KYJM 19-9003 Outdoor Fitness Facility Design-Built Project, Design Requirements

DESIGN REQUIREMENTS

GENERAL: The work covered by this contract consists of, but is not limited to, the furnishing of all plant, labor, services, tools, materials, equipment, transportation, supervision and all miscellaneous requirements needed to perform all operations in conjunction with the effort to accomplish the Design Requirements below. All work shall be done in conformance with applicable sections of the attached Environmental Protection Specification, the concept drawing, location map, pictures, Federal, State and Miami-Dade Department of Environmental

Management (DERM) codes and regulations, and OSHA requirements. The term, Contractor, shall be interpreted to mean the prime contractor and all its subcontractors. The term, Contracting Officer, shall mean the Contracting Officer and/or designated representatives. All final design drawings shall be signed, sealed and dated by registered architect (architectural) and professional engineer (engineering). Design company name, address, phone number and certification of authorization shall be shown on drawings. Design drawings shall include relevant standard details for typical items installed under this contract.

1. SITE LOCATION: Homestead Air Reserve Base (HARB), Florida.

2. PROJECT DESCRIPTION:

2.1. The project is a design-built contract. The Contractor shall provide services to prepare and complete construction document consisting of contract drawings, technical contract specifications edited from UFGS guide specifications at the date of award and the contract design analysis.

2.2. The contractor shall provide 65% submission package, 100% submission package and final submission package. The 65% submission package will be rejected if the contract specifications are not edited. Submission package shall contain the design drawings, contract specifications and contract design analysis. The Contractor shall submit two (2) hard copies of the document and one (1) CD disk for each phase. Drawings in PDF and

Autocad format shall be provided in each phase. Contractor shall allow 15 calendar days for government review of each design stage.

2.3. Contractor shall not order any equipment or material and shall not begin any phase of construction until Government approves in writing the Final Design submittal.

* Only the 100% design review meeting may be via telecom, all other meetings shall be at HARB at no additional cost to the government.

** This meeting shall be held only if the Final design submission is rejected. The Contractor shall use design review meetings #2 and #3 to discuss and understand all government comments. If Contractor disagrees with any of the government comments, this issue shall be discussed and resolved before the submission of the Final design documents.

3. SCOPE: Provide all demolition, restoration, alterations, additions and finishes as required to satisfy the square foot requirements. Spaces shall be further developed by Design Build

Contractor to accommodate the requirements and to comply with building codes, UFCs, HARB Roofing Specs. The new facility will have:

a) Lifting rack/ support beams fixed steel beam with holes drilled to hang 25 feet ropes,

b) Fixed bars to hang Olympic rings.

c) Toe-hold bars 3 in above the finished floor.

d) Gate and Fences.

e) Storage Room, minimum of 30 sf.

f) Power circulator fans and occupancy control,

g) Lighting and photo control system,

h) Telephone, card reader security system, CCTV security system.

i) Lightning protection system.

3.1. Concept drawing-sketch shows four (4) different alternatives for the location of the new facility. Contractor shall meet, discuss and evaluate all four locations with CEC at no additional cost for the government. Refer to concept drawing-sketch.

3.2. Concrete Floor Slab. Provide design and specifications for the cast-in-place concrete floor slab. Contractor is responsible for obtaining any surveys and geotechnical investigations required for the design. At minimum, the following information shall be shown in the project drawings:

3.2.1. Assumed temperature range when temperature stresses are a factor in design.

3.2.2. Details of concrete sections showing dimensions, reinforcement cover, and required camber.

3.2.3. Details of reinforcement in slab showing type, dimensions and cover.

3.2.4. Joint details showing locations, type and dimensions. Include critical construction joints and sawed contraction joints.

3.2.5. Finished Floor Elevation.

3.2.6. Show heavy-duty wear-resistant finish on the exposed concrete surface.

3.2.7. Loading assumptions used for design.

3.2.8. Material strengths used in the design, and fc.

3.3. Grading and Drainage. Properly grade around the building. Provide grading plan showing new elevations and new slopes around building. New grades shall be sloped to provide drainage away from the building. Maximum slope shall be 2%.

