About this file

This is a Questions and Answers document for solicitation FA663326QA007, a Request for Quote (RFQ) issued by the 934th Civil Engineer Squadron for carpet replacement services across multiple buildings. The document addresses seven key questions from potential contractors regarding project execution, including moisture testing protocols, asbestos testing results, and scope clarifications.

Key clarifications include: Civil Engineering will not conduct moisture testing except for Building 718, which has known moisture issues being addressed through a separate membrane removal project; contractors may perform their own moisture tests and may change adhesives but cannot substitute carpet tile brands or styles without authorization; Building 801's black mastic flooring was tested for asbestos in 2011 with negative results; contractors are responsible for moving lockers in Building 801; VCT repair at the Building 801 breakroom doorway will be handled in-house by Civil Engineering; the base cove specification is 4.5 inches without painting; and Building 803 remains in scope as a single office that was missed during the initial site visit, with the option for contractors to conduct an additional site visit if needed. These clarifications establish the contractor's responsibilities for floor preparation, material specifications, and site conditions management under this small business set-aside acquisition.

Questions Government Response

1. Will the buildings be tested for moisture in the concrete? Should we include a moisture test or two for each building?

No, Civil Engineering (CE) won’t conduct a moisture test. The only building with moisture issues is Bldg 718. We have a separate project to remove the damaged membrane where water is infiltrating the foundation that will hopefully begin/end the repair before the installation of the carpet. The contractors may include a moisture test for Bldg. 718.

2. What is the plan if moisture readings are higher than the manufacturer’s adhesive guidelines?
Use floor fans/dehumidifiers to dry out the concrete before adhesion installation. Contractors may change the adhesive but not carpet tile brand/style. Any other color/style is unauthorized, and the contractor will need to remove any unauthorized color/style at its own expense. The contractor may document the moisture levels, mitigate infiltrations in the floor/slab, and install the approved carpet squares.
3. Building 801 – has the black mastic on floor 1 been tested for asbestos?
Yes, no asbestos found testing conducted in 2011 by Legend Technical Services Inc.
4. Building 801 – are the lockers in place or will those need to be moved by us?
The lockers will need to be moved by the contractor.
5. Building 801 – Breakroom – what is the plan for the VCT repair at the doorway?
There is no repair of the VCT at the doorway. CE has an in-house work order to replace the tiles.
6. Are we figuring 4.5” base since there will be no painting?
Yes, please use 4.5” base
7. The plans call for a room in B803, is that still in scope?
Yes. We neglected to view B803 during the site visit. If a contractor wants to return for a site visit, we can accommodate. It is only one office.
