1. Not applicable

ii. With whom can the contractor discuss the location of the trailer to ensure COMM and ELEC hookup to this remote area?

iii. Are these utilities available in this remote area?

Q24. Please provide an erosion sediment control plan that shows the requirements for components such as silt fence, silt sock, temporary construction entrances, turbidity curtains, etc.

A. See typical section on sheet GS-1 for placement and location of the silt fence and sheet GS-1a for construction sequence, temporary construction entrance detail (if needed) and silt fence details & notes.

Q25. Please provided the limits of seeding/restoration and the type of seeding that is required for restoration.

A. The seeding & mulching limit areas are in between construction limits as shown on plan & profile sheets. For type of seeding see ODOT specifications item 659.

Q26. Storm Drainage Utilities – Testing of Storm Sewers – Exfiltration Test – When placing culvert pipes under roads, there is no entry port to fill the pipe with water and no manholes to test from, making this test is impractical/impossible for a project installation of this type. We respectfully request consideration toward removing this specification, as it is not applicable to the work.

A. Remove item 3.7 testing of storm sewers from section 33 40 00 of the specifications.

Q27. Based upon review of Specification section 31 00 00 Earthwork - Item 1.05.A, it is understood a Geotechnical Exploration report is to be included as part of the contract documents. Please provide the referenced Geotechnical Exploration report for review.

Q40. Specification “Section 015001 – Temporary Facilities, Part 1 – General, 1.2 Summary” includes provisions for temporary office trailers for use by the Government during construction phasing; “Part 2 – Products, 2.1 Temporary Facilities” describes a temporary office unit. Is the contractor to provide an office trailer for the government at the site as stated in specification “Part 2, 2.1 Temporary Facilities”?

Q41. Regarding “Specification Section 01 00 00, 1.8 A - Site Administration”, please confirm that the prime contractor’s superintendent be able to act as the Site Safety Person as well as the Quality Control Manager until the project is turned over to the Government.

A. Yes, that will be acceptable.

Q42. The drawings show # 304 aggregate material on the top 10” of road. However, specification Section 31 20 00, Page 2, Item E states that the aggregate should be a P 209 mix; P 209 mix is most often used under pavement for airfield construction due to its drainage properties – it is also more costly than #304 aggregate. Please clarify which aggregate material is to be used on the top 10” of the road.

A. #304

Q43. Please provide Geotechnical Investigation Report, including borings to be used to determine suitability of the material for use on the project.

A. Surplus soil shall be disposed of off-site and coordinated with contracting cyds. See attracted map for location)

Q45. The project scope states the work consists of seeding most for the 338 acres, however the plan only shows the areas disturbed by grading to receive seeding and mulching within the construction limits, which is significantly less area than the 338 acres. Does the project require the area outside of the construction limits to be re-graded and seeded?

A. There is +/- 12 Acres to be reseeded and there will be other areas that will need to be reseeded that is disturbed by this work. So what ever gets disturbed needs to be reseeded.

Q46. From the cut and fill numbers located on the Section Drawings dated 21 July 2016, the contractor can calculate the estimated overall volume of material to removed/replaced. Since all existing topsoil must be excavated, and for the purpose of developing an accurate estimate, what depth should the contractor assume the existing topsoil to be?

A. It varies cannot give you a number to assume.

Q47. As of 28 February 2017, FBO.gov lists three amendments. FBO’s Amendment 1 has no SF 30; FBO’s Amendment 2 has an SF 30 which shows it as Amendment 1;

FBO’s Amendment 3 has an SF 30 which shows it as Amendment 2. Please clarify how offerors should acknowledge them amendments accurately.

A. Amendment 1 is technically not an actual amendment. However, since we have three (3) listed, we will accept 2 or 3 at the bid opening but prefer two (2).

Q48. Define Type B granular material which is specified to be used for the 12” stone base layer.

A. This is indicated in ODOT item master, item 204, extension # 30010 “Granular Material, Type B.

Q49. Is there a specific seed mixture, fertilizer and mulch for the seeding of the topsoil?