3.4. New building shall be a 2,000 square foot (50 feet x 40 feet) clear open area (no columns) with the ability to hang two 25 feet ropes in the middle and a minimum clearance height of 12 feet on sides. Geotechnical study shall be done to determine soil conditions. Geotechnical report shall be signed and sealed by a Registered Professional

Engineer.

3.5. Provide gable roof sloped structurally-framed Standing Seam Metal Roofing system with R-15 minimum insulation, see attached picture for reference. Provide metal interlocking flush panel for any soffits with 18 inch eaves. Wind loads calculations shall meet Florida Building Code and ASCE 7. All parts of all structures, including the concrete anchors and embedment, shall be designed for the specified wind velocity and shall be tied together to provide an integrated resistance to high wind effects. Gutter and downspouts shall be provided.

3.6. Epoxy floor hardener shall be installed suitable for exterior and gym applications to provide wear resistant finish to interior floor. Non-slip surface treatment shall be provided

3.7. Provide split face CMU minimum of 3 feet height with a pre-cast concrete cap smooth finish on each steel column. Color and texture of split face shall match main Westover

Gate canopy. Color of columns shall also match main Westover Gate canopy.

3.8. Provide metal steel single exterior door for entrance and double metal steel exterior door for equipment access. Doors locations shall be coordinated during the design phase. Doors shall open out. Single doors shall be 3 feet width minimum, double doors shall be 3 feet width minimum each leaf. Provide crash/panic bar for the single door with a backing plate that extends a minimum of 18” above and below the bar to prevent activation from the outside. Provide door closer holder-release devices for all doors suitable for exposed locations. Card reader security system shall be installed. Provide lever handle for all doors. Provide rim cylinders, mortise cylinders, and knobs of bored locksets with interchangeable cores using seven pin tumblers removable by special control keys and cylinders from products of one manufacturer, and provide cores from the products of Best Lock Corp of Falcon Lock.

3.9. Provide metal steel picket fence, see attached picture for reference, around entire overhang structure for security purposes with an accessible/lockable fence doors. Fence shall be 5 feet away minimum from exterior structure.

3.10. Bird netting. Provide a heavy duty polyethylene bird netting to prevent birds from entering unwanted spaces. Bird netting: Shall be ¾” mesh. Color black. Install bird netting over all areas to prevent birds from landing or nesting The bird netting must meet or exceed the requirement of ISO 1806 and 9001 Protocol Mesh Test for quality and mesh break strength.

3.11. Install ceiling-mounted industrial high volume / low speed paddle fans, four (4) minimum. Install IAW manufacturer recommendations. Provide lockout disconnects at eye-level at a wall location clearly visible from the corresponding fan and at a location of the user’s choosing. Provide multi-switching and occupancy control per paragraph

2.12.3.4. Ceiling Fans shall hang no lower than seven (7) feet from the bottom of the roof joists.

3.12. Power Distribution:

3.12.1. The underground primary distribution grid is owned by utility company, Florida

Power & Light (FP&L).

3.12.2. Provide new electric meter box and underground electric service entrance to the new facility. New service entrance shall be in conduits. Metal caution tape shall be provided 12 inches above conduits. Locate meter support structure outside the facility fence.

3.12.3. Up To and including 400 Amp Building Service:

3.12.3.1. Meter BOD: Square D PM 820 - shall be of the microprocessor based intelligent type, with communications capabilities including Ethernet gateway, radio frequency, and fiber optic modem. Ethernet/RF accessory or an equivalent poly-phase electricity meters suitable for billing, allocation of cost, and recording of data for energy management and control applications

3.12.3.2. Meter Enclosure to be mounted on the exterior, all devices shall be enclosed in a NEMA 3R, 316 stainless steel box with hinged door. Provide meter bypass switch. Provide split core type current transformers for the service, sized for the service amps or larger.

