STATEMENT OF WORK

FOR

CONCRETE CURBING

CONSTRUCT PERIMETER ROAD (QJKL 11-0026)

934th Airlift Wing Minneapolis, MN

STATEMENT OF WORK

CONCRETE CURBING FOR PERIMETER ROAD PROJECT

The Contractor shall install concrete curbing as specified in this document for the purposes of constructing a perimeter road for the 934th Airlift Wing.

1. DESCRIPTION OF SERVICES: The contractor to provide all labor, tools, equipment, materials, supervision and transportation necessary to construct concrete curbing on a government furnished, prepared base in accordance with the dimensions and details shown on the attached plans. The concrete shall be cast-in-place, pre-cast or slip formed curbing and shall conform to the requirements of MnDOT Specifications for Construction, Section 2531 – Concrete Curbing and Standard Plate No. 7100H – Design B. Placement method, joint filler and curing methods shall also conform to the requirements of MnDOT Specification for Construction. Contractor shall install new curbing 1 ft from existing curb. Contractor is not responsible for tie-ins to existing curbing. The estimated installation/delivery schedule is outlined in APPENDIX B.

1.1. Materials. All materials furnished by the contractor shall conform to the contract specifications as per US and the Minnesota Department of Transportation (MnDOT) Standard Specifications for Construction, current edition. Contractor shall submit technical specification and product data for pre-approval. All materials used on the project shall be approved by the Contracting Officer (CO) before use. Any changes/substitutes on material shall be approved by CO before proceeding.

The concrete shall have a minimum 28 day compressive strength of 3500 psi and shall contain 5 to 7% entrained air unless otherwise approved by the Project Engineer. The size of aggregate must not exceed 1.5 inches. The joint filler shall conform to ASTM D1571 or ASTM 1752 and shall be

0.5 inches thick. The material for the precast concrete, if used, shall conform to all applicable standards.

1.2. Placement of Concrete. The concrete curb shall conform to the government furnished plans and specifications (reference APPENDIX A). Concrete shall contain not less than 5 and no more than 7 percent entrained air at the time the concrete is deposited within the forms. Concrete shall be placed only on a moist base. Concrete shall not be placed on a soft, muddy or frozen base.

Slip form equipment may be used if the resulting product conforms with the plans. Precast concrete curbing may be used if the resulting product conforms with the plans except for the length of each curb unit. Precast concrete curbing units may be constructed in 8ft or longer lengths for straight sections.

Where slip form equipment or precast concrete curbing is not used, the concrete shall be placed in forms, struck off with a template, compacted by approved means, and finished to a smooth, even surface. Vibration will not be required.

The concrete curbing shall be constructed in sections having a uniform length of approximately 10 ft, unless otherwise directed, so arranged that a joint in the curbing shall come opposite a joint in the adjoining concrete pavement slab and be similar to it. The length of these sections may be varied slightly where necessary for closures, but no section less than 6ft in length will be permitted.

These sections shall be separated by an approved method at the time of placing of the concrete.

1.3. Forms. Where forms are used, they shall be so constructed that the form for exposed faces may be removed before the concrete has taken final set in order to permit correction of surface irregularities. Contractor shall design and construct form work to ensure that the finished concrete will conform accurately to the indicated dimensions, lines, and elevations.

1.4. Curing and Protection. Concrete curbing, except precast curbing, shall be cured and protected in conformity with the requirements of MnDOT Specifications for Construction for concrete curbing. Contactor shall use white pigmented membrane-forming curing compound conforming to ASTM C309, Type 2. If precast curbing will be used, it shall not be shipped to the project until the 28 day compressive strength is acquired. Precast curbing that has been damaged shall be removed from the project at the Contractor's expense.

1.5. Site Preparation/Existing Conditions. The government shall furnish a fully-prepared base for the contractor to install the concrete curbing. In the event that the Contractor determines the base or existing conditions are questionable for their installation requirements, the Government shall be responsible for correcting any deficiencies noted by the Contractor. The Government shall be responsible for backfilling to the curb, per the project plans.

1.6. Backfilling. The contractor shall ensure newly placed concrete curbing is protected from damage by adjacent vibratory or backfilling operations for a minimum of 24 hours. The government will then provide all backfilling operations after contractor-placed curbing is completed and has reached a compressive strength of at least 3000 psi.

1.7. Testing. The Contractor shall cast, cure, and test the concrete field control specimens in accordance with 2461.3.G.5.b, “Field Control Strength Cylinders.” If damage results from any of these operations, the Project Manager will suspend all operations until the Contractor takes corrective action and obtains the Project Manager’s approval of a new method. The Project Manager may require removal and replacement of the damaged concrete in accordance with MnDOT Specifications for Construction Sections 1503, “Conformity with Contract Documents,” and 1512, “Unacceptable and Unauthorized Work.”

1.7. Reference Materials. Contractor shall ensure all material furnished and placement methods are in accordance with the following, but not limited to, standards:

a. MnDOT Standard Specifications for Construction – Section 2531: Concrete Curbing

b. MnDOT Standard Plates – Standard Plate No. 7100H: Design B

c. UFGS-32 16 19

d. ASTM C94/C94M

e. ASTM 1751 and 1752

f. ASTM C309

2. SUBMITTALS:

2.1. Product Data. Contractor shall submit complete product data/technical specifications for all materials to be furnished.

2.2. Test and Inspection Reports. Contractor shall furnish all material sampling and testing reports in accordance with MnDOT Standard Specification for Construction.

3.0. GOVERNMENT PERSONNEL:

3.1. Points of Contact. The contracting office is the point of contact for all contract matters. The Project Manager is available to address any technical matters and to assist with coordinating deliveries.

4.0 DELIVERY: The transportation/delivery costs of all equipment and associated materials to and from the delivery site is the responsibility of the Contractor. The delivery location is the Minneapolis-Saint Paul Joint Air Reserve Station.

4.1. Delivery and Work Coordination. All deliveries and work shall be coordinated with the Government’s on-site representative and transport vehicles shall be scheduled to arrive at the job site during normal work days and hours. This includes Monday through Friday between the hours of 7:30 a.m. and 3:30 p.m. Central Time, and excludes Federal holidays. Alternate work times must be approved on a case-by-case basis by the Government representative.

4.2. Vehicles. The contractor shall be responsible for the vehicles required in the performance of the requirement of this contract. All vehicles shall be in operable condition and meet all base, local and prefecture registration and safety requirements.

4.3. Base Driving Standards. All vehicles shall be operated in accordance with base traffic regulations. If equipped with communications devices, equipment shall comply with all base and local frequency regulations. Cell phone use while driving is restricted to “hands free” while on base.

5.0. SECURITY REQUIREMENTS:

5.1. Personnel. All personnel and subcontractors employed by the Contractor in the performance of the services specified in this contract or any representative of the Contractor entering the work area shall conform and comply with all applicable U.S. Army Corps of Engineers, facility access, security policies and procedures (provided by the Government). The Contractor’s workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

5.2. Security Checks. All Contractor employees or subcontractors must carry pictured identification at all times. They must show I.D. upon request by City/State/Government personnel.

The Contractor's employee must carry a copy of the contract requirements with them during the implementation of this contract. The Contractor's employees will be subject to such additional checks as may be deemed necessary to ensure that no violation of security rules has occurred.