A. See ODOT CMS 2016, item 659, section 659.04-commercial fertilizer and for Seed, see section 659.07 Seeds on page 640.

Q50. Is there a soil report from soil borings taken at the proposed site?

Q51. When is the project expected to begin?

A. There is no set time for this project to begin due to preliminary requirements.

Q52. Specification Section 33 44 00 Subsection 3.7.A requires that storm sewers be subjected to a hydrostatic pressure test. The 2013 edition of ODOT's CM&S do not require a hydrostatic test but do require that conduits be free of debris and, for certain types of pipe, that the contractor provide performance inspections and conduit evaluation report signed and certified by a registered engineer. A hydrostatic test for the roadway culverts on this project seem to be unnecessary, but by ODOT specifications, joint gaps may need to be measured post installation to ensure they meet tolerances, an installation plan may need to be supplied, and remote camera inspections may also be required. Please confirm what requirements will pertain on this project to the proposed culverts and storm sewers.

A. Use ODOT Specifications, Item 611, Section 611.08 “joint Conduit”.

Q53. Specification Section 31 00 00 Subsection 1.05. A suggests that Sub-Surface Data in the form of a Geotechnical Report may exist for this project. Can we please have a copy?

Q54. In the General Notes Plan Sheet GS-1 states that the ODOT C&MS dated 2013 will govern the aspects of the improvements. This statement is reinforced further on the same page under the heading Quality Control where it references that Quality Control Testing requirements will be those Required To Comply With ODOT C&MS. In contrast the Specifications for the project identify testing requirements that differ from ODOT's. As an example Specification Section 31 00 00 Earthwork Subsection 3.13.C states that In-Place Density Tests need to be performed every 50 SF and for every lift. This seems excessive and is certainly well above ODOT requirements. This project has over 3 miles of subgrade compaction (exclusive of earthwork), so the number of tests required for the subgrade compaction alone would exceed 3,800.

The point being, that the plans and specifications are in conflict and the contractor can comply with both by applying the more stringent requirement, however doing so in this case does not seem reasonable nor required. Please confirm that the testing requirements should be performed per ODOT specifications and any other reference to alternate specifications can be ignored.

A. Use ODOT specifications per general notes on sheet GS-1.

Q55. What thickness is topsoil required to be spread? Specification 31-00-00 Paragraph 3.12.A requires 6 inches of topsoil. The Topsoil note on plan sheet GS-1 requires topsoil to be redistributed to a 4 inch depth.

A. Use 4” top soil as needed to bring the site back to grade per sheet GS-1.

Q56. Neither the Solicitation nor the Specifications mention installing a Project Sign. Is a Project Sign required? If so, please provide specifications.

A. No project sign is required.

Q57. Describe any special requirements of the Ravenna Arsenal for unescorted entry to the work area.

A. All contractors and subcontractors must be vetted before gaining access to the Arsenal. Further details will be discussed with the Awardee.

Q58. Will any security clearance be required for this project?

Q59. Provide the gate locations and route through the Arsenal site for accessing the work for receiving delivery of materials and equipment.

A. Information regarding access will be discussed with the Awardee.

Q60. Provide details that supply trucks will incur when entering the Arsenal to make deliveries.

Q61. Are there any Operational Shut Down periods that will occur at the work site that we need to schedule our work around?

A. This information will be discussed with the Awardee.

Q62. Is there any requirement for protection of Existing Delineated Wetland Areas that fall outside the footprint of the construction limits shown on the drawings?

A. Wetland areas outside the project limits shall not be disturbed, and shall be preserved. Contractor shall take Precautions when working around the Wetlands.

Q63. Specification 31-00-00 Earthwork, Paragraph 3.13 Testing provide frequencies for performing gradation tests according to ASTM C 136 of one test per 100 cubic yards of material, and in-place compaction test of one test per 50 square feet of each lift of fill. Each of these frequencies are excessive as compared to industry standards.

Please review and advise as to what frequencies are required.