3.12.3.3. Meter/Antennae enclosure to be mounted near the facility on concrete posts with concrete pad and supported by stainless steel unistrut. The meter/antennae enclosures and associated equipment shall be powder coated to the manor house brown standard, the conduit shall be painted. The meter/antennae enclosures, all associated equipment and conduit color shall match the surrounding area.

3.12.3.4. All Current Transformer (CT) cabling shall be installed below grade when installed within the secondary or primary compartment of a transformer.

3.12.3.5. Contractor shall fully coordinate any power outage and connection for the new electric service with FP&L. The utility company point of contact is Mr. Kevin

3.13. Lighting:

3.13.1. Lighting levels shall conform to UFC 3-530-01 Design: Interior, exterior Lighting and control. Provide point to point calculations for exterior lighting and all interior spaces. Contractor shall perform calculations during the 65% design phase and submit as part of the 65% submittal drawings unless otherwise noted. All lighting fixtures shall meet energy code requirements, ASHRE 90.1, EPAct 2005, Executive

Order 13423 and Energy Independent and Security Act of 2007.

3.13.2. Exterior Lighting:

3.13.2.1. Provide lighting fixtures mounted on the exterior of the facility. Lighting fixtures shall be LED wall pack semi-cutoff type and floodlight in die cast aluminum housing. At least three (3) exterior lights shall be provided, one at each gate and one floodlight with visor on the north wall at 10 feet height.

Lights shall provide a minimum average lighting level of 2 foot-candles.

Provide enough illuminance at the face of each access control card reader. Use a correlated color temperature (CCT) of no greater than 2700 Kelvin. New emergency lighting fixture on egress door shall contain battery back-up per

NEC and Life Safety codes. Emergency light fixtures shall be designated by a small permanent red mark on the fixture. Wall mounted emergency lighting shall not be used. All exterior lighting fixtures shall be control by astronomical digital timer and single locking type photo control mounted at least 3 inches above roof line, facing north.

3.13.3. Interior Lighting:

3.13.3.1. Utilize High-bay LED lighting fixtures with automatic dimming in conjunction with daylight harvesting and occupancy control. Use a correlated color temperature (CCT) of no greater than 3500 Kelvin. Consider luminaires located along the facility perimeter as primary zone and secondary zone to those luminaires located at the center. All occupancy sensors coverage should be within the facility footprint only. Locate occupancy sensor and/or adjust sensor sensitivity in order to cover 6 feet maximum around main gate where access card reader are located. All LED fixtures shall have wire guards.

Lighting fixtures shall be outdoor rated. Provide emergency light fixtures. All emergency fixtures shall also serve as night lighting. LED shall conform to

UFC 3-530-01. All LED luminaires/drivers must be purchased with a warranty of at least 10 years warranty.

3.13.3.2. The new lighting system and lighting levels shall be listed as required per

UFC. Lights shall provide a minimum average lighting level of 30 foot-candles with 4:1 uniformity. LED exit signs with battery back-up shall be used. Exit signs shall be green LED type in aluminum housing.

3.13.3.3. Provide multiple switching. High-bay lights shall be controlled that each light switch will be controlling 50 percent of each lighting fixture and/or on every other LED lighting fixture type.

3.13.3.4. Utilize dual technology high-bay occupancy sensors for each lighting zone and paddle fan coverage zone. The entire zone shall be coverage by both ultrasonic and passive infrared sensors. Utilize overhead mounted type. Occupancy sensors must be set to 15 minutes time delay.

3.14. Power:

3.14.1. All energy consuming devices and/or equipment shall meet energy code requirements, ASHRE 90.1, EPAct 2005, Executive Order 13423 and Energy

Independent and Security Act of 2007.

3.14.2. Provide distribution panel. Provide 100 amp, 480/277 V, 3 phase fused disconnect switch rated NEMA 4X. New 100 Amp, 120/208Vac, 3 phase, and 60 Hz panel-board shall have copper bus bars and built-in integral surge protection. Provide new

30 kVA, 3 phase, transformer rated outdoor. Panel-board and circuits shall be suited to a wide range of utilization patterns. Circuit breakers within the distribution panel shall be fully rated for the available fault current. The use of 75 degree C

(minimum) insulated conductors is required. Provide minimum of 25% empty space capacity in panel-board. Provide arc flash warning labels on electrical equipment.

