About this file
Amendment 2 for the FA667025Q0004 solicitation provides key updates to the Niagara Falls Air Reserve Station's base telephone service procurement. The amendment extends the proposal submission deadline from 23 July 2025 to 25 July 2025 at 1:00 PM EDT and includes detailed questions and answers clarifying technical requirements. Significant details include confirmation that the quote is based on the future DMARC location at 2395 Kirkbridge Drive, with an optimistic five-year timeline for relocation. Usage metrics were provided, showing approximately 4,500 local minutes, 500 long-distance minutes, and 100 international minutes per month during the February-May 2025 period.
Technical specifications were also refined, confirming 3,100 DIDs to be ported, 3,125 end-user devices (with Vesta handling E911), and integration requirements with a Cisco Call Manager System (version 14.0.1.14901-1). The government emphasized the need for path diversity, requiring one primary and one redundant path for commercial dialing. The amendment also attached a revised Performance Work Statement (PWS) to incorporate these clarifications, providing potential vendors with more precise information for developing their proposals for this multi-year telecommunications service contract.

Amendment 2 – Questions/Answers, PWS Revision, and Proposal Due Date Extension
The purpose of this amendment is to:
1. Provide questions and answers for this solicitation.
a. If there is only 1 circuit, there is no ability for load balancing or path diversity . Both LD and Local will be on 1 circuit with all call paths and DID’s. Is this assumption correct and acceptable?
We do need diversity. We need a path, plus one redundant path for commercial dialing.
b. What is the timeframe for the new DMARC location?
We do not have a clear timeframe. Optimistically, five years.
c. Quote is based on future DMARC 2395 Kirkbridge Drive correct?
Correct.
d. What is the total number of local minutes used on average over a four-month period?
For the period February – May 2025, we used ~4,500 minutes.
e. What is the total number of long-distance minutes used on average over a four-month period?
For the period February – May 2025, we used ~500 minutes.
f. What is the total number of international minutes used on average over a four-month period?
Since we typically use DSN for overseas calls, my best guess would be not more than 100 minutes per month.
g. Please confirm the required number of SIP trunk ports/channels is 100.
We do not have SIP trunks currently for commercial lines.
h. Please confirm the total number of DIDs to be ported is 3100.
That is correct.
i. What is the total number of endpoints/phones provisioned on the system that will require 911 provisioning?
We have 3125 end user devices, but we use Vesta for E911. No provisioning for 911 should be required of the vendor.
j. What is the brand name and software version of the government telecom switch that the system needs to integrate with?
We use Cisco Call Manager System version: 14.0.1.14901-1
2. Provide a revised PWS. See attachment
3. Extend the date which proposals must be submitted from 23 July 2025 at 1:00PM EDT to 25 July 2025 at 1:00PM EDT.
All references to proposal submission date and time in the Solicitation are hereby revised to 25 July 2025 at 1:00PM EDT.