A. Use ODOT specifications per general notes on sheet GS-1.

Q64. Specification 31-20-00 Earth Moving, Paragraph 3.15 Field Quality Control references Division 1 Section 01-40-00 Quality Requirements. The Specification provided do not include this section. Please clarify the requirements.

A. Use ODOT specifications and procedures indicated in ODOT spec. book 2013.

Q65. The description included on the Solicitation Section B - Item No. 0001 states ."restoring the natural ditches throughout the area." The specification and plans do not mention or show any work being done to ditches and streams outside of the construction limits shown on the plan views of the drawings. Is there any ditch restoration that needs to be performed outside of the construction limits?

A. No ditch work will be done outside the construction limits.

Q66. The details for both of the bridge plans show earthen material backfill inside the structure to establish the stream flowline. To install the precast concrete footer, you must excavate below the existing grade and flow line. The footer must remain accessible until the corrugated arch is cemented into the footer. This does not allow you an opening to backfill to flow line under the newly installed corrugated arch. The head room provided from the flowline elevation to the inside top of the structure is not sufficient to perform the work from the side. Bridge #33 has only 1.61 feet and Bridge #54 has only 2.24 feet of head space. Neither one allows for equipment or personnel to access the area to complete the work. Please revise details to allow for constructability.

A. Contractor shall create workable solution to install the two structures.

Q67. Will there be room on site to put a field office trailer? If so, is there electric available at this location?

A. See Amendment 0001

Q68. Section 31 00 00 1.05 Sub-surface data refers to geotechnical report. Please provide a copy of geotechnical report.

Q69. Please clarify that excess material; suitable and unsuitable can be spread / graded on site.

A. Some excess excavated material may be distributed on site (away from the Wetlands) without altering any flowlines.

Q70. Is there an existing interior space within the Station that can be used for temporary office and weekly progress meetings?

A. Yes, there will be an area within the Arsenal for a temporary office. Also, See Amendment 0001.

Q71. Due to the Owners emphasis on recycling, can recycled concrete be used in lieu of virgin stone? If not, is limestone required or can crushed rock or gravel be used as a substitute?

A. No

Q72. The specs specifically state that drawings are not to be dimensioned, are we to base our bid on the engineer's quantities provided on the drawings?

A. Yes

Q73. Specs are contradictory, are we wasting excess soils on site or hauling offsite? If leaving onsite, are we stockpiling soils and seeding the stockpile for the Arsenal's future use or do we need to spread the soils and seed? If so, can we have the approximate locations of the waste areas?

A. Surplus soil shall be disposed of off-site and coordinated with contracting cyds. See attached map for location)

Q74. 10” aggregate base material. Plan sheet GS-1 states to use 2013 ODOT specifications. The project specifications on page 2 of 8, section 31 20 00 shows the acceptable material passing the No. 200 sieve to be 8% or less. ODOT specifications are different. Will the ODOT specifications for the material be acceptable?

A. Use ODOT Specifications

Q75. 12” granular type B. Same question – Will ODOT specifications be acceptable?

A. Yes

Q76. Topsoil - On sheet GS-1 the note on topsoil states that we shall remove & stockpile topsoil. Redistribute 4”. Is there enough topsoil where we are digging to redistribute existing topsoil or will we have to furnish & place topsoil? We could not see anything with the snow cover during the site visit. Also job specs state 6” of topsoil placement.

A. Top soil can only be redistributed in areas outside Wetlands without changing any drainage patterns.

Q77. Is it possible to have another walkthrough in the next week?

A. Providing another walkthrough is not available due to time constraints.

Q78. The SWP3 in accordance with Ohio EPA Permit No.: OHC000004 – Part III requires Post-Construction Storm Water Management (Per Section “e” of Part III). Post construction requirements are done at the time of the project design and not during construction as significant design efforts are required.

Can you clarify to see if Section “e” should be omitted as all other sections of Part III are typical to the SWP3 developed at the time of construction (assuming that Surface Water Protection – Section “f” has already occurred with applicable permitting).

A. Ohio EPA Permit No.: OHC000004 must be followed in its entirety.