Panel-board enclosure shall be NEMA 4X type. Locate panel-board, transformer and disconnect switch with the electric meter box outside the fence area.

3.14.3. Provide six dedicated weather proof general-purpose NEMA 5-20R, GFCI, duplex receptacles. Located receptacles along the facility perimeter concrete columns at opposite sides. Provide galvanized steel receptacle housing with G90 painted near to the main entrance door.

3.14.4. Provide power connections and ancillary work required to support all mechanical requirements.

3.14.5. Provide power connections and ancillary work required to support all electronic requirements.

3.14.6. All disconnect switches shall be NEMA 4X types.

3.14.7. Wiring shall be copper conductors with THHN/THWN insulation, UNO. All wiring shall be provided and installed in conduit. Wiring system shall consist of insulated single conductors provided and installed in raceways as follows: Galvanized rigid steel conduit or IMC in concrete, masonry, and areas subject to moisture. Electric metallic tubing (EMT) in concealed areas and exposed where not subject to physical damage. Nonmetallic conduit (Type 80 PVC or schedule 40 PVC where allowed by the NEC or HOMESTEAD standards) in the ground and below concrete slabs.

Wiring shall be concealed within the walls in all areas except equipment areas.

Conduit shall be labeled with source and destination.

3.14.8. Provide two spare conduits, minimum of ¾ inch from equipment rack to the facility.

Empty conduit shall have nylon pull rope installed in it with 10 additional feet of pull rope coiled at each end. A grounding conductor shall be provided and installed with all feeders and with all branch circuit wiring to receptacles and equipment.

Conductors shall be a minimum size of 12 AWG. UL instruction shall be applied when applying the ampacity tables of National Electrical Code. Article 110-3B states that "Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling." Since virtually all electrical equipment that meets the approval required by Article 110-2 of the National

Electrical Code is UL listed, the equipment must be installed in accordance with UL instructions. The basic rule of the UL Electrical Construction Materials Directory states that, in general; "Consider the termination provisions of 75 degrees C ampacities for wire sizes Nos. 14 AWG and larger, as specified in Table 310-16 of the National Electrical Code." Higher temperature rated conductors than specified may be used if the size is based upon the previous statements. The ampacity de-rating for number of conductors in raceway and ambient temperature will be based upon the National Electrical Code. The percentage of conductor fill in conduit shall be based upon National Electrical Code: one conductor maximum fill of 53 percent;

two conductor maximum fill of 31 percent; and, more than two conductors maximum fill of 40 percent. See Appendix for additional requirements.

3.14.9. Circuits will be sized to limit voltage drops to no more than 5% at the worst condition. The design goals will be to limit voltage drops to 2% on feeders and 3% on branch circuits. The Contractor/Designer shall obtain final equipment data from the facility users to confirm outlet requirements. (Bid shall be based upon the stated requirement.) Provide voltage drop calculations, short circuit and arc plash analyses.

Contractor shall perform calculations during the 65% design phase and submit as part of the 65% submittal drawings unless otherwise noted.

3.14.10. Provide electric hand holes. All hand holes shall be traffic rated with metal cover.

Provide 6 inches concrete all around hand holes with 2 inches thickness.

3.14.11. Use directional boring under paved roads and walking track/paths area.

3.14.12. All grounding shall meet the requirements of the NEC and HARB Design

Standards. Provide copper main bus bar with standoff bracket. Provide grounding to the new fence per UFC.

3.15. Lightning Protection:

3.15.1. A conventional lightning protection system shall be provided; design shall be in accordance with TM 5-811-3, AFI 32-1065, NFPA 70 National Electrical Code, NFPA 780 Lightning Protection Code, UL 96 Lightning Protection Components, UL 96A Installation Requirements for Lightning Protection Systems, and HARB

Electrical Standards. The lightning protection system for this facility shall be UL inspected and provided with a UL Master Label.

