Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 914 MSG/PK

Project/Program Name: Target Retrieval Maintenance Contract

Purchase Request / Local ID Number: F5J3SF9212AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This is a maintenance service to provide semi-annual maintenance and inspections on the existing Meggitt Training System indoor range that was installed in 2011. The semi-annual maintenance requirement is to test for proper operation all components of the target conveying systems; check and adjust drive belts, cables, electrical connection, target stops, carriers, take-up assemblies and all other components of the conveying system not mentioned herein;

lubricate, as required, all components requiring lubrication; clean the overhead track system of debris as required;

repair as required any non-functioning target lane or component thereof, including electronic assembles and the master control console; and inspect all ballistic protection equipment including the bullet trap for improper wear and tear or the accumulation of lead and/or other debris. Also, during the course of work the Meggitt Training Systems technician will provide the customer with basic instruction of maintenance, operation procedures and training on the system.

Section C: Justification for Soliciting from a Single Source or Brand Name

It is the 914 SFS's responsibility to repair and maintain the target retrieval system. The 914 SFS can conduct basic repairs and parts replacement but the electronic assemblies require software from the company to be able to diagnose cpu issues. The software for the system is Meggitt Training System's proprietary software, therefore, it must be updated and checked with their diagnostics and certified technicians. The installed hardware is Meggitt's equipment and many parts have been designed to work with their equipment. Their certified service technicians are specifically trained to identify and maintain all issues that may be found with their products. Having scheduled service visits will help mitigate excessive wear of parts and keep the system running longer. Without proper maintenance, if the lanes in the Shooting Range are not operational, 914 SFS would have to remove personnel from classes resulting in shortfalls to deployment numbers, qualified base protection personnel, qualified pilots, and required SORTS reporting numbers.

Section D: Efforts to Obtain Competition

Market research was performed to identify other vendors capable to perform maintenance on the Meggitt Training System. This included the research of other industry firing range providers and Meggitt users. Meggitt is the only company that can provide their proprietary services. Meggitt has a GSA schedule but the service we are looking for is not included on the schedule. Through FedBizOps researched other J&As posted for similar requirements by Meggitt.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Through every available means the customer will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other entities to participate in this type of service.
