbent materials that will fit inside the drum.

1.1.3.2 Each drum delivered shall be „filled‟ with a standard supply of the type of requested absorbents (1000 shop towels, or 200 new oil-only absorbent pads). Each drum shall serve as the collection container for used mixed absorbent materials;

1.1.3.3 The pickup and transportation of one drum of used mixed absorbent materials (regardless of how full the drum is) to the reuse/recycling/reconditioning facility; and

1.1.3.4 The reuse/recycling of these used mixed materials in the drum picked up.

1.2 COLLECTION REQUIREMENTS

1.2.1 The contractor shall establish a weekly collection schedule (one day during the week) upon contract award. Schedule shall be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time.

No changes are allowed to the schedule without CO coordination. The contractor shall only deliver and/or pick up absorbent materials if first notified by the government representative that service is required for the week. Notification will occur via email indicating shop requiring service, quantity of drums to be picked up, and quantity of replacement supplies needed. If the designated day falls on a federal holiday, there will be no service provided that week. The Contractor shall become familiar with the delivery destinations and will not be escorted by base personnel after the initial delivery to a site or shop except under certain security conditions. The Contractor shall accomplish all service between the hours of 8:00 a.m. and 3:00 p.m. on the designated delivery weekday.

1.2.2 When the contractor completes service at a location, there shall be no litter, waste, liquid or recyclable material on the ground within a 10 foot radius of the container. Any problems encountered by the contractor during a scheduled service shall be reported to the Government Representative (GR) prior to leaving the base.

1.2.3 Used absorbents (white pads, white socks, white booms, white drum covers) and used shop towels shall be collected together in drums provided by the contractor. The contractor shall clean all materials collected in drums.

1.2.4 Contractor shall record the unique number of each drum delivered, as well as the unique number of each drum picked up on the shipping document used for transporting the drums of used materials to the recycle/reuse/recondition facility.

1.2.5 Contractor shall ensure that the used materials inside each drum are weighed prior to their being processed, and the weights shall be recorded with the unique drum number for subsequent reporting and certification of recycle/reuse/reconditioning. Weights shall not include the weight of the drum.

1.3 HANDLING OF USED MATERIALS

1.3.1 Used absorbent materials and shop towels (aka “wipers”) shall be handled as hazardous materials, not as solid wastes, and shall be transported as hazardous materials to the recycle/reuse/reconditioning facility. These materials shall not be manifested as “hazardous waste” or even “non-hazardous wastes” at any time during the process.

1.3.2 Pick Up Points. Contractor shall pick up used materials and deliver new materials at the locations specified in Appendix A. The contractor is expected to make deliveries without government escort.

1.3.3 Containers of used materials shall be properly prepared for hazardous material shipment by the contractor prior to loading containers onto contractor‟s transport vehicle. Containers numbers shall be recorded on a shipping document that shall be signed by the GR in Building 510, 678-655-5264 prior to the vehicle leaving the base.

1.3.4 Contractor shall ensure that all used materials shall be handled as follows: shall not be incinerated or burned for energy recovery; shall not be landfilled; shall not be water laundered; and shall only be cleaned using the closed-loop dry cleaning method (ref. para. 1.4.4), and not disposed of in any way.

1.4 ENVIRONMENTALLY RESPONSIBLE METHODS OF PROCESSING

1.4.1 An environmentally responsible method of recycling/reuse/reconditioning these used materials is needed to eliminate the liability of solid waste. The State of Georgia, and the USEPA, both acknowledge that “wipes” that are laundered are not considered to be solid waste. The recycle/reuse/reconditioning facility (“the Facility”) to be used by the contractor shall be a manufacturing or processing facility that holds a current state certified license/permit for their recycle/reuse/reconditioning process, and shall not be a hazardous waste Treatment, Storage or Disposal Facility (TSDF) or a solid waste transfer station or part of a water-based laundering facility.

1.4.2 The Facility shall not have a recent (past two years) history of uncorrected and repeat regulatory environmental violations as reported by the EPA‟s Enforcement and Compliance History Online (ECHO) database.

1.4.3 The Facility must not use any hazardous materials listed on the EPA-17 list of chemicals. The Facility must not use perchloroethylene or other toxic materials as cleaning agents to remove the organics from the used absorbent materials. Mineral spirits are an example of environmentally preferable dry cleaning agents.

1.4.4 It is required that a closed-loop dry-cleaning process, one that captures and distills high boiling point solvents and puts them back into the cleaning process, be used to clean these absorbent materials in order for the contaminants to be captured and reused and not transferred to the air or to other media in order to eliminate liability to the government.

1.4.5 The Contractor shall not utilize a process which transfers the contaminants from the absorbent materials to another media (i.e. water, air, land) for treatment or disposal, as would result from water-based laundering or traditional dry cleaning; rather, the Contractor shall utilize a process which fully reuses/recycles the organic contaminants removed from the absorbent materials, as well as reusing the cleaned absorbent materials to manufacture products sold by the facility.

1.4.6 The government reserves the right to schedule a visit to the recycling facility to verify the process being used meets the requirements of this PWS prior to the contract award.

1.5 REPORTS

1.5.1 The contractor shall provide a monthly report detailing the total quantity of used materials recycled/reused/reconditioned by weight (pounds) the previous month. Format for these monthly reports shall be coordinated with the CO and GR. Reports shall detail each unique drum number, the quantity of used materials removed from each drum (pounds) for cleaning, the date the drums were received at the facility and the date the used materials were recycled/reused/reconditioned.

1.5.2 The contractor shall submit a Certificate of Recycling/Reconditioning with each monthly report, referencing each drum received at the facility by the unique number, and the date the contents were reused/recycled. The Certificate shall display the Contractor‟s business name, address and phone number. The Certificate of Recycling/Reconditioning shall be signed by the facility plant manager following a statement declaring that “all materials received from Dobbins have been recycled/reconditioned in accordance with the facility‟s permit and in accordance with RCRA requirements”.