3.15.2. The lightning protection system shall consist of air terminals, roof conductors, down conductors, ground connections, and grounds, electrically interconnected to form the shortest distance to ground. All components of the system shall be copper. All conductors on the structures shall be in protected conduit (PVC schedule 80), painted to match building color. Secondary conductors shall interconnect with grounded metallic parts within the building. Secondary conductors to be concealed on roof. Interconnections made within side-flash distances shall be at or above the level of the grounded metallic parts. The system furnished shall consist of the standard products of a manufacturer regularly engaged in the production of lightning protection systems and shall be the manufacturer's latest UL approved design. No combination of materials shall be used that form an electrolytic couple of such nature that corrosion is accelerated in the presence of moisture unless moisture is permanently excluded from the junction of such metals. Aluminum shall not contact the earth nor shall it be used in any other manner that will contribute to rapid deterioration of the metal. Appropriate precautions shall be observed at connections with dissimilar metals.

3.15.3. Connections comprising continuations of down conductors from the structure to the grounding electrode shall securely connect the down conductor and ground in a manner to ensure electrical continuity between the two. There shall be a ground rod connection for each down conductor. Metal water pipes and other large underground metallic objects shall be bonded together with all grounding mediums. A grounding electrode shall be provided for each down conductor. Ground rods shall be set not less than 3 feet, or more than 8 feet, from the structures foundation.

3.15.4. Provide ground rings in place of all ground rods to provide the required resistance to ground. Each ground rings shall consist of a minimum of three ground rods, loop connected with No. 1/0 copper cable. All connections between ground connectors and grounds or counterpoise and between counterpoise and grounds shall be electrically continuous. Provide test well on each facility corner and electric equipment rack.

3.15.5. Provide a lightning protection analysis. Contractor shall perform calculations during the 65% design phase and submit as part of the 65% submittal drawings unless otherwise noted.

3.16. Electronics:

3.16.1. Provide design and installation of access control to the facility access doors/gates, to control the access of unauthorized personnel and Closed Circuit Television to provide coverage for the entire facility IAW every applicable requirement of UFC

4-021-02, section 28-10-05 of Unified Facilities Guide Specifications (UFGS), NFPA-101, NFPA-72 and other applicable codes and regulations. New access control and camera devices shall be completely hard wired. Wireless communication is not allowed on the base.

3.16.2. Modify existing ACS and CCTV panel and/or central computer to accept, view and interact with the new CCTV and ACS hardware and software, create and/or modify database of users with access to the facility, monitor events and alarms, and run reports on past system activity. The AC computer work station and CCTV head end and equipment are located in Admin Office, Room 100B at Building 359. Provide new remote auxiliary panels if necessary and mount it on facility column on NEMA

4X type enclosure. All new devices and equipment shall be fully compatible with existing. The existing ACS and CCTV equipment manufacture is SMARTnet, Inc

(www.smartnetgov.com). The SMARTnet representative point of contact is Mr.

3.16.3. Provide new Card Readers, balanced magnetic Switches, indicator lights and

Electric locks/strikes for doors. Each controlled gate door shall be equipped with a dual-technology (contact/contactless) smart card reader with integral keypad capable of reading the Integrated Circuit Chip (ICC) in DoD Common Access Card

(CAC). Provide access tower and indicator 60 mm LED light (green and red).

Mount indicator light in the gate or facility. AC devices to be outdoor rated.

Provide new conduits from existing access control (AC) and close circuit TV panel locations to the new facility location.

3.16.4. New card readers and balanced magnetic switches or balanced magnetic switch shall comply with applicable section of UFGS 28-10-05. Each controlled door shall be provided with an electric lock to alert authorities of unauthorized entry attempts and to sound the local audio alarms installed in the facility.

3.16.5. Provide a normal exit, fail-secure, electric latch retraction lock and panic hardware

IAW UFC, UFGS and Life Safety Code, for instantaneous unlocking and locking of the door by the ACS. When exiting, the panic bar shall depend upon a mechanical connection only. Free egress hardware shall allow building occupants to safely evacuate the facility in the event of an emergency, even during power failure.

