Questions and Answers 3

SDMS

10 Mar 2017

1. The Government is currently requiring the contractor be certified to CMMI Lvl 2. However, it is understood that this work is to be performed at AFRC/HQ facilities on Government-owned software. Our certification is for the processes and capabilities of us as a contractor and is generally considered site-specific. Does the Government possess the appropriate documentation and "buy-in" to support the implementation of CMMI Lvl 2 processes or is the Government prepared to apply the contractors' processes for all aspects of the software sustainment effort?

ANSWER: CMMI Level 2 must be maintained at all times. It is up to the Contractor to provide to the Government their documentation that demonstrates their ability to work at a CMMI Leve 2 appraisal.

As stated in the PWS: 4.1.2 Business and Enterprise Systems (BES) Process Directory If applicable, the Contractor shall follow and refer to the Air Force Program Executive Office (AFPEO) Business Enterprise Systems (BES) Process Directory website https://acc.dau.mil/bes for common plans, procedures, checklists, forms and templates that support system life-cycle management and systems engineering processes as it applies to Defense Acquisition, Technology and Logistics tailored to CMMI disciplines, or be able to demonstrate comparable processes and artifacts.

2. If the contractor has recently had their CMMI Lvl appraisal expire but is in the process of re-certification, would the Government consider accepting a 3 to 4 month window for the CMMI Lvl appraisal to be accomplished?

ANSWER: The Government will not accept a 3-4 month window in order for the contractor to complete CMMI appraisal.

3. In accordance with SDMS PWS 3.3.7, Vocabulary Management,

a. What are the ADS vocabularies?

ANSWER: Unknown at this point. This will depend on the requirements and which ADS they may need to connect to. Existing vocabularies are documented within the ADS.

b. What kinds of vocabularies does AFRC have, and how do they use them?

ANSWER: Current vocabularies are in the form of data dictionaries and WSDLs and are not fully incorporated into the SOA environment yet.

c. What sorts of vocabulary extensions are they looking for? (extend the vocabularies/ontologies (to add concepts, etc.) to meet future information-modeling needs.

ANSWER: This is not a requirement at this time.

4. Reference: Questions and Answers No. 2, dated 7 Mar 2017, question #4, ANSWER states “There is a 30 day orientation period before contract start date.” In accordance with Section B, “Schedule”, CLIN 0001, “Orientation/Phase in” and Section F – Deliveries or Performance of the subject solicitation, the contract start date is planned for 01 May 2017. Based on these areas of the solicitation we submit the following questions:

a. Does the “…30 day orientation period before contract start date” occur before the planned contract start date of 1 May 2017, as stated under the

ANSWER: No

b. CLIN 0001 of Section B of the solicitation does not reference the PWS. The PWS does not mention the effort to be priced under CLIN 0001. What tasks are expected to be performed and therefore priced?

ANSWER: The orientation period is a period for you to finalize your hiring, orient yourself with the contract and facility, obtain necessary badges, etc. It is not part of the PWS. There are no deliverables associated with CLIN 0001. It you will notice under delivery, the orientation (CLIN 0001) is 1 May 17 to 31 May 17. CLIN 0002 which is the SDMS services is 1 Jun 17, that is the contract start date.
