STATEMENT OF WORK
NIAGARA FALLS ARS, NEW YORK
CIVILIAN EMPLOYEE ASSISTANCE PROGRAM
Clarification Questions
1. Does the ARS currently have an EAP?
A1. Yes
2. Who is their current Contractor?
A2 Valu Options Federal Services
3. How long has the Contractor been providing services to the ARS?
A3. 5 years
4. What does the current program model look like? Can you please confirm exactly what is included in the current program and what may be provided at an additional fee?
A4. The Civilian Employee Assistance Program (CEAP) is designed to provide intake counseling, referral, follow-up and crisis counseling for Federal employees/family members with personal problem s. Problems include, but are not limited to, alcohol and substance abuse; marital, divorce and other family concerns; job-related, career, interpersonal or other stress-related concerns; legal and financial issues; weight and eating disorders; psychiatric, psychological, behavioral and mental disorders; child care and elder care referrals; other employee problems, concerns, or disorders that impact the employees ability to perform employment responsibilities.
5. Regarding trainings, how many did the ARS use last year? Do they use more or less than the 6 hours provided in the contract?
A5. One six hour session was used during the Annual Health Fair.
6. In the same vein, for critical incidents (i.e. a natural disaster, workplace accidents, etc.) what type of support does the current program allow for? How many annual onsite hours are built in? How many events did they have last year? Is support included in the current rate or an additional fee?
A6. Up to six on-site visits per year can be used for employee EAP orientations, supervisor EAP training, Critical Incident Stress Debriefings, and one-hour wellness topics during brown bag lunch type events. One session was used for a fee of $200.
7. Why is the ARS out to bid?
A7 contract was a 5 year service contract, Basic year and 5 options
8. Where is their satisfaction level with the incumbent provider? Have they had any service issues? If so, please explain.
A8. Service was satisfactory