3.16.6. The strikes/bolts shall include signal switches to indicate to the system when the bolt is not engaged or the strike mechanism is unlocked. The signal switch shall report a forced entry to the system.

3.16.7. Electric strikes shall be protected with a cover guard.

3.16.8. Free egress hardware shall allow building occupants to safely evacuate the facility in the event of an emergency, even during power failure. When exiting, the panic bar shall depend upon a mechanical connection only to open the door.

3.16.9. Provide surge protection devices on each auxiliary panel and in data/communication lines at the facility exit/entry point.

3.16.10. Mount card readers on a gooseneck galvanized steel pedestal with housing and concrete base, at 42" AFF, within 5' of controlled door and IAW ADA/ABA requirements. Provide engraved laminated labels. Coordinate location with the facility exterior lighting.

3.16.11. Provide minimum four new close circuit day-night cameras (color) with exterior dome housing and aluminum or stainless steel mount. Install camera at each facility metal columns. Cameras shall be outdoor rated.

3.16.12. Modify existing CCTV panel and/or head end to accept, view and interact with new cameras.

3.16.13. The contractor shall label all new wires and major components of the system.

Cables must be labeled at origination, termination, and within enclosures using permanent labels.

3.16.14. Contractor shall conduct a comprehensive testing of every new component and/or feature of the system in order to demonstrate acceptable system performance to the

Government. Prepare a test plan along with detailed test procedures and submit these to the Government for approval prior to testing. A pre-test walkthrough should be performed just prior to the start of the final acceptance testing. The designer should participate in the walkthrough along with the installation contractor and the Government representative. Refer to UFGS 28-10-05 for test requirement.

3.16.15. Do not use existing installation to support new equipment, conduits and wiring.

Contractor shall provide its own supporting means for the installation of new cabling, conduits and equipment.

3.16.16. Power and communication lines shall not share the same wire way.

3.16.17. The Contractor shall perform a functional test to demonstrate to the engineering inspector that the system functions properly.

3.17. Communications:

3.17.1. Provide copper – 1,200 feet x2, 24 AWG, 25 pair, 2x2 inch ducting, PVC schedule

40 when not under concrete, PVC schedule 80 when under concrete, diagonal from each other.

3.17.2. Provide 2 NEMA boxes mounted above each 2x2 duct at eye level.

5. CONSTRUCTION: The Contractor shall performance the project in accordance with approved drawings, submittals and specifications. Contractor shall not order any equipment or materials and shall not begin any phase of construction until Government approves in writing the final submittal. Construction work may need to be phased to accommodate mission requirements. The government will provide its known phasing requirements before construction begins, but facility availability may change based on real world situation. Work will need to be closely coordinated with the facility users.

6. MATERIALS REVIEW AND SITE VISIT/KICKOFF: Contractors shall utilize the site visit and review the Scope of Work and pertinent attachments, if applicable, to generate a list of questions (RFI) and submit them to the Contracting Officer to clarify requirements.

7. PERFORMANCE PERIOD: All Contractor works shall be accomplished within 270 calendar days, including any time for submittals and shipping and handling of equipment.

8. EXISTING FACILITIES: The contractor is strongly encouraged to visit site and thoroughly investigate existing conditions. The existing dimensions shown on the drawings, if applicable, are for approximation purposes only. Failure to verify the dimensions and locations before commencing work will be at the Contractor’s risk and shall not relieve the

Contractor from accomplishing the work required by the contract at the price awarded by the government.

9. SUBMITTALS: Minimum one hard copy and one CDROM (digital copy is acceptable).

Contractor shall itemized on AF Form 66 all required submittals, and are to be submitted on

AF Form 3000, Material Approval Submittal. Any proposed deviation to these specifications will require submittal to the Contracting Officer. Each submittal shall include information as described in the technical specifications or as shown on the drawings. Once an item of material or equipment has been approved, the Contractor will not be required to re-submit with the following exception: If, at any time during the duration of this contract, the

Contractor desires to change materials from those originally approved, new materials shall be submitted to and approved by the Contracting Officer prior to incorporation into the project.

