About this file
This document is a Brand Name Justification form for a Simplified Acquisition by the Air Force Fire & Emergency Medical Services at Homestead ARB. The procurement seeks two (2) Honeywell Posi3 USB testers for breathing apparatus equipment, including 2216-4500-5500 Manifolds, a Transducer, SCBA Models, Sound Detection System, USB with NIOSH SCBA Test and Operating Software, Posi3 Case(s), and one (1) compatible laptop. The equipment is specifically required for seal/fit testing of SCBA masks, capable of detecting seal breakage and performing testing in under two minutes at an NFPA 1852-compliant benchmark.
The justification for sole-source procurement from Honeywell is based on the Posi3 USB being the industry standard, currently used by 482 BCE/CEF, and uniquely compatible with existing MSA packs. Procuring alternative equipment would necessitate staff retraining and potential inefficiencies in maintenance and repair. The contracting activity conducted market research and determined Honeywell is the sole manufacturer, though all distributors/re-sellers can participate in this competitive acquisition. The document indicates future acquisitions will consider alternative manufacturers if full equipment replacement becomes necessary, with the current procurement following FAR 13.106-1(b)(1) guidelines for single-source procurement.

Yes No Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan?
Contracting Activity: 482CONF/PK
Project/Program Name: Posi3 USB
Purchase Request / Local ID Number: F5E3FD5222AW01
Estimated Contract Cost (including Options):
The Fire & Emergency Medical Services at Homestead, ARB has a requirement for two (2) Honeywell Posi3 USB testers for breathing apparatus equipment which also encompass: 2216-4500-5500 Manifolds (high, medium, low), 250psig Enhanced Precision (EP), Transducer, 5500 psi SCBA Models, Sound Detection System (SDS), USB with NIOSH SCBA Test and Operating Software, Posi3 Case(s) and one (1) compatible laptop. Honeywell Posi3 USB testing apparatus & software is utilized in the seal/fit testing of SCBA masks, the detection of seal breakage/ non-conformance, and can perform testing in less than two (2) minutes at an NFPA 1852-compliant test benchmark.
The Honeywell PosiChek family of Self-Contained Breathing Apparatus (SCBA) test equipment serves as the industry standard for thousands of fire departments worldwide. Currently 482 BCE/CEF utilizes PosiChek equipment and software to accomplish its SCBA testing, which has been repeatedly successful in ensuring NFPA compliance during initial and annual certifications.
While there are different apparatus’ available on the current market, other test-bench equipment utilizes both different hardware (for maintenance and repair purposes), as well as different software (for interfacing). The Honeywell Posi3 USB features unique characteristics. The subject equipment will flow test the entire SCBA unit, it will flow test and seal test the masks to ensure correct pressure in the mask, and the noted equipment is also compatible with the unit’s current MSA packs which AFRC purchased for the unit. Procuring a different brand of equipment would require retraining of all applicable staff.
In addition, it would require the procurement of repairs and/or replacement parts from multiple sources. To mitigate the aforementioned risks and potential for gross inefficiencies, this procurement will be solicited as a brand-name requirement for Honeywell Posi3 USB.
A thorough analysis of the market was conducted to identify alternative options forward. As Honeywell is the only manufacturer for this unique equipment, all distributors/re-sellers of this equipment will be able to participate in this competitive acquisition.
The noted activity will continue to conduct market research to include new Honeywell distributors for future acquisitions. If all equipment is to be simultaneously replaced at a point in time in the future, other manufacturers will be considered for competition.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a