10. GOVERNMENT REVIEW: Contractor shall allow up to 15 calendar days for government review of any other deliverable.

11. UTILITIES SERVICE: Contractor may access to available utilities (electricity and water) at the construction site. It shall be the responsibility of the Contractor to coordinate with local utility companies for the hook-up of electrical and communications utilities for work trailers and offices. Any utility hook-up costs shall be at the Contractor’s expense. Contractor shall be responsible for providing and electrical meter to be connected to the Base’s systems for the purpose of reimbursing the government for the quantities consumed at the office and shop buildings. No utilities shall be provided by the Government at any Contractor’s open storage area. All taps to the Base’s fire hydrants shall have an approved backflow prevention device according to risk as described in UFC 3-230-02 Paragraph 10.4.

12. ASSIST ARRANGING OUTAGES: Interruption of service for HVAC, Power, Lighting, Telephone, Fire Protection, Fire Detection, Water, Sewer, Roads, and Parking Lots are considered outages. Outages shall be scheduled at one week prior to the desired time.

13. ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES: Contractor will not disturb electrical and/or communications facilities and wiring. Where such facilities require removal for accomplishment of the task, Contractor shall notify the Contracting

Officer at least seven calendar days in advance of the requirement, for the accomplishment of such removals by the Government. Contractor shall allow the telephone company and communication personnel access to the systems required. If damage by construction activities occurs, Contractor shall restore service within 24-hours with no cost to the Government.

14. WORKING HOURS: The normal hours of work at HARB are from 0730 to 1630 hours, Monday through Friday, excluding holidays. Access to work sites may be restricted to these hours and days. All other hours shall be considered non-regular time and must be requested in writing to the Contracting Officer 72 hours in advance. Work that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment during normal hours must be coordinated in advance with the Contracting Officer and associated additional costs deducted from the final payment of the contract amount.

15. NOTIFICATION RESPONSIBILITIES: Contractor shall notify Contracting Officer, via phone or E-mail, a minimum of 24 hours in advanced of: (1) initially starting work or starting work after a multi-workday pause, (2) ceasing work for a multi-workday pause, and (3) deliveries of major materials or equipment.

16. CONTINUED USE OF FACILITES: Surrounding buildings and utilities will continue in use during this contract. Work and work areas shall be scheduled at least 24 hours in advance of anticipated time of accomplishments. Work shall be performed in a manner to create minimum disturbance and inconvenience to personnel. Contractor’s personnel will be limited to work areas.

17. BASE REGULATIONS: Contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance, in so far as they pertain to the Contractors activities at Homestead Air Reserve Base (HARB), Florida. Contractor shall ensure conformance by all employees.

18. CONTRACTOR QUALIFICATIONS: Contractor personnel will possess any certifications required by federal, state and local regulations to perform the work. Copies of these certifications may be required at the discretion of the Contracting Officer.

19. SITE SUPERVISOR: The job foreman or site superintendent shall be on the payroll of the

Contractor; shall be on site daily for a majority of sub-contractor work; and shall be conversant in English.

20. ON-SITE FIELD OVERSIGHT: Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this task order. Government will provide on-going surveillance and submittal approval recommendations. The designated representative of the Government will report all findings to the Contracting Officer.

21. QUALITY CONTROL (QC) OVERSIGHT: Contractor shall plan and/or develop QC procedures for the task order and submit for Government approval.

22. CONTRACTOR STORAGE: An on-site open and/or closed area may be authorized by the

Contracting Officer and provided for Contractor project’s material. Additional areas for storage will not be provided, unless approved by the Contracting Officer. Security of the area and project’s materials shall be the responsibility of the Contractor. Contractor shall keep the designated area neat, orderly and clear of all debris. Contractor shall not allow trash or other debris to be scattered from his area by wind or other means. Any open area provided to the

Contractor must be surrounded by a chain link fence / orange safety fence / other, and must be maintained in a serviceable condition at all times. All areas will be kept clear of weeds and trash.

23. EXCAVATION PERMITS: Contractor shall obtain excavation permits (AF Form 103, Base Civil Engineering Work Clearance Request) prior to any excavation. The permit shall be requested by the Contractor and obtained from the Engineering Flight, 482 MSG/CEC, building 232. Permit shall be requested at least three weeks before the start of excavation.

Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the permit’s drawing or by field pointing or by flagging, Contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the Contractor, contract drawings or coordinating agency to the permit, Contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition. It is required that the operator of excavation equipment have a valid permit in procession while excavating. Contractor is responsible for initiating the permit renewal process if required.

24. OPEN FLAME, WELDING PERMITS: The Contractor must receive a permit for any welding or other open flame work to be done on Base from the Base’s Fire Department before such work is performed.

25. SOIL RE-USE POLICY: Contractor shall ensure that DERM is notified and approval is obtained prior to any soil re-use outside of the HARB property boundary. The soil re-use policy may be found at http://www.miamidade.gov/environment/pollution-remediation.asp

26. PRE-FINAL INSPECTION: Contractor shall conduct a pre-final walk-through inspection and publish the pre-final inspection findings in a Pre-Final inspection report. Project

Engineer and Contracting Officer should be present at pre-final inspection. Contractor shall include all O&M manuals, operating instructions, and test reports for review. Contractor shall provide training to Base personnel by manufacturer’s representatives, as required.

27. FINAL INSPECTION / FINAL ACCEPTANCE: Contractor shall conduct a final inspection that must be witnessed by government-selected personnel and publish the findings in a Final Inspection Report. The inspection shall concentrate on the items identified at the

Pre-final inspection and recorded in the Pre-final report, but shall also include any test chosen by the attending government personnel. All system failures or other deficiencies identified during the testing must be corrected and retested in the presence of government-selected personnel. The Final Inspection Report shall also certify that all items required in the

Scope of Work have been implemented and that the construction is complete. The Final

Inspection Report shall also include as-built drawings and specifications verifying that all development standards have been met.

28. DELIVERY/WARRANTY: Contractor shall complete all inspections and commissioning requirements prior to final inspection. Following final inspection, Contractor shall deliver to the Government the As-Built drawings in CAD format and PDF. The warranty shall be issued in accordance with FAR 52.246-21. Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted by the Government at its discretion.

29. BASE ACCESS: Contractor shall coordinate with the Contract Officer to gain access to areas of the installation involving in this project. Contractor shall follow all Base rules and regulations regarding entry and access to Base. Contractor shall have in possession all applicable identification documents prior to arrival. Contractor is encouraged to perform background checks on personnel before submission to the Government; the Government is not responsible for consequences of contractor personnel failing to pass Base security criteria. Contractor is responsible to obtain, monitor, and renovate security badges used by its own staff and Subcontractors during the duration of this contract.

30. CONTRACT PROGRESS SCHEDULE (AF FM 3064): Within 10 days after task order award or at the pre-construction conference, whichever is later, Contractor shall submit a signed AF Fm 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance. Contractor shall also provide a line graph depicting scheduled construction progress throughout the period of performance. The progress schedule shall be signed by the Project Engineer recommending approval and approved by the Contracting Officer. Once submitted, the approved contract progess schedule may only be changed by the Contracting Officer.

31. CONTRACT PROGRESS REPORT (AF FM 3065): At least monthly, Contractor shall submit AF Fm 3065, Contract Progress Report, signed by the Contractor’s on-site representative. The work elements and percentages stated on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. The Contractor shall obtain signed coordination of the report by the Contracting Officer prior to submission.

32. PROGRESS REVIEW MEETINGS: Contractor shall hold weekly progress review meetings onsite and shall coordinate these meetings with Contracting Officer. These meetings will review the work performed, issues, schedules, milestones, and current status.

The schedule of the progress review meeting may be modified by the Contracting Officer with notification to the Contractor. Contractor will provide meeting’s minutes not later than

2- days after the progress review meeting. These meetings will continue until the project is closed out.
